<li><strong>Uni Entry</strong> John Gerritsen at RNZ did a story yesterday on <a href="http://www.radionz.co.nz/news/national/64890/tougher-uni-entry-rules-for-over-20s-without-ue">tougher university entry rules</a>, focusing on the University of Canterbury, with input from NZUSA.</li>
<li><strong>UCOL Challenged </strong>An opinion piece in the Wanganui Chronicle has <a href="http://www.wanganuichronicle.co.nz/local/news/the-view-from-here-future-of-ucol-depends-on-accou/3934895/">challenged UCOL&#8217;s intentions for their local campus</a>. While the writer reads like they are a bit paranoid and odd, it does reflect concern about recent downsizing. In the same paper, there was a story about <a href="http://www.wanganuichronicle.co.nz/local/news/ucol-cans-summer-school-courses/3934856/">UCOL Whanganui&#8217;s summer school closure</a>. On brighter news, a <a href="http://www.wanganuichronicle.co.nz/local/news/ucol-student-surprised-by-grant/3934872/">UCOL Whanganui student won a scholarship</a>.</li>
<li><strong>Nobel Winner to NZ</strong> A <a href="http://www.whakatanebeacon.co.nz/cms/news/2010/12/art10008442.php">Nobel Prize winner in economics will speak at a conference co-organised by Te Whare Wananga o Awanuiarangi</a>. Elinor Ostrom&#8217;s work was on how common property could be successfully managed by groups using it.</li>
<li><strong>WelTec Collaborates </strong>&#8230;in two different ways! WelTec is <a href="http://www.scoop.co.nz/stories/ED1012/S00088/hong-kong-cyberport-and-wtec-collaborate.htm">collaborating with Hong Kong Cyberport</a> (a govt initiative to maker HK an ICT hub) by offering short courses and them more later. That could be quite big. A shared services group known as SMART (Shared and Managed a Region Together) comprises the public libraries of the Masterton and Kapiti districts, Porirua and Hutt City and the Wellington Institute of Technology (WelTec) and Whitireia Community Polytechnic. They&#8217;re <a href="http://www.mstn.govt.nz/events/latest/news-item.php?id=ln0161">working towards a single library card and bibliographic database</a>.</li>
<li><strong>Retirement </strong>Husband and wife academics Associate Professors Robert and Margaret Maclagan are <a href="http://www.comsdev.canterbury.ac.nz/news/2010/101222a.shtml">retiring from University life after almost 80 years service between them.</a></li>
<li><strong>Provincial Medical Students</strong> Hawke’s Bay is now home to six of Otago University’s final year medical students from the Wellington School of Medicine &#8211; marking the <a href="http://www.scoop.co.nz/stories/GE1012/S00108/hawkes-bay-becomes-home-to-six-medical-students.htm">establishment of a new teaching campus</a> (but more virtual than physical from what I can see).</li>
<li><strong>Chemistry </strong>To <a href="http://www.voxy.co.nz/national/celebrating-year-chemistry-2011/5/76779">celebrate the International Year of </a><span style="color: #0000ee;"><span style="text-decoration: underline;">Chemistry</span></span>, Massey University design students will put on a fashion show using nano-gold merino wool in February.</li>

<li><strong>Hair is Tops </strong>The Hairdressing ITO is <a href="http://www.scoop.co.nz/stories/ED1012/S00085/new-data-proves-hairdressing-ito-is-top-performer.htm">celebrating its good results</a> in the ITO performance data release. Coincidentally I popped down to their new offices yesterday and they&#8217;re looking good. They&#8217;ve shifted next door and they&#8217;re doing it up nicely. (BTW they&#8217;re in the city fringe not a flash high-rise.)</li>
<li><strong>University Entry</strong> A story in <em>The Press</em> today could bear a lot of analysis. It <a href="http://www.stuff.co.nz/the-press/news/4483427/Enrolment-for-adults-tightens">goes over the entry issues facing the University of Canterbury</a> and there are so many issues in it would serve as a good case study for group discussion! If I didn&#8217;t have better things to do I would start the discussion. But anyway, the fact that they are interviewing students over 20 is really telling and a fairly obvious mechanism to discourage enrolments from the group. They are, of course, implementing government policy (and Labour had the same policy of caps and favouring completions by younger students) but it&#8217;s another sign of the major changes in tertiary education that are happening rather quietly.</li>
