If you have a couple of minutes, I’d appreciate it if you could fill in a brief anonymous survey I’m doing on ED Blog. Over 50 people filled it out yesterday and I’d be keen to get some more feedback.

Fees up Lincoln’s fees are up 4% but the story also has some enrolment stats which show that it’s down, but nowhere near as much as Canterbury (media release, NewstalkZB). Here’s also an AUSA media release on fees and the Auckland protestors’ demands.

Quake Stuff Canterbury’s Prof Jarg Pettinga spoke yesterday at the Royal Commission on faults, including the need for a new tool to find hidden faults (RNZ, TVNZ with the video, NZ Herald). Canterbury’s George Parker has an op-ed on bringing the circus to town. New Canterbury scholarships and management students are helping out in the community.

Hall of Fame Massey’s design hall of fame has four new inductees, including the design school’s founder (from the 1880s) Arthur Riley.

Cannibalism There are allegations of cannibals in the Pacific and Canterbury’s Ruth McManus comments on our fascination with the topic.

Bishop in Trouble? Otago Uni’s Greg Dawes reckons that Dunedin’s Catholic bishop might be in trouble for criticising the Pope, but a priest thinks it’ll all be sweet.

Rena A volunteer’s experience of the Massey bird facility, while others have knitted penguin PJs (I kid you not – there’s a photo). Steve Maharey and John Key check out the penguins. Nice review of the constructive work by BOPP people.

Second Careers University features in the second careers of many of these people.

Baby Fish Jeffrey Shima, of Victoria, is checking out how baby fish breed in Wellington Harbour (it’s a good spot for them).

VSM Massey student newspaper may fold due to VSM, according to this stupid story. Since student media is in the list of approved uses of the student services levy and since Massey has collected enough money to cover all current students’ assn fees, I can’t see any scenario where Chaff will fold.

Top Website Victoria’s Deaf Studies Research Unit received an Australia-NZ Internet award (Idealog). The actual site is a bit dull, but I assume the award was for the online dictionary of NZ Sign Language.

Confucius Victoria’s Prof David Lamond presented research in Beijing on how Confucian thinking affects Chinese business ethics.

Science Comms Aimee over at SciBlogs has a nice review of a Victoria initiative for science communications – like speaking with your friends.

RWC The link between heart troubles and watching rugby is being explored by CPIT’s Peter Olsen.

Short Bits Waikato: Paraguayan grad gets right job; expats getting back into Kiwi life; Warren Deane farewelled. Auckland: meningococcal vaccine research. TWOA: whakairo tutor has great experience in Peru.
Coastal Species Read this article if you’re keen on finding out when our penguins and seals came from and how long ago (hint: not as long as you thought). Otago Uni’s Prof Jon Waters and colleagues did the work.

Aoraki Options A Dunedin writer has produced an op-ed on Aoraki’s proposed course cuts (I don’t think it will convince the Poly).

Rena The Manawatu Standard lauds its locals’ efforts in the cleanup, as did the Bay of Plenty Times, both mentioning tertiary people. Auckland sociologist Steve Matthewman writes about the need for regulation, with very slight mention of the Rena. Massey and co are building aviaries and have now collected 46 of the rare dotterels and 164 other birds, plus 3 seals – 1,290 dead birds have been found. AUT’s Vernon Rive on liability.

Dust Mites and Teddies Otago Uni’s Rob Siebers has been collaborating with Taiwanese researchers on killing dust mites on soft toys – freezing them overnight seems like the most practical option, but I dunno if I’ve got enough room in the freezer for all the ones round our place (Dom Post).

Waikato Death The man accused of running into a Waikato student and causing his death has had charges upgraded to manslaughter (Waikato Times, NZ Herald, Police).

