			<content:encoded><![CDATA[<p>I forgot to welcome people back to work yesterday, as the tertiary education sector gradually starts filling up again. You&#8217;ll notice the site is looking a bit different and there will be a few new features over the next two weeks.</p>
<p><strong><em>Policy, Management &amp; People<br />
</em></strong></p>
<ol>
<li><strong>PEI to Close</strong> Practical Education Institute in New Plymouth is <a href="http://www.stuff.co.nz/taranaki-daily-news/news/6266843/Funding-cuts-put-end-to-PEI-operation">going to close</a>, with the loss of 110 jobs (<a href="http://www.stuff.co.nz/taranaki-daily-news/news/6264039/PEI-to-close-100-jobs-lost">initial story</a>). PEI lost most of its TEC funding this year, after continuing low course completion rates (49% in 2009, 52% in 2010, compared to a TEC threshold of 55%). Those with a long memory will remember PEI, then named PETC, made headlines for even worse completion rates in 2000 or so (under 10% from memory), which sparked the use of completion rates as a measurement in tertiary education (and restrictions on giving away computers to entice students to enrol…). I can imagine a few people involved back then may not be that sad at this demise. For me, I&#8217;m just happy to see TEC following through on its performance messages. I only wish TEC had put out a release setting out how the money had been reallocated to more useful courses at better performing PTEs, which would provide a more balanced picture.</li>
<li><strong>New Prof</strong> Otago Poly has <a href="http://www.scoop.co.nz/stories/ED1201/S00014/acclaimed-academic-appointed-professor-of-otago-polytechnic.htm">made Khyla Russell a professor</a> (<a href="http://www.odt.co.nz/campus/otago-polytechnic/194608/kaitohutohu-becomes-polytechnics-second-full-professor">ODT</a>).</li>

<li><strong>Whitireia Buildings</strong> Whitireia has <a href="http://www.stuff.co.nz/dominion-post/news/6171213/Porirua-theatre-plan-sinks-as-funding-pulled">pulled out of a $3m contribution to a performing arts development</a> in Porirua, both because they&#8217;ve moved their course into Wellington and approved a $20m development at Porirua for classrooms etc to replace prefabs. It&#8217;s upset some people in Porirua, but it&#8217;s hard to fault the priorities.</li>
<li><strong>Industry Training</strong> The MOE will be getting a <a href="http://www.stuff.co.nz/waikato-times/business/6165402/Horticulture-NZ-seeks-to-lift-training">strong submission</a> from Horticulture NZ on the industry training review.</li>
<li><strong>Congrats Richard</strong> Richard Handley, WITT CE, has been <a href="http://www.radionz.co.nz/news/te-manu-korihi/94201/polytech-praised-for-relationship-with-iwi">congratulated by iwi on meeting Treaty responsibilities</a>.</li>
<li><strong>Titles Race? </strong>Ha ha, last week I suggested that Auckland&#8217;s appointment of 13 Distinguished Professors might start an arms race around titles and <a href="http://www.lincoln.ac.nz/News--Events/News/Current/Inaugural-Distinguished-Professor-of-Plant-Pathology-/">now Lincoln has named one</a>! To be fair, the decision would have been made before Auckland&#8217;s release, but it does look like a developing trend anyway.</li>
<li><strong>VSM Hearing</strong> Te Mana Akonga has apparently gained a <a href="http://www.radionz.co.nz/news/te-manu-korihi/94199/maori-students-take-legislation-to-waitangi-tribunal">Waitangi Tribunal hearing into its claims about VSM legislation</a>.</li>

It turns out that Peter Kirker, a CAA employee (he resigned last week), may have sent the email but the charges will be defended. Massey&#8217;s Brett Gartrell expected <a href="http://www.3news.co.nz/Seabirds-overwhelmed-by-Renas-oil/tabid/1160/articleID/229269/Default.aspx">500 dead birds to be discovered</a> by the end of yesterday – turned out to be 200, but there&#8217;s <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10758671">lot&#8217;s going on</a>. AUT&#8217;s Barbara Bollard-Breen <a href="http://nz.news.yahoo.com/a/-/top-stories/10451286/rapid-response-protocols-for-ship-grounding-needed-expert/">thinks we need rapid response protocols</a> (as does everyone else). A Massey-trained volunteer talks of the <a href="http://www.stuff.co.nz/marlborough-express/news/kaikoura/5767482/Rescuing-BoPs-oiled-birds">long hours of work</a> for wildlife protection people.</li>

An agreement has not yet been reached with students&#8217; associations.</li>
<li><strong>Māori Quota</strong> Victoria is celebrating <a href="http://www.radionz.co.nz/news/te-manu-korihi/88128/maori-law-study-scheme-reaches-milestone">21 years of its entry quota for Maori law students</a>, but its <a href="http://www.scoop.co.nz/stories/ED1110/S00042/victoria-celebrates-21-years-of-maori-admissions-process.htm">media release</a> doesn&#8217;t cite any results from the system, which is a bit sad.</li>

