<li><strong>EIT and Tairawhiti To Merge </strong>Steven Joyce <a href="http://beehive.govt.nz/release/eit-and-tairawhiti-polytechs-merge-0">made the announcement</a> yesterday (<a href="http://www.odt.co.nz/news/national/138782/eit-and-tairawhiti-polytech-merge">NZPA story</a>). That isn&#8217;t surprising but it only happened with another $7.5m from the government.</li>
<li><strong>Mai Chen @ Auckland </strong>Mai Chen is the new <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/news/template/news_item.jsp?cid=340862">Adjunct Professor in Commercial and Public Law</a> at the University of Auckland &#8211; it&#8217;s a part-time role.</li>
<li><strong>Student Death </strong>An Auckland Youth Training student has <a href="http://www.radionz.co.nz/news/regional/63000/teen's-body-found-in-north-shore-lake">died after leaping into a lake</a> after a field trip on the North Shore. The student was with the School of Business, a Newmarket PTE (see also <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10691447">NZ Herald</a>, <a href="http://tvnz.co.nz/national-news/police-find-teen-s-body-in-auckland-lake-3932802">TVNZ</a>)</li>
<li><strong>Campus Saved</strong> The University of Canterbury has decided to <a href="http://www.rotoruadailypost.co.nz/local/news/fightback-saves-teaching-course/3931978/'">keep its Rotorua teacher education campus/offerings</a> &#8211; that isn&#8217;t a surprise after they kept the Nelson campus, but I had initially expected them to close both.</li>
<li><strong>Pavlova is Kiwi</strong>&#8230; <a href="http://tvnz.co.nz/national-news/last-word-new-zealand-created-pavlova-3933575">according to the Oxford English Dictionary</a>, with extra comment provided by an Otago Uni culinary anthropologist (doesn&#8217;t that sound like a Food TV caption, rather than an academic title?).</li>
<li><strong>VSM </strong>ACT&#8217;s Heather Roy <a href="http://www.scoop.co.nz/stories/ED1012/S00008/roy-meets-with-vsm-protesters.htm">met 20 student </a><span style="color: #0000ee;"><span style="text-decoration: underline;">protesters</span></span> outside her office yesterday, while <a href="http://www.scoop.co.nz/stories/ED1012/S00007/students-counter-protest-against-own-union.htm">ACT on Campus counter-protested</a>. The <a href="http://www.scoop.co.nz/stories/ED1012/S00004/nzpsa-supports-students.htm">PSA </a>and <a href="http://www.scoop.co.nz/stories/ED1012/S00002/maritime-union-backs-students-associations-campaign.htm">Maritime Union</a> also put out media release supporting NZUSA. David Farrar also <a href="http://www.kiwiblog.co.nz/2010/12/desperate_spin_from_nzusa.html">criticised a poll that NZUSA released yesterday</a>.</li>
<li><strong>Quals Review </strong>Steven Joyce announced the <a href="http://beehive.govt.nz/release/new-rules-qualifications-framework-released">latest stage of the targeted review of quals</a> on Tuesday.</li>
<li><strong>Top Librarians</strong> Otago, Vic and Auckland Uni librarians have been <a href="http://www.odt.co.nz/news/dunedin/138836/librarians-skills-honoured">given LIANZA fellowships</a>.</li>

<li><strong>ITF on Quals</strong> The ITF has put out <a href="http://www.scoop.co.nz/stories/ED1007/S00027.htm">a release </a>about the new quals framework and Jeremy Baker has laid down the challenge: &#8220;Industry Training Organisations (ITOs) are the national standard setting bodies for New Zealand industries, and we look forward to that role being given full effect in the new system&#8221;. It will be both fascinating and important to see whether the strong words of the latest reform in relation to industry input translate into action.</li>
<li><strong>Talking Fish </strong>A University of Auckland researcher is listening to the fish, and <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10656990">they seem to be talking</a>, well, communicating at least.</li>
<li><strong>Science Key</strong> The ODT has an editorial today on the <a href="http://www.odt.co.nz/opinion/editorial/114307/boosting-science">importance of science </a>- a constructive contribution.</li>
<li><strong>Top Designer </strong>Amber Bridgman, the Otago Poly student who won an award in Italy last week, it now going to be <a href="http://www.odt.co.nz/lifestyle/fashion-amp-beauty/114256/dunedin-designer039s-shot-big-time">showing at NZ Fashion Week</a>. It&#8217;s a good news story.</li>
<li><strong>Conference </strong>EIT wasn&#8217;t going to run a dry boring conference, not when their topic was wine &#8211; they had the <a href="http://www.eit.ac.nz/news_and_events/marketing_experts_upbeat_about_wine_export_potential.aspx">NZ Wine Business Symposium </a>last week.</li>
<li><strong>Local Elections </strong>Massey Uni students might host some <a href="http://www.stuff.co.nz/national/education/3888763/Massey-debates-mooted">local election debates </a>in the near future.</li>
<li><strong>Racing</strong> A Bay of Plenty Poly student is <a href="http://www.bayofplentytimes.co.nz/sport/news/bay-pair-eye-fast-track-to-world-titles/3916861/">off to the world junior athletics champs </a>in Canada. 			<content:encoded><![CDATA[<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">NZQA could be usurping property rights or it could have made a typo, but the former option makes a better headline and seems much more likely as well. NZQA released an <a href="http://www.nzqa.govt.nz/qualifications/review/docs/consultation-report2010.pdf">update on the NZ Qualifications Framework </a>(NZQF) implementation last Tuesday and I&#8217;ve provided an excerpt from p.14 below. (NB This <em>probably </em>just refers to L1-6 quals.)</span></p>