<li><strong>West Coast Good News</strong> Tai Poutini Polytechnic (TPP) has teamed with Competency International Ltd (CIL) to win a tender to supply trainer education to the New Zealand Fire Service for the next three years.</li>

There&#8217;s a story below on training DHB board members, which reminds me that ED consultant David Choat was elected to the Capital and Coast DHB ten days ago. I&#8217;ve congratulated him personally, but thought I&#8217;d let you all know too. <ol>
<li><strong>TWOA Resurgence </strong>TVNZ has done a story on the <a href="http://tvnz.co.nz/national-news/huge-turnaround-te-wananga-3840127">resurgence of Te Wananga O Aotearoa </a>after a pretty rough time five years ago. The text story is brief but the video has much more detail &#8211; it is, however, a once over lightly story and demonstrates the problem of the lack of specialisation in TV reporting.</li>
<li><strong>Silly Research </strong>Earlier today I mentioned the silly research (well, really it is just advocacy) by Otago Uni academics saying that alcohol was more expensive than bottled water. Water New Zealand agreed, pointing out that water comes out of the tap at less <a href="http://www.scoop.co.nz/stories/BU1010/S00513/water-dirt-cheap-in-new-zealand.htm">than a cent for 10 litres</a>.</li>
<li><strong>Uni Entrance </strong>University entrance may get harder or easier depending on how you look at it, <a href="http://www.stuff.co.nz/the-press/national/4246441/Plan-to-tighten-university-entrance">according to an NZQA announcement</a>.</li>
<li><strong>VSM Vote Tomorrow </strong>The VSM Bill goes up for second reading tomorrow and <a href="http://www.scoop.co.nz/stories/ED1010/S00062/will-student-opportunities-be-history.htm">NZUSA has a media release</a>. It won&#8217;t pass its third reading until at least the next member&#8217;s day, so at least two weeks.</li>
<li><strong>Libyan Deal </strong>NZ could get $30m from an <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10681408">education deal with Libya</a>, to take on up to 300 scholarship students.</li>
<li><strong>Auckland Fees </strong>University of Auckland fees will <a href="http://www.auckland.ac.nz/uoa/home/news/template/news_item.jsp?cid=326677">go up by the maximum 4% </a>next year &#8211; I&#8217;ll send a chocolate fish to anyone who can show that Auckland has ever NOT put up fee by the maximum allowed. <a href="http://craccum.co.nz/?p=5014">Craccum </a>did a preview story.</li>
<li><strong>Exhibitions </strong>WelTec has a series of events in its <a href="http://www.weltec.ac.nz/ctexhibition/">School of Creative Technologies exhibition </a>this October and November &#8211; first up is <a href="http://www.thebigidea.co.nz/grow/tips-tools/2010/oct/76352-weltec-creative-technologies-exhibition">an exhibition in Thistle Hall </a>in Wellington (since the ITF is across the road, they have no excuse not to go!). A University of Auckland <a href="http://www.voxy.co.nz/lifestyle/our-new-modern-heritage/5/67895">exhibition on architecture </a>is going to be at Vic&#8217;s Adam Art Gallery (I&#8217;m only 200m away, but it is up the hill&#8230;).</li>
<li><strong>Science Writing </strong>The shortlist for <a href="http://www.scoop.co.nz/stories/SC1010/S00029/shortlist-for-creative-science-writing-prize.htm">The Manhire Prize for Creative Science Writing </a>has been released &#8211; it&#8217;s a joint VUW-RSNZ award.<strong> </strong></li>

<li><strong>Pim&#8217;s Credit Card </strong>Waiariki has gone on the front foot over having its <a href="http://www.rotoruadailypost.co.nz/local/news/credit-card-spending-pays-off-for-waiariki/3919729/?ref=rss">CE&#8217;s credit card bill </a>listed as one of the biggest in the public sector. Pim Borren has pointed out that most of it related to international student marketing, with revenues from that area booming.</li>
