Russian Links The Pacific International Hotel Management School is developing links with Vladivostok University.

Unitec Settles The TEU and Unitec have settled a collective agreement. Auckland pay talks are going slowly under mediation, but these are between the PSA and the Uni (correction: the TEU is the advocate for PSA and TEU general staff members).

Policy & Management

Loan Scheme Loses Money TV3 did a story at the weekend disclosing how the interest-free student loan scheme would fail if it was a business, although it must be said that giving away money at no cost has never been seen as a winning business strategy. I’m happy it’s being highlighted but the treatment is a bit odd. Keith Ng at Public Address got grumpy about the story.

ACE Numbers The Press ran a story on the decline in ACE student numbers, seemingly just citing numbers from a representative of ACE-providing schools. The numbers are probably about right but I’d love to see what has really happened in that market and what people have done instead.

Otago Poly to Akld Otago Poly is setting up an Auckland campus to serve international students. They’re working with PTE Future Skills and plan to offer the first year of their business degree there.

TEC to Go? The TEC would be abolished if Tamaki independent candidate Stephen Berry has his way – he won’t, of course.

Transport Training Bay of Plenty Poly has a new transport training centre.

NZ Studies The 2009 closure of the UK-based Centre for NZ Studies made the news at the weekend as there was some controversy in the air. I’m not sure I care either way but it seems the accusations could either spell out corruption or a negotiated settlement, depending on how you look at it.

People Should Google AUT’s Alan Robie has been promoted to professor and the media release claimed that he might be the first journalism professor in NZ or the Pacific (there are heaps in Australia though).

King’s Education Push for an inquiry into the death of a King’s Education student in the Feb quake.

Extras: Otago Uni disability conference could lead to centre at Uni; WITT’s Richard Handley on youth unemployment (he’s misnamed in the report); decisions on Massey’s teacher education courses in new year; NZUSA likes the Maori Party tertiary education policy; discussion on IRL reforms (and again); Otago Uni’s advanced school science programme; Shane Telfer’s Fulbright; new Otago Uni neurosurgery lecturer.

Research & Innovation

Vanuatu Waikato’s Julie Barbour has a Marsden Grant to “complete the world’s first large-scale comparative study of “mood systems” in the Vanuatu languages” …

Climate Change Otago Uni and Victoria academics have reviewed the government’s work on climate change and found it came up short – blogger No Right Turn complains that the report is not available online.

Extras: Auckland’s Crown Lynn exhibition.

Election A confused Unitec student is interviewed. Victoria’s Jon Johansson on the Epsom situation. Massey’s Jane Parker on employment policies and Claire Matthews on raising the retirement age.

MMP Academics comment on MMP referendum: Massey’s Grant Duncan, Victoria’s Prof Nigel Roberts.
Steve Williams Unbelievably, two academics were found to comment on Steve William’s behaviour.

Name that Sea Creature Auckland’s Mark Costello and Victoria’s Lisa Bryant try to name a sea creature washed ashore.

Blogging Victoria’s Danyl McLauchlan is one of NZ’s top bloggers (The Dim Post) and was profiled at the weekend.

My media monitoring supplier celebrated the first day of our new contract by cutting off my access, so today’s post may miss a few things as some new Google Alerts I set up last night start operating – should all be fine by tomorrow.

Policy & Management

Aoraki Changes The ODT has a story about how Aoraki should develop a replacement media course with a bit of everything to replace its specialist media courses in Dunedin – it’s a TEU suggestion. Dunno about you, but keeping one wide-ranging course when the individual specialist courses don’t make money doesn’t seem to make sense to me. The Timaru Herald has more detail on the TEU submission.

ACE Labour’s David Shearer reflects on Bill English’s nice words about ACE (from 2005).

Massey Promotions/Changes Massey has promoted lots of people and highlighted a dairy chair for Danny Donaghy. They have also reported back on feedback on teaching qualification changes.

Xmas Completions The Retail Institute has a cool 8 weeks of Christmas competition to encourage completions.

Research & Innovation

Waking Up…on the operating table doesn’t sound like much fun but Waikato’s Moira Steyn-Ross reckons it happens to 1 in 1,000 of us.

Public Issues

There are new headings in today’s post, developed during consultation over the last couple of weeks. I won’t define or finalise the headings yet as each day will lead to refinements as the stories and headings are aligned. The headings should make the news posts work better for the wide range of people who read it J

Big ITO News The NZ Herald had two big stories at the weekend on ITOs: one on issues over the assessment of plumbing apprentices and another with more details on clawbacks from ITOs for 2009-10 and ongoing monitoring of some ITOs. I’m doing some work for the ITF right now so will refrain from comment.

UCOL Design Review UCOL’s Council has decided on 3 focus areas and is reviewing one of them (arts and design) across its Whanganui, Manawatu and Wairarapa areas (releases are essentially the same). The Wanganui Chronicle has covered it (and a summer school story). I have to say that this review looks like a superb idea at first glance.