<p style="LINE-HEIGHT: 14.25pt"><strong><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">What will be included on the NZQF?</span></strong></p>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">All existing quality assured qualifications will be included on the NZQF to be launched before 1 July 2010.</span></p>
<p style="LINE-HEIGHT: 14.25pt"><strong><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">How will a qualification be defined?</span></strong></p>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">All qualifications listed on the NZQF will be nationally recognised, awarded by the accredited provider and can be endorsed with the logo of the NZQF. Qualifications will be in the public domain. This means that qualification developers will own the training pathway and/or programmes of study they develop leading to the qualification, but not the qualification itself.</span></p>

<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">The issue is that existing provider qualifications are owned by, well, providers (national qualifications are owned by NZQA) but as of 1 July 2010 they will apparently magically fall into the public domain. I&#8217;m not sure that NZQA can do this legally and I certainly wouldn&#8217;t advise them to do it by just announcing it a few weeks beforehand.</span></p>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">NZQA has probably decided that, under its new system, developers will sign away their rights to qualifications when a new or reviewed qualification is approved. And they could do that going forward (with NZQA approval being a gateway to public funding, how much will people really argue?), but current course approval documents do not hand ownership across to NZQA. The <a href="http://www.kiwiquals.govt.nz/publications/docs/theregister-booklet.pdf">KiwiQuals policy document </a>also has the following statement on p.6, which clearly states that copyright lies with providers for non-national (and some NZ) qualifications.</span></p>
<blockquote><p>NZQA will continue to hold the copyright to national qualifications and unit and achievement standards. Qualification developers may hold the copyright to New Zealand qualifications, but they will still need to be accessible in the manner outlined in Section Four. The developers of other qualifications will continue to hold the copyright to the qualifications that they develop.  </p></blockquote>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">So NZQA is shifting its currently stated policy on ownership with no real warning and no real explanation. The issue is not even highlighted for feedback in their consultation document. It seems quite an extraordinary approach to take and I remain quite uncertain what legal power NZQA has to seize property &#8211; and it doesn&#8217;t matter whether we&#8217;re talking about public or private organisations, as it is still a seizure of property from one organisation to another.</span></p>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">I&#8217;d be interested to hear more from providers and NZQA about this issue and I expect it will come up under consultation. One complication would be that this could conceivably lead to NZQA taking over the ownership of international qualifications offered in NZ &#8211; what would City and Guilds think of that?</span></p>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">Now NZQA could, and probably will, argue that they&#8217;re only putting part of the qualin the public domain, and that it&#8217;s necessary to support their broader reforms. They may well be right, but they need to make a case for this sort of thing from the start, not just assert it. A lot of the problem probably comes from announcing concepts before they&#8217;ve signed off on the detail.</span></p>
<p style="LINE-HEIGHT: 14.25pt"><span style="FONT-FAMILY: 'Georgia','serif'; FONT-SIZE: 10pt">(Note: Anyone interested in the broader issue of &#8220;regulatory takings&#8221; and associated compensation might be interested in a <a href="http://www.treasury.govt.nz/publications/research-policy/wp/2002/02-18/twp02-18.pdf">paper by my brother</a>, Kevin Guerin, written for The Treasury in 2002. It has an excellent overview of the area - I&#8217;m not dragging him into the debate, as it&#8217;s just a background paper.)</span></p>