<li><strong>Cheating Students</strong> Lincoln Uni has <a href="http://www.stuff.co.nz/the-press/national/education/4042751/Lincoln-has-most-student-cheats">proportionally the most cheats </a>amongst NZ&#8217;s unis, whcih seems closely linked to its high proportion of international students.</li>
<li><strong>League Tables </strong>The TEU is concerned about <a href="http://teu.ac.nz/2010/08/tertiary-%E2%80%98student-performance%E2%80%99-league-table-feared/">league tables </a>being developed from performance data, as was <a href="http://www.radionz.co.nz/news/national/40038/performance-figures-unfair,-say-tertiary-institutions">NZITP in a National Radio interview</a>.</li>
<li><strong>PEDA Change </strong>The Pacific Economic Development Agency has lost the dollars dedicated to it in the Budget for Pasifika skills and economic development, as it obviously didn&#8217;t come up with a strong enough case. The money is now <a href="http://www.scoop.co.nz/stories/PO1008/S00242/package-to-help-young-pacific-people-progressing.htm">being put out to tender</a>.</li>
<li><strong>Master Plan </strong>Canty Uni has <a href="http://www.scoop.co.nz/stories/ED1008/S00079/university-of-canterbury-planning-for-future.htm">revealed a  site master plan</a>, which is all the rage. This one has up to $1b of investment over 20 years.</li>
<li><strong>Closing Doors</strong> Here&#8217;s a piece on the <a href="http://www.stuff.co.nz/auckland/local-news/north-harbour-news/4040792/Nightmare-for-students">impact of closed entry for Massey students</a>. I like the highlighting of the impact on part-time and mature students, who will be squeezed by both restricted entry (institutions will be biased towards full-time students) and the TES.</li>

<li><strong>School&#8217;s Out for Summer </strong>Well, it is for a <a href="http://www.stuff.co.nz/the-press/3977365/Over-a-quarter-of-summer-school-programme-axed'">quarter of courses at the University of Canterbury&#8217;s summer school</a>, which have been cut. The VC is saying they&#8217;re mostly unpopular or double up on courses already run during the year. Lincoln is adding five courses, but they seem to be the only university without high enrolment pressures so far.</li>
<li><strong>Otago Entrance</strong> <a href="http://www.odt.co.nz/campus/university-otago/118653/some-pupils-may-not-meet-criteria?page=0%2C0">Otago Uni&#8217;s entrance policies </a>continue to get debated in their region, this time with a focus on the problems it may cause, rather than the one-sided views published last week. I might write more on this issue. I&#8217;m not too concerned about Otago&#8217;s specific approach, as whatever they do will disadvantage someone, but the issues could do with some wider discussion.</li>
<li><strong>Gateway Success</strong> Nelson/Marlborough website Wild Tomato has a <a href="http://www.wildtomato.co.nz/articles/gateway-to-the-future.aspx">great article looking at Gateway </a>from the perspective of students, their host employer and the Gateway coordinator. It&#8217;s a good window into the programme at a human level and it&#8217;s interesting to see how many of the students want to go on to study in the area where they&#8217;ve had work experience.</li>
<li><strong>Graduate Outcomes &#8211; Long-Term </strong>Graduates don&#8217;t just use their skills straight after graduation &#8211; The Waikato Times has a story on a <a href="http://www.stuff.co.nz/auckland/local-news/auckland-city-harbour-news/3970364/Thriving-with-free-study">Wintec jewellery graduate from 1997</a> who recently got back into it (making Dr Who-inspired jewellery). A Vic grad is also <a href="http://www.nznewsuk.co.uk/living/?id=10517">having a poetry book published</a>.</li>
<li><strong>Missing Student</strong> A West Auckland student is missing and was <a href="http://nz.news.yahoo.com/a/-/top-stories/7682633/police-concerned-for-missing-west-auckland-man/">last seen wearing a Unitec polarfleece jacket</a>, suggesting he might be studying there.</li>
<li><strong>Tongan Students </strong>24 Tairawhiti Polytechnic students have just been to a <a href="http://www.gisborneherald.co.nz/article/?id=18712">Tongan Students&#8217; Assn conference </a>in Auckland.</li>