ITP Bullying A Waikato PhD student has researched workplace bullying – in ITPs! That’ll be a popular post if she lets me publish it J

Protest at Auckland Protestors (I imagine the same ones as a couple of weeks back) occupied Auckland’s Clocktower building yesterday, congregating in the Council chamber (NewstalkZB, Scoop). They called for “demilitarisation of the campus” because there were apparently some Police dogs outside. You can see video of them breaking into the Council room here, although really they just found a door around the side that the security guards weren’t covering. They all left before 9pm.

Fee Rises AUSA was arguing against a 4% fee rise at Auckland yesterday, but they went up by 4% (international by 5%). Lincoln’s fees are also proposed to go up 4% and 8% for some courses.

Innovation Quarter AUT might get involved in the “only just on paper” innovation precinct in Auckland’s Wynyard Quarter. Others in the boosterism article talked about how it will be a mecca for creative types, whereas the main building so far is the very corporate ASB HQ…

Sustainability Stewart Lawrence et al (actually including Jarrod Haar, who I employed many years ago – and who did a great job) have done some research on how management accountants can help sustainability at Waikato. Could be a big deal.

Jane Kelsey…is upset, which is a low threshold I know, but this time the Auckland academic is annoyed about trade documents not being released. Speaking of international agreements, NZ and Hong Kong have signed an education one and even though it looks inoffensive you have to go searching in the HK site for it. I’d almost claim there was an international conspiracy, but the document is as dull as dust. It commits the parties to nothing, while it is so broad that it will allow politicians to claim that things happened under its umbrella.

Measles…have hit Dunedin – looks like an Otago Uni student got it from a Victoria student (NewstalkZB).

Politics Massey’s Claire Robinson has written an opinion piece on the John Key radio programme, and political comms more widely.

RWC Victoria’s Marc Wilson comments on why Kiwis should remember it’s all just a game. This whole meme of psychologists being cited by the media about how we all have to avoid a cataclysm of despair if we lose the RWC really annoys me. Putting aside the hysterical headline writers, have we really gone into a spiral of despair in the past or have we just been grumpy for a day or two (just as Marc suggests we might be happy for a day or two in case of a win)? Is there really anything to worry about, other than psychologists’ sermons? And it’s not about Marc – many psychologists have said the same thing over the last 20 years, but funnily enough no-one has yet created a RWC suicide cult. I blame the journos and editors for silly story ideas. Anyway, Otago Uni’s Ken Hodge comments on sports psychology.

Short Bits Lincoln: picked up $1,500 as part of a court case. AUT: promoting ICT careers to young people.
Export Ed to Double? Steven Joyce released an international education leadership statement yesterday, focusing on doubling income over 15 years (TV3, NewstalkZB, NBR). ENZ welcomed the statement. Inflation should help, because the $5b target doesn’t seem to be inflation adjusted – 2% inflation would get the government a third of the way.

Dodgy Surveillance Law Vic’s Dean Knight is cited here opposing the government’s proposed retrospective law, while this story cites him, Otago Uni’s Andrew Geddis and Canterbury’s Philip Joseph all opposing the law. Good on them.

Snapper Food Prof David Raubenheimer, who we have previously met in the Himalayas on a horse, is now checking out the diet of snapper and there’s even a video (but no horse this time).

Animal Health There’s a dog cancer treatment trial being run by Massey’s Jonathan Bray and Otago Poly is running a pet weight loss programme.

Fires Palmie authorities are said to “condemn fire-crazy mob” although few would welcome such a thing. Anyway, looks like students may have been involved, but an editorial says students shouldn’t just be blamed.

ITO Completions A very rare story on ITO completions covers the Agriculture ITO’s work and associated issues.

Skills Shortage? Competenz reckons that a skills shortage is looming and that firms need to train.

Quieter Classes Natasha Perkins of Victoria is researching how to make primary school classrooms quieter (Dom Post).

Iwi Creativity A Massey competition to encourage Maori students to explore their iwi connections has turned up some good art. I like Taupuru Brightwell’s take on Wellington Zoo.

WorldSkills Brad Wood, a Competenz apprentice, getting ready for WorldSKills.