<li>Lincoln University and Telford Rural Polytechnic are considering merging in 2011, according to an <a href="http://www.odt.co.nz/the-regions/canterbury/97103/tertiary-cuts-starting-bite">ODT story </a>today. Telford spokespeople have referred to cuts in funding for short courses as a driver, along with the potential for lower running costs. The two institutions both operate in the primary sector but run complementary courses.</li>
<li>Tertiary reforms
<ul>
<li>Steven Joyce and Maryan Street were on <a href="http://tvnz.co.nz/close-up/tertiary-education-set-receive-shake-up-3403795">Close Up </a>last night to discuss tertiary education reforms &#8211; mainly stating their previous positions. There was also a further story on TVNZ <a href="http://tvnz.co.nz/national-news/students-worry-tertiary-changes-3403407/video">last night</a>, whcih had interviews with Tom Ryan (TEU) and Alasdair Thompson (EMA Northern), which is worth a look for a broader perspective.</li>
<li>After initial confusion in the media over whether the quals review was going to cut courses with poor completion rates, <a href="http://www.guide2.co.nz/politics/news/courses-to-fit-national-qualification-minister/11/14878">NZPA has cleared things up</a>, but not before a rash of stories came out with the wrong interpretation. To be fair to them, the Minister did drop a lot on their plate on Tuesday.</li>
<li>Pita Sharples of the Maori Party <a href="http://www.stuff.co.nz/national/politics/3432522/Joyce-moves-to-soothe-Maori-Party">had to be placated </a>by Steven Joyce after a communications mix-up, but who could blame Pita given all the vague media stories!</li>
<li>Yesterday TEC released information on <a href="http://www.tec.govt.nz/About-us/News/Media-releases/Media-release-TEC-to-publish-educational-performance-information/">public reporting of performance data </a>on TEOs from July.</li>
<li>The TEU asked why Steven Joyce can find <a href="http://www.scoop.co.nz/stories/ED1003/S00046.htm">more money for roads but not tertiary education</a>.</li>

<li>Anne Tolley, Minister of Education, announced yesterday that the MOE would have to find $<a href="http://www.stuff.co.nz/national/education/3428509/Focus-change-job-cuts-announced-for-Ministry-of-Education">25m of savings </a>and it was immediately claimed that this would end all good things (or something like that). Time will tell what the impact really is.</li>
<li>Well, I&#8217;m looking forward to moa coming back from the dead, now that scientists at the <a href="http://www.voxy.co.nz/national/ancient-dna-breakthrough-boosts-moa-research/5/41201">University of Otago have extracted moa DNA from fossils </a>- or maybe I&#8217;m confusing that with a film.</li>
<li>The University of Auckland has enrolled the <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/template/news_item.jsp?cid=246550">junior winner of the PM&#8217;s Science Prizes.</a> Science New Zealand <a href="http://www.scoop.co.nz/stories/SC1003/S00037.htm">congratulated all the winners </a>too.</li>
<li>Victoria University has got in the paper for <a href="http://www.stuff.co.nz/dominion-post/local/3427286/Late-enrolment-fee-angers-student">charging a late fee for late enrolments</a>. The paper suggests that this is to help reduce enrolments, but all it will do is encourage people to enrol earlier, so there may be a misunderstanding here. Victoria is also being criticised by staff for &#8220;<a href="http://www.scoop.co.nz/stories/ED1003/S00047.htm">Magoo Management</a>&#8221; &#8211; yes their headline did the trick by attracting attention, but the story looks a bit convoluted to go further.</li>
<li><a href="http://www.stuff.co.nz/nelson-mail/sport/3423544/Fees-deal-supports-sport">NMIT is sponsoring </a>the Nelson Giants (basketball) and Tasman Rugby Union, with $9,000 in fees for players of each sport.</li>

<li>NZUSA is worried that <a href="http://www.scoop.co.nz/stories/ED1003/S00038.htm">providers won&#8217;t offer students extra study support</a> and that students will lose loan access.</li>
<li>The <a href="http://www.scoop.co.nz/stories/ED1003/S00039.htm">TEU </a>managed to make it about staff salaries, besides covering grade inflation and the need to support students.</li>

The top winners were from CRI Industrial Research Limited, but five prizes were given out. The prizes are substantial, totalling $1m, and provide a strong signal of science&#8217;s importance. In largely unrelated news, a <a href="http://www.odt.co.nz/news/dunedin/96877/surprise-guest-crashes-dinner">car drove into one of the University&#8217;s student flats</a>.</li>
<li>Five Chinese students were arrested yesterday in relation to a major <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10631030&amp;pnum=0">drug smuggling bust</a>, with materials worth up to $3m.</li>