<li><strong>Mature Apprentice </strong>Wins Robert Mellor has <a href="http://www.stuff.co.nz/dominion-post/job-market/3964492/Learning-new-tricks-part-of-fun-for-winning-apprentice/">won an MTA regional apprentice award </a>- he&#8217;s in his 50s and gained his apprenticeship (now complete) after a UCOL pre-apprenticeship course.</li>
<li><strong>Kids Eat Chips </strong>An Otago Uni study has found that <a href="http://www.scoop.co.nz/stories/GE1007/S00129/better-nutrition-for-nz-kids-more-than-tuck-shops.htm">kids eat chips when they&#8217;re outside of school</a>, amongst other things, and the researchers suggest that someone <em>really</em>should do something about it (sorry, just a bit sick of crusading public health academics from Otago Uni at the moment &#8211; which is probably why I don&#8217;t publish a bunch of stories relating to Doug Sellman as he&#8217;s more of an anti-alcohol lobbyist/crusader these days than an academic, so I don&#8217;t really see them as tertiary ed stories!).</li>
<li><strong>Fiji Trip</strong> 8 Bay of Plenty Poly staff, 3 students and a school student are off to Fiji in September to <a href="http://www.sunlive.co.nz/16413a1.page">help build some community facilities</a>.</li>
<li><strong>Youth Guarantee</strong> &#8230;is apparently <a href="http://www.stuff.co.nz/auckland/local-news/auckland-city-harbour-news/3970364/Thriving-with-free-study">thriving at Unitec</a>.</li>
<li><strong>Public Art </strong>I mentioned a public art trail around AUT/Auck Uni last week and there&#8217;s a nice story and picture of one of the artworks <a href="http://www.stuff.co.nz/auckland/local-news/auckland-city-harbour-news/3970365/Artwork-brings-Asian-flavour">here</a>.</li>

An opinion piece today suggests that it&#8217;s all a dastardly <a href="http://www.odt.co.nz/opinion/opinion/118803/consider-background-agendas">plot to shift the medical school to Canterbury </a>- Rod Carr, you cad! <img src='http://www.ed.co.nz/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </li>
<li>An AUT student <a href="http://www.odt.co.nz/lifestyle/fashion-beauty/118821/merino-knit-dress-winner">won the Hokonui Fashion Awards </a>at the weekend &#8211; this really is  a serious competition, even thought it&#8217;s in Hokonui.</li>
<li>This week is Islam Awareness Week, so the ODT <a href="http://www.odt.co.nz/campus/university-otago/118832/muslim-students-used-comments-queries">chatted to some Muslim international students </a>at Otago Uni.</li>

<li><strong>Massey Shuts Door</strong> Grant Robertson (Labour) <a href="http://blog.labour.org.nz/index.php/2010/07/22/massey-shuts-off-summer-school-enrolments/">wrote last night </a>that Massey had closed the door on summer school enrolments, because they had reached their funding cap. The Big News blog pointed out that classes that are not full (and many won&#8217;t be, given the previous closing date was November) will not be run. Massey&#8217;s announcement is <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle=enrolments-closed-for-2010-new-dates-set-for-2011-22-07-2010">here</a><em>. </em>The <a href="http://www.stuff.co.nz/taranaki-daily-news/news/national/3948951/Students-shocked-as-enrolments-close">Dom Post </a>has good reaction on the fact that notification was given to staff and on the website (but not to students) at 4.30pm that enrolments were closing at 5pm.It&#8217;s all a bit of a cock-up really &#8211; they should have just announced that enrolments were closed but someone jumped the gun early.</li>
<li><strong>Alternative Fuel </strong>Newswire, a service by Whitireia journalism students, has a story on <a href="http://www.newswire.co.nz/2010/07/green-diesel/">four Wellington buses that will be running on biodiesel </a>this week developed by Weltec staff and a Hutt Valley company. Lots of photos and detail for the keen.</li>