Tech Start-up Massey’s Steve Corbett reckons it’s the right time for technology start-ups (NewstalkZB).

Wood Some visiting experts in building with wood like NMIT’s new building.

RWC Victoria’s Marc Wilson and AUT’s Nigel Hemmington on trans-Tasman rivalry.

High Fees Education at a Glance cherry-picking continues, with a series of stories in NZ having the 7th highest fees in the world (TV3, Yahoo, APNZ). Well, wouldn’t the fact that students getting a loan only pay half of the real costs of the fees have an impact on that ranking? Or would that be too complex to consider?

Christchurch Poaching? The TEU is calling on non-Christchurch universities not to poach students – apparently 3 are advertising there. What do you think? Is it poaching?

Fatter Kiwis Not the birds but us (me too)! Kiwis are getting fatter and Massey’s Jim Mann says it could be because we’re lazy and eating the wrong things, which may or may not have needed further study (RNZ, NZ Herald, NZ Herald again, NewstalkZB).

Uni Gifts Massey asked staff to gift them money via their salaries, which the TEU thought was wrong.

Asian Change Victoria’s Prof Robert Ayson has launched a report on changing power balances in Asia.

Dance MIT’s Cat Ruka, a dance teacher, is having NZ and international success with her dance.

Students Moan Students who barricaded themselves in Auckland Uni’s library basement are complaining about being arrested and accosted by security guards/Police when (a) their whole aim was to generate this media release and (b) barricading yourself (albeit poorly) in someone else’s place is not all that normal.

Acquisition A company that came out of Massey’s ecentre has been acquired by a US company in a multimillion dollar deal (Idealog). The company checks out pipes by sending a high-tech camera through them and analysing the results.

Open Plan Offices Victoria’s Stephen Cummings and Swedish colleagues have looked into open plan offices.

Fair Go An Aoraki student with cerebral palsy in Ashburton wants a fair go over work experience.

National Standards Waikato’s new education dean, Prof Roger Moltzen, comments on national standards – he’s not a fan.

Guest post by Tim Cullinane, Chair of Independent Tertiary Institutions (ITI)

In New Zealand, only Government Ministers and enthusiastic backbenchers ever really use the official title of the Budget which, for the record, was “Building Our Future” this year. For opposition politicians and media commentators, there is a desperate annual race to come up with an alternative and usually negative label which really sticks.

In reality, this rarely happens, with the obvious exceptions of the Black Budget, the Mother of All Budgets and, to a lesser extent, the Chewing Gum Budget. In 2011, words like responsible, careful, sensible and sustainable were used by supporters while terms like cuts, slash and visionless were trotted out by critics.

In terms of tertiary education, ITI believes the Budget was generally positive, particularly given the tight economic conditions which led many in the sector to reasonably expect a zero Budget this year. Sensible and sustainable are fair descriptors in this context.

From ITI’s perspective, we particularly welcomed the following Budget announcements:

750 additional places in PTEs – this was a hugely positive announcement demonstrating the Government’s growing confidence in high-performing private providers.

2% increase in funding for degree and post-graduate qualifications – the decision to target the funding increase to degree courses and higher will not suit all providers but it does reflect the Government’s strategic commitment to higher level qualifications.

Allowing up to 4% increases in fees – the Government continues to slowly loosen – but not release – the restraints on student fees. Providers will have to think carefully about their fee levels but this decision gives them much-needed flexibility and breathing room.

$10m extra for the new Education NZ – Although this Crown Entity has not yet been formally established, it already has sizable challenges ahead. This funding boost will help it get off to a flying start.

Youth Guarantee expanded to 7,500 – As widely predicted, Youth Training and Youth Guarantee are being merged and expanded. ITI is supportive of the policy direction and believes PTEs have a strong role to play for young people who are not succeeding at school. However, there are tensions in this area, particularly for small providers, and at least one very large provider is known to be unhappy with the proposed changes.