Most recently he&#8217;s been working.</li>
<li><strong>Fantasies</strong> Otago Uni&#8217;s Doug Sellman (also speaking in his Alcohol Action role) is claiming that wine has <a href="http://www.scoop.co.nz/stories/GE1110/S00020/wine-contains-two-class-b-drugs.htm">enough Fantasy in it to justify it being banned</a> but an ESR scientist <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10756591">said the amount was trivial</a> (seems like roughly 1,50 to 1/150 of a normal Fantasy dose).</li>

<li><strong>Canterbury Staffing </strong>Canterbury is <a href="http://www.stuff.co.nz/the-press/national/education/5726782/Canterbury-University-invites-staff-to-resign">calling for staff to seek voluntary redundancy</a>, which is likely to be a forerunner to compulsory redundancy for others.</li>
<li><strong>Simulation Centre</strong> In a story crying out for photos, Auckland has <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/news/template/news_item.jsp?cid=428500">opened a new patient simulation centre</a>.</li>
<li><strong>Nepal-NZ</strong> Lincoln&#8217;s David Simmons (and colleagues) was speaking at a <a href="http://www.lincoln.ac.nz/News--Events/News/Current/NZ-link-with-Nepal/">tourism conference in Nepal</a> recently.</li>
<li><strong>Claire Robinson</strong> &#8230;is the <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle_uuid=BFDE55A3-F4AA-D90B-3CE1-FD858A14293F">new head of Massey&#8217;s College of Creative Arts</a>, but she&#8217;s <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=206034">still talking politics</a> as well.</li>
<li><strong>Telford Head</strong> The new head of Telford is <a href="http://www.odt.co.nz/news/farming/180442/new-permanent-head-telford">Prof Charles Lamb</a>, from October 10.</li>
<li><strong>Missed the Point</strong> In a <a href="http://www.scoop.co.nz/stories/HL1110/S00009/the-right-to-speak-out.htm">long op-ed on Scoop</a> that only I and 3 other people will read, Auckland&#8217;s Mark Amsler criticises VC Stuart McCutcheon&#8217;s characterisation of last week&#8217;s protest at Auckland as confused. I think McCutcheon was quite right, in that the protest had 3 (3!) purposes, none of which were reinforced by walking to the top floor of an atrium, where one of the most prominent banners was Solidarity Aotearoa. The visual images and the spokespeople did not put across a clear purpose for the protest, and an abiding image was protestors surrounding a police car. It was, however, the high point in a series of quite weak protests against the VSM Bill at about five sites around the country. OUSA&#8217;s Critic newspaper had a headline yesterday about a 35 person protest there that put it well: &#8220;<a href="http://www.critic.co.nz/articles/1449">0.00175% of students get fired up. Government unmoved.</a>&#8221; To be fair, there were no events in support of the Bill, other than small parties after the Bill&#8217;s passing.</li>
<li><strong>Lower Crime</strong> Canterbury&#8217;s Greg Newbold <a href="http://home.nzcity.co.nz/news/article.aspx?id=137369&amp;fm=newsmain,nrhl">on much lower Canterbury crime</a> (and a <a href="http://home.nzcity.co.nz/news/article.aspx?id=137374&amp;fm=newsmain,nrhl">follow-up</a>). Victoria&#8217;s Prof John Pratt says a national drop in crime is to do with a <a href="http://www.3news.co.nz/Reduced-crime-rate-thanks-to-ageing-population-says-professor/tabid/423/articleID/228141/Default.aspx">drop in the number of young men and better security</a>. Victoria&#8217;s Trevor Bradley thinks <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyid=206079">it may just be a blip</a>.</li>
<li><strong>Minibikes </strong>Competenz is helping school students <a href="http://www.competenz.org.nz/teachers/minibike-challenge-fuels-learning/">participate in a minibike challenge</a>.</li>
<li><strong>Academic Challenged </strong>Michael Cox has written an op-ed <a href="http://www.stuff.co.nz/waikato-times/opinion/5722436/Varsity-academic-has-overstepped-his-role">criticising Waikato&#8217;s Prof Roger Moltzen</a> for criticising national standards. I liked how Cox didn&#8217;t like Moltzen saying that the policy &#8220;is possibly the beginning of the slippery slide&#8221; without any justification, whereas 4 paras before Cox wrote that behaviours like Moltzen&#8217;s &#8220;can only lead to anarchy&#8221;. Slippery slopes are everywhere.</li>
<li><strong>AgExcel </strong>Four new providers have <a href="http://straightfurrow.farmonline.co.nz/news/nationalrural/agribusiness-and-general/general/agricultural-training-providers-marked-agexcel/2311072.aspx">received the AgExcel quality mark</a>: Waiariki, Wintec, BOPP and NMIT.</li>
<li><strong>RWC </strong>Victoria&#8217;s Marc Wilson <a href="http://www.stuff.co.nz/waikato-times/news/5722390/Chin-up-we-can-still-do-it">makes another inane comment</a> on the psychological impact of Dan Carter&#8217;s injury – sometimes you should turn down reporters. In the meantime, Auckland sociologist Campbell Jones was <a href="http://auckland.scoop.co.nz/2011/10/university-of-auckland-sociologist-on-rwc-advertising/">writing an op-ed against rugby ads</a>.