Agricultural Deal NorthTec and Taratahi have done a deal to deliver agricultural courses in Northland – “real training on real farms”.

Uni Grad Survey Universities New Zealand has launched a new longitudinal survey to map graduates’ experiences in the final year and then 2, 5 and 10 years after completion (NZPA, ODT). It replaces the earlier annual survey, on hold since 2008. It is a good idea, but it leaves a gap in actually assessing universities’ performance from year to year. While the old survey was more use for PR than anything else, it still had a useful initial goal of showing that graduates did something useful, and the universities will need to address that in some way or another.

ITOs Slammed Steven Joyce went on the offensive at the Education and Science Committee yesterday, slamming ITOs’ performance (NZPA, Dom Post, NZ Herald). I think he had a point earlier but he’s now a year and a half down the track of tightening up rules and reporting and ITOs have already changed. Getting so tough now on old data seems a bit silly, unless it is (a) priming people for a major change (via the review) or (b) distracting people from something else. Anyway, a weak performance by Joyce. Yesterday, Pita Sharples also launched a Maori trade training initiative between CPIT, BETA group of ITOs, Ngai Tahu and others.

Science Spat The Dom Post has an interesting story about the report by Canterbury’s Prof Jack Heinemann on AgResearch’s GE material disposal practices. An OIA request turned up mildly embarrassing AgResearch stalling tactics.

New Aviation Quals ATTTO launched 3 new quals yesterday, broadly covering risk management and safety in aviation. Assoc Transport Minister Nathan Guy helped do the honours.

Kids’ Medicine Otago Uni’s Andrew Day has found that kids are being given more complementary and alternative medicines (RadioLIVE, RNZ, NZPA).

TEU vs ITPs The TEU has won (according to them) an appeal in the Court of Appeal brought by five ITPs. Now the ITPs will have to negotiate site agreements apparently.

Top Sikh Links Wintec is signing an agreement with the worldwide head of the Sikh community today. I must admit that that sounds very impressive.

SVA is back in action after exams. Otago Uni is planning a new multi-storey building in Christchurch for its medical school. Canterbury’s Jarg Pettinga on the latest series of quakes.
Teaching Excellence Massey’s Gina Salapata won a VC’s award for teaching excellence, so find out about her passion for the ancient Greek world.

Music Photos Massey MFA grad Olivia Taylor went as the NZSO’s official photographer on their recent European tour and an exhibition of her snaps will open at Massey Wellington in July and will go on tour with the NZSO around NZ later in the year. Anyway, I love the fabulous Musikverein in Vienna where the NZSO performed, and which is shown below (check out more photos here).

“ED Staff Regularly Assaulted by Drunks” …that was the headline in the NZ Herald this morning and a thoughtful friend sent it thru, given the firm’s acronym! But it’s also a story thru the country after a research study on the matter. Fiona Imlach Gunasekara of Otago Uni talked about problems caused by drinks at emergency departments at the weekends and there was more detail in the Dom Post (media release). Speaking of drunks, Waikato Uni PhD student Brett McEwan has surveyed 500 hostel students on their drinking.

Beauty Buy-Up An Australian-based group has bought up the Elite International School of Beauty and Spa Therapies (Auckland, Hamilton and Wellington campuses). They want to expand its reach to Asian students. They’re also looking to buy a film and television school, an early childhood education chain and one hair academy. Interesting business approach.

Coolest Professor? Prof David Raubenheimer of Massey has been off to Nepal tracking blue sheep – he looks pretty cool on his horse!

Sophie Elliott A book about the Otago Uni grad killed by her ex-boyfriend and former tutor has been released by her mother. It includes criticism of Otago’s staff-student relationship policy. Otago’s Prof Mark Henaghen, who helped launch the book, called for better treatment of victims by the legal system.

Miss Universe Massey student and Miss Universe NZ Priyani Puketapu has put off study to work in a meat packing plant, in order to earn a few extra dollars (and she’s too busy to study now).

Flood Work Otago’s Regional Council is considering options to do some Dunedin flood protection work only if the Crown contributes, given the benefits to Otago Uni and Poly (which are rates exempt).

Campaign for Wool Massey is helping to launch the Campaign for Wool in NZ, with some fine student fashion.

1080 Massey’s Kevin Parker has welcomed the big report on 1080, as have Doug Armstrong and Dianne Brunton of Massey and Dave Kelly of Canterbury. Without a few zealots and Peter Dunne chasing the hunting vote, there wouldn’t be much opposition to it…

Scooters A Vic student is quoted in a story on how scoters don’t activate traffic light sensors because they have too small a magnetic field.

Kronic Some Otago Uni law students helped put the top Youth Court judge onto Kronic.