Our major concern was the decision to align the post-graduate funding rates for the entire sector excluding only PTEs. As a result, there will be a 9.5% differential. ITI asked the Minister for Tertiary Education, Hon Steven Joyce, about this at his candid post-Budget Briefing.

The Minister said there were still issues around the overall funding differential between public and private providers and his officials were working through those. He wanted that bundle of issues resolved before considering aligning the post-graduate funding rates. He felt the PTE sector would benefit more from additional places this year instead. We look forward to working with the Minister and his officials on this issue.

For Budget 2010, we got a credible 6 out of ten predictions correct, 1 partially correct and 3 wrong (including one where we were actually delighted to be incorrect). For Budget 2011, the final scorecard was four correct, two partially correct and one wrong (though we hope it will happen very shortly outside the Budget process).

Here is how our predictions fared this year:

A modest but welcome increase in Government SAC funding for the PTE sector – Correct. The announcement was even better than we expected and included an additional 750 PTE places.

Expansion of the Youth Guarantee scheme – Correct. The scheme is being expanded to cover 7,500 young people.

Confirmation that PTEs will be able to offer level 1 and level 2 courses. – Partially correct. This was not announced in the Budget but we expect it to be finalised shortly.

Some level of restriction on the ability of older students to access allowances and/or loans. – Correct. People over-55 years of age will have restricted access to loans.

Additional support for providers affected by the Christchurch earthquake. – Partially correct. There was a broader package of recovery measures in the Budget and a trades training boost for Canterbury.

A small funding boost for the new Education NZ Crown Entity. – Correct. This was also higher than we expected.

A fix for the GST issue with travel payments for a number of trainees. – Incorrect. This issue remains on-going even though the fiscal costs are small.

In the circumstances, we believe the PTE sector should be quietly pleased with the announcements in Budget 2011.

ITI is a recognised peak body representing a diverse range of high-quality private providers around New Zealand.

Thank to Independent Tertiary Institutions for their hospitality last night at their end of year function at the Beehive. Good to catch up with old friends and hear the Minister, Steven Joyce, talk of some work around PTE policy settings.

Intl Students Up Steven Joyce announced a 5% rise in international students yesterday (some comments from the public here) plus ten doctoral scholarships for international students.

Intl Students Downer While it’s nice to have most international students, the three that are alleged to have blackmailed brothel owners and/or demanded protection money aren’t so welcome.

VSM Bill Proceeds The VSM Bill passed its second reading last night, with a 64 to 54 vote. The committee stage and third reading won’t be until next year now, but it looks 99% likely to be passed now. I wouldn’t expect significant amendments to the Bill before it passes.

Ag Grads I don’t usually cover graduations, but this story about an Agriculture ITO graduation has some interesting comments on the value of, and trends in, industry training.

Thinking Sustainability A psychology academic from Auckland Uni argues that the way we think has a big impact on whether we become sustainable.

Bible Suit A CPIT student won third in the best dressed man competition at the Addington races with a holy suit – you have to read the story.

Maths/Science Medals A new medal for excellence in mathematics was last night awarded to Professor John Butcher from Auckland University. The 2010 Rutherford Medal has been awarded to internationally renowned University of Otago molecular biologist Prof Warren Tate – Wayne Mapp announced it, along with Rutherford Discovery Fellowships.

Dunedin Neurosurgery…will stay in place, according to the Ministry of Health, with a new focus on academic work with the University of Otago. The university will appoint and support a Professor of Neurosurgery and a Senior Lecturer in Neurosurgery to be based in Dunedin. The ODT and Southland Times both ran happy stories, given they put their full support behind the campaign to keep the surgeons.
Drilling The Extractives ITO is pushing the success of its drilling quals.

UK Protest There was a big protest in London this morning at potential high tuition fee rises.