<li><strong>Loan Problems</strong> The <a href="http://www.gisborneherald.co.nz/article/?id=18570">Gisborne Herald </a>has a case study of a medical student&#8217;s problem with student loan limits &#8211; students who do a bachelor&#8217;s degree before medical school exceed the undergrad limit by 1 year before he finish. Since the country wants doctors and the limit won&#8217;t have any impact for another seven years, somehow I think this problem will be resolved. Labour&#8217;s Grant Robertson put out a<a href="http://www.voxy.co.nz/politics/robertson-amp-mackey-student-loan-changes-set-shut-out-some-save-little/5/56042"> media release about it</a>, along with local Labour MP Moana Mackey.</li>
<li><strong>SIT Shuts Gate! (On Possums) </strong>SIT students have <a href="http://www.scoop.co.nz/stories/ED1007/S00075/zero-possums-with-zero-fees.htm">helped to buld possum-proof gates </a>to protect native forest from possums &#8211; they&#8217;re blocking access to a river crossing (it&#8217;s not a gate in the middle of nowhere).</li>
<li><strong>Maori Youth</strong> Bay of Plenty Poly ran a <a href="http://www.bayofplentytimes.co.nz/local/news/judge-lays-it-on-line-for-maori-youngsters/3917711/">forum for Maori youth </a>on Wednesday, in conjunction with local secondary schools, to encourage them to stay in education.</li>
<li><strong>Philanthropy</strong> Gus Fisher, a generous contributor to the University of Auckland has died &#8211; the University has marked the occasion by <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/news/template/news_item.jsp?cid=296487">listing his impressive contribution</a>.</li>
<li><strong>Dyson Awards</strong> There are two links <a href="http://www.stuff.co.nz/the-press/news/3949000/Safer-binding-nets-accolade-for-designer">here</a> (with photos) and <a href="http://www.nznewsuk.co.uk/business/?ID=10289&amp;StartRow=1">here </a>on one of the six finalists in the Dyson Design Awards and seemingly the winner of the NZ section (it&#8217;s a bit hard to follow).</li>
<li><strong>Study Japan</strong> The Japanese Embassy has put out a <a href="http://www.nznewsuk.co.uk/people/?ID=10290&amp;StartRow=1">media release </a>about their government&#8217;s support of an NZ student to spend seven weeks researching and learning in Japan.</li>
<li><strong>Digital Editing/Music</strong> The University of Canterbury has started a new digital scholarly editing course &#8211; it actually does sound quite interesting, so if you like developments in the humanities, <a href="http://www.comsdev.canterbury.ac.nz/news/2010/100722a.shtml">read it</a>. In a very slightly related story, Victoria Uni&#8217;s Adam Art Gallery is gearing up for an art exhibition looking at the &#8221;material and visual legacy of independent music production and distribution in New Zealand&#8221;, leading up to the digital era.</li>
<li><strong>Sexuality Research Will Feed Talkback</strong> <a href="http://www.chmeds.ac.nz/newsevents/media_release/2010/sexual-orientation.htm">University of Otago researchers </a>found that &#8220;homosexuals, bisexuals and those who identify as heterosexual but who have had same-sex encounters are more likely to have experienced negative events in childhood&#8221;. They don&#8217;t seem to have provided any rationale for that, but I&#8217;m sure it will be all over talkback. The Press <a href="http://www.stuff.co.nz/the-press/news/3944225/Childhood-trauma-linked-to-sexual-identity">published the media release </a>word for word except for the last sentence (who funded the research) and a new headline&#8230;.the <a href="http://www.odt.co.nz/campus/university-otago/117336/sexual-orientation-link-past-study?page=0%2C0">ODT has a much better article</a>, with an interview with the researcher looking at the likely public reaction to the findings.</li>
<li><strong>Using the Weed </strong>Waterweed, that is. A Waikato uni researcher has over $100K from FRST to look at <a href="http://www.scoop.co.nz/stories/SC1007/S00042/the-good-weed.htm">using waterweed, from freshwater, as an energy source</a>. Staying on the water topic, Massey has a new professor who will use the &#8220;<a href="http://www.stuff.co.nz/manawatu-standard/news/3944827/Expert-to-research-fresh-water">water footprinting</a>&#8221; concept.</li>