Missing Auckland Student – clothes have been found.

SAD + Quake Otago Uni’s Jenny Jordan on how to deal with Seasonal Affective Disorder during the short days along with the quakes in Christchurch.

Nice Lobbying…by Competenz, to highlight the value of industry training to MPs. It’s a good time to make the effort, given the government’s apparent view of ITOs.

Sports Blues I see that Auckland Uni is promoting its NZ Universities Blues winners, but I wonder why other campuses aren’t doing it. I managed to track down a Universities Sport NZ release that said there are 67 nominees, but they’re mainly focusing on selling tickets to the awards dinner, rather than announcing who will be there. Oh, finally found the list.

Retail Skills The Retail Institute is running a Modern Apprentice of the Year competition. ON that note, the country’s top refrigeration/AC apprentice has been named – Jeremy Aimers.

Student Code OUSA has now taken a neutral stance on Otago Uni’s code of conduct for students, after some years of strong opposition.

AUT Comms Some AUT comms grads have done really well in awards, while doctoral student Rukhsana Aslam is promoting peace journalism.

Short Bits The TEU is warning overseas academics off taking jobs at Auckland Uni. Waikato: social impact study at Ruakura; Prof Natalie Jackson in a varied article about ageing in NZ; Monica Payne on phallic symbols in the grass; a music student heading to Norway for viola tuition (I didn’t even know Waikato had a music school…maybe they should call it the NZ or national school of music like everyone else). Canterbury: Travis Horton has joined the Fulbright board; 17 alumni and ex-staff got QB Honours. Otago: Bryce Edwards on Darren Hughes (and again, with Massey’s Claire Robinson). Auckland: Prof Warren Brookbanks on a Scott Watson appeal; Ian Lambie on NZ’s longest-serving prisoner. Wintec’s David Cook has given up on cycling after 3 accidents. Prof Mason Durie of Massey is giving a public lecture in Hastings.

5,000 New Students? A new development at Whangarei will apparently lead to 5,000 new English language students from offshore – well, so goes the NewstalkZB story. It’s part of the Marsden Town Centre project by TR Developments and it seems more like a potential use rather than an actual plan.

UCOL Wairarapa… is 10, which is the number of years since UCOL took over the struggling Wairarapa Community Polytechnic. UCOL seems happy with the outcomes.

Trades Training Yesterday John Key was talking about expanding trades training, especially at CPIT.

Volcano Watch Massey and the University of Hamburg are monitoring Mt Ruapehu with a Doppler radar (media release, TV3, NZ Herald, TV1). That’s the way to get lots of media coverage – talk about volcanoes and do your interviews next to one.

Chinese Students The NZ Herald looks at the rise of ethnic Chinese students, whether NZers or international students. In a related NZ Herald story, Massey’s Paul Spoonley commented on labour market experiences of Chinese people.

NZCECE I meant to mention 11 days ago that the building housing the NZ College of Early Childhood Education will need to be demolished in central Christchurch. I had been worried about that since I saw someone on TV saying that a “nanny school building” was looking bad on the day of the quake.

Quake Canterbury’s Katie Pickles inspired an editorial in The Press for her decolonising Christchurch piece. Lincoln’s Charley Lamb on a post-quake fear of supermarkets. Canterbury’s Richard Fenwick in on the Christchurch Royal Commission. Bob Parker wants Canterbury Uni to move back into the CBD – personally, I think they’d need a few more buildings out of action to justify moving! A gravity survey of Canterbury will help with fault identification (The Press).

Vic’s Contortionist Victoria has a contortionist on staff, although that’s not her professional role (could be handy for funding applications though).

Googling The Waikato Times went to check out Google’s roadshow at Waikato Uni.

Short Bits Retail Institute’s new distribution supervisory quals. AUT’s Ray Markey argued we should aim for high productivity not low wages. Massey’s Alan Samson on NZPA’s closure. Otago Uni’s Kurt Krause on antibiotics. Massey’s first Hawke’s Bay public lecture was successful. Poetry and song mix at Victoria.

Skill Shortages Fairfax papers had a long piece on skill shortages at the weekend. It’s not that insightful, as it tends to jump between different issues, but it has the ITF’s Jeremy Baker pushing for broad sector skills forecasting/planning and some comments about Christchurch. The TEU was also talking about the need to have trades tutors to train Christchurch rebuilders.

Baby Frogs Victoria’s Assoc Prof Ben Bell released five baby Maud Island frogs at Zealandia, the Wellington wildlife sanctuary – he’s been helping to breed them. They’re tiny wee things, as the video at the end of this post shows, and only grow to about 5cm.

UCOL Campus UCOL has managed to transfer some responsibilities for its old Whanganui campus to a local Maori trust – the full disposal process for the campus seems likely to stretch on.