Short Bits Canterbury Uni is implementing a self-service HR system. Birth defects not due to dioxin (Massey).
EIT-Tairawhiti Merger Steven Joyce officially called for comment on the proposed merger of Tairawhiti Polytechnic and EIT - I covered an EIT release about it last week. I think it’s a reasonable proposal, but not necessarily the best use of public money. Putting aside that, I’d like to congratulate Judy Campbell, Tairawhiti CE, for her work to cement in the restructuring and make the Poly as efficient and effective as possible. I think she’s done a good job to take on quite a demoralised organisation and bring it into merger discussions on an even keel.

Honouring A Japanese Graduate A plaque at Lincoln University will be unveiled today to honour the first Japanese student in NZ, who entered Lincoln in 1931 (then Canterbury Agricultural College). He went on to have a distinguished career in Japan and an ongoing interest in, and support of, NZ. It’s a good story – read about it.

Statistical Revelation Auckland Uni academics have apparently discovered a revolutionary way to teach statistics – check it out and make a call on whether they’re right.

Lecturers Sent Home Massey students are grumpy that lecturers are being sent home on Friday to use up some of their own annual leave. But lectures have finished and students are studying for exams, so why do they need to talk to lecturers? If you haven’t listened to them for the previous few months, I don’t imagine they want to give you another tutorial anyway!

Bike Racing Some Hawkes Bay school students are preparing at EIT for the minibike grand prix next week.

Value-Add Products A Victoria Uni professor is giving an inaugural lecturer on the importance of adding value to products – I might pop up to listen.

Real Estate interest.co.nz had a piece on the Real ITO’s proposal to teach real estate in schools.

Fees AUSA is, understandably, complaining about the University of Auckland’s fee rise. It sparked an NZ Herald story with a wider ambit along with a TV3 story.

Soil Studies Here’s a profile of a Massey PhD student looking at ecosystem services and the natural capital of soil.

Broad Beans It’s time to cook with WITT chefs again.

Science Survey A MORST survey shows that people like science, apparently.

Media Mentions Tree climbing competition and World Occupational Therapy Day (Otago Poly),and domestic violence after ChCh quake and geological issues RE the quake (UC).

VSM The bill that could create voluntary student membership was reported back from the select committee on Friday afternoon and there was an orgy of media releases, and even a few media stories.

ACT’s Heather Roy (the Bill’s promoter) urged the National party to vote for the Bill.

NZUSA stressed that 98% of submissions opposed the bill so National was failing to listen to the mainstream (some comments on that media release take the opposite view).

VUWSA argues that the government has ignored submissions and put services and a contribution to a $62m project at risk. (NB I am appointed by VUWSA to the VUWSA Trust.)

AUSA has condemned the select committee’s endorsement of the bill.

Labour’s Grant Robertson says that the bill will undermine the educational success and campus experience of many students.

The Greens’ Gareth Hughes said the bill ignores public opinion.

Student Choice said the decision paves the way for genuine student representation in tertiary institutions.

David Farrar at Kiwiblog reckons the bill will pass and that Labour will lose votes by promising to rescind it if they win the next election.

The Homepaddock blog also covers the issue, saying associations should prove their worth.

The NZ Herald reported on the issue, quoting Act’s Heather Roy and Gareth Hughes of the Greens.

The ODT quotes extensively from OPSA and OUSA.

Whistleblowing The NZ Herald picked up on NZQA’s use of the crimestoppers line – I commented on it here.

Save the Turtle! Massey vets are looking after a rare sea turtle and getting some great publicity out of it. You can view a CT scan at Stuff, check out a TV3 story or just read an AAP piece.

Marsden Fund $$ UC got $8m across 13 projects, including one about whether native birds smell yummy to predators. Two Lincoln projects received $1m. Massey got $8m for 11 projects. Otago got $11m for 19 projects, including an investigation into “the bizarre behaviour of ultra-cold atoms” (here’s a cool story on that one).

Fees Up Otago Poly fees may go up 4% with student support charges going up 30%. In other news, the Poly may still move sport programmes to a stadium site if costs come down and a new creative studies building will start construction this week..

Creative MIT It looks like MIT is adding two new schools (creative writing and performance arts) to an existing school of visual arts to create a Department of Creative Arts. The Department is going to be headed by Ken Larsen from the University of Auckland (and long-term MIT Council member) while the performance arts school is a partnership with PTE South Seas Film and Television School. They might establish a film and animation school in the future. All quite interesting really.

Lightning A World Wide Lightning Location Network founded at Otago Uni and connected through KAREN is helping scientists around the world with their research.

WOW Two Massey students won in the World of Wearable Arts Awards. Luka Mues won the Shell Student Design Award with her garment Shadowlands which was made out of velveteen and alpaca wool and inspired by the twisted, parasitic forms of fungi growing on a tree. Loren Shields was inspired by her time living in the West Coast when she made her garment Smouldering Energy which was runner up to the Shell Student Design Award. “My aim was to capture the emotional beauty of a burning coal mine when I made the garment which is embellished with real coal.” You can see the images here - top row, the two at far right.

World Won’t End An asteroid won’t destroy the earth - not in 2029 anyway, according to a UC academic.

CPIT won 19 awards.

Short Bits CPIT’s Creative Festival is on for November while a tutor has an Auckland show. Cook shallots with NMIT. A Massey student will box in Delhi. A Whitireia student is painting a mural on a grocery store. Summer research projects are being advertised at the University of Waikato – cool idea. The best and worst flats have been named by OUSA. A visiting academic’s earthquake work. WITT has a Japanese exchange student. Otago Uni academics have provided some more advice on restricting alcohol. The Wellington region building apprentice of the year has been named.

WITT Fees up WITT has increased its fees by 4% across the board, but has not increased its $40 student services fee (or other fees). This is the first fees increase for next year that I’ve seen reported.

Capital Times A columnist in Wellington’s Capital Times likes Steven Joyce’s graduate outcomes idea, mainly for the focus on graduates actually getting jobs, rather than going overseas. In the same paper, a former Massey student broke his wrist in the running of the bulls in Pamplona – let’s see if it makes their newsletter!

New Toy NIWA has installed a new supercomputer at Greta Point, Wellington. It will apparently be “will be available for use by scientists around the country, enabling them to conduct research on grand challenge problems in the fields of energy, weather and climate modelling”. Unfortunately, though, the example given is of University of Auckland researchers looking at computer models of the human body – not quite the right fit!

ITO Awards The NZ Contractors Federation has named the finalists in its Trainee of the Year competition – winner announced in August. The Registered Master Builders’ Federation’s Apprentice of the Year competition, supported by BCITO, has 155 entrants.

Cool Ads A couple of weeks back I mentioned that Media Design School students had won a newspaper ad competition – you can see their winning entries here.

Otago Poly Otago Poly has signed an MOU with South Korea’s Kookje College.
Dairy Research A DairyNZ principal scientist has been appointed as an adjunct professor at Lincoln University.

Maori Success An 84 year old delivered a speech in Te Reo Maori for the first time at a tangi last month.
Student Loans and Fees There have been many stories following up on Steven Joyce’s announcements on TV on Sunday about student loans and fees (see yesterday’s news post for details)

John Key was on Breakfast (at 4:33 on) talking about student loans and the key points are in this story, including that students should respect the taxpayers’ contribution to their study – you should read this one;

John Key also spoke to reporters later in the days and this NZPA story has a great summary, with a bigger focus on fees – you can get an audio file of the press conference at Scoop;

The NZ Medical Students’ Assn puts up a mild-mannered critique of higher medical students’ fees (as an aside, there will be 20 more medical students funded at Otago next year);

Young Labour is ”reeling” – it is unfortunate that the Young Labour spokesperson states that he does “at least sixteen hour weeks” – are we supposed to be impressed that he works 2 days a week to fund his studies?;

The Press has a good story, going beyond the press releases, and has new comments from Steven Joyce and a couple of VCs besides NZUSA – you should read this one;

Otago Midwifery The ODT has a good story on midwifery offered by Otago Polytechnic in the North Island – we covered similar issues here a couple of months back.