Dunedin Party The Police and Fire Service weren’t too impressed by the annual Hyde St keg party in Dunedin – while the story only quotes emergency services, there are many photos showing people having some fun too. Maybe the ODT should have talked to the students too!

Sport Ice-cream A Waikato Uni engineering student is developing ice-cream for athletes – I kid you not. And he seems to be doing well.

Quake Compo The Chinese government seems to have decided not to support its local officials about their calls for extra compensation for parents of students who died in the quake – whether they supported the local officials in the first place is now a moot point.

Boffins Comment …on beauty pageants (Waikato Uni’s Jane Ritchie), rebuilding Christchurch (Lincoln’s Simon Swaffield), the Otago gold rush (Otago Uni’s John Stenhouse), Gaddafi’s strategy (Otago Uni’s Prof William Harris), Gaddafi himself (Auckland Uni’s Steve Hoadley) the use of biochar to suppress greenhouse gases (Lincoln’s Arezoo Taghizadeh-Toosi), nuclear energy (Victoria’s Dr Denis Sullivan), Ken Ring’s predictions (Canterbury Uni’s Mark Quigley), Christchurch’s Eastern suburbs (Unitec’s Regan Potangaroa), earthquake myths (Canterbury’s Michael Grimshaw) and activating brain cells (Otago Uni’s Andrew Clarkson).

Noodling Chinese exchange students are showing UCOL peers and locals how to make noodles.

Defence Force trainers …are shifting from Trentham to Massey’s Hokowhitu campus.

Short Bits Some Muslim young people are happier in NZ than their peers in the UK, according to a Victoria PhD student. Shortland Street’s Nick – also known as actor Karl Burnett – has won a games scholarship at Media Design School (also NZPA). Otago Uni’s Dave Gerrard has been named patron of a health trust. Some Otago Uni academics are developing software to help people make study/career choices. An Otago Uni researcher is off to the US on a Harkness fellowship. Retail Institute has improved its retail management training, while a new ATTTO qual also got in the news. A new branch of a primary industry trades academy opened in Rotorua – FITEC and Waiariki reps commented. The student army is getting some older volunteers as overall numbers dwindle. An Otago Uni sociologist wants more farm stories.

Media Mentions A Victoria PhD student’s research on swearing is mentioned.

Queen Bea for BEST BEST Pacific Institute of Education (BEST) has recruited Olympic sportswoman Beatrice Faumuinā as Chief Executive of a new leadership academy and charitable foundation dedicated to training Pasifika leaders. They’ve also got Lester Levy involved. Great work by BEST, which I think is now the largest PTE in NZ.

SIT’s 2m Downloads SIT has had 2m downloads from its iTunes U channel. It held the global number 1 spot for its intensive English courses for 6 months. Congrats to SIT. TV3 also did a story last night.

Provincial Polys Fretting Provincial ITPs are apparently concerned that MIT and Unitec are gettign extra funding next year while others are being cut back. Waiariki’s Pim Borren said that his ITP would lose $2.8 million of funding and 300 places for new students next year – funnily enough he didn’t comment on the vast difference in course and qualification completions performance between his ITP and the other two (hint, Waiariki isn’t above them). Going back to the main issue, from memory the 2008-10 funding round only saw major ITP increases in EFTS for Unitec, MIT, BOPP and…Waiariki. Increases for the first 3 were based on population growth, whereas Waiariki’s extra EFTS was to allow them to get out of a long-term slump in EFTS. They have now had that growth and TEC has probably judged that it wasn’t all good, but Waiariki will still be at a higher plateau than before even if they do lose 300 EFTS.

TEU’s Technology Boost The TEU wants a wider vision from Steven Joyce (not just quals and jobs, but social gains) and you can see/hear the speeches by Steven Joyce and incoming TEU president Sandra Grey at this link. TEU is also now on YouTube. They’re doing some good stuff. And TEU was also on Radio NZ’s Checkpoint on Wed night talking about tertiary education issues.

Auckland Uni Tutors Auckland Uni is apparently boosting the use of non-TEU contracted staff as tutors (or Professional Teaching Fellows). The PTFs apparently don’t get (presumably automatic) increments, which is a superb idea (the lack of them that is, I’m not a fan of paying by length of service).

Neurosurgery The ODT, Southland Times and others have gone to town on the neurosurgery decision with stories here, here, here, here, here, here, here, here and here. The upshot is that Otago Uni’s involvement is seen to save money for the health vote and provide for deeper and more attractive professional roles.

Retail Institute Wins ..an award as best small-medium firm at the JRA Best Workplace Awards.

Alcohol/Smoking Otago Uni’s Doug Sellman thinks the new alcohol bill doesn’t go far enough. Otago Uni’s science communication students are just about to show their short films – hopefully they’re as good as the tuatara one. Wintec has brought an American expert on suicide to NZ. A poetry book is being launched (UC).