<li><strong>Demolition and Dresses </strong>Otago Poly is starting to <a href="http://www.odt.co.nz/campus/otago-polytechnic/117326/deconstructivism">demolish some buildings</a> on its art school site as the first stage of a redevelopment. 			<content:encoded><![CDATA[<p>Those of you familiar with Allan Peachey, ex Rangitoto College principal and current National MP, might not be surprised that he is speaking out, but he has been pretty quiet recently. He chairs the Education and Science Committee, which he does well from my experience, but otherwise has had a low profile. A <a href="http://breakingviewsnz.blogspot.com/2010/06/allan-peachey-what-about-universities.html">blog post on Sunday</a> will get him some coverage (on ED Blog at least!) as he discussed VSM (a few comments, but holding off on detail as chair of the select committee) and university access &#8211; see quote below</p>
<blockquote><p>I just don’t see how universities can reconcile current enrolment practices with traditional academic standards. If there is one thing the New Zealand economy needs at present it is much more competitive entry (based solely on proven academic ability) into university and a re-assertion of academic standards.</p></blockquote>
<p>Towards the end of the post, he asks the following question &#8211; I imagine you can guess his answer!</p>
<blockquote><p>Do we want universities where the sole imperative is traditional academic standards or universities that have to compromise these standards by meeting social engineering agendas of governments or interest groups?</p></blockquote>
<p>The post isn&#8217;t a major piece of work but I think it&#8217;s one of the first times a National MP has said anything definitive on the record about this issue &#8211; Joyce has usually danced around the issue. With Tom Ryan of the TEU <a href="http://www.ed.co.nz/2010/06/29/guest-post-missing-out-on-the-chance-to-learn/">providing a guest post today</a> on the same issue, I thought it was timely to highlight it.</p>

<p>Recently New Zealand school principals announced that they were worried that pupils leaving their school would end up on the dole rather than in tertiary education study.  &#8220;How do you tell someone who has worked really hard to give themselves the chance of going to university that they might not get in?&#8221; asked chair of the Secondary Principals Association, Patrick Walsh. &#8220;It’s very disappointing when students capable of making a very good contribution to the economy for years to come are turned down. Instead, it could lead to more students being unemployed, which is not a good situation.&#8221;</p>
<p>The cause of this extraordinary announcement is the recent rush by universities to restrict the enrolments they will be taking next semester and next year.</p>
<p>And the cause of all this is a cap placed on tertiary institutions two years ago that prevented them enrolling too many students.  The cap was initially a response to an excess of competition between tertiary institutions with many engaging in huge advertising and promotional efforts to lure each others students and potential students. The goal of the policy was that institutions stop trying to grow their rolls at the expense of others and put more effort into focusing on quality &#8211; particularly an output of postgraduates and research. The result, within universities at least, seems to have been that the promotional and advertising competition has shifted its focus from recruiting fresh new first year students to attracting post graduate students as well as research funding.</p>
<p>Sadly the new policy also could not have come at a worse time. Just as it was introduced a demographic baby boom started leaving school and passing into tertiary education. Moreover, that pressure on rolls was further exacerbated by the global recession, which also is encouraging more people into study.</p>
<p>Suddenly the problem was not institutions competing with each other for a fixed number of students, but institutions overwhelmed by a rapidly expanded number of students.</p>
<p>University of Canterbury vice-chancellor Rod Carr says his university carried 500 EFTS above its cap last year and was likely to carry a further 600 domestic students above its cap this year. By defying the government’s EFTS cap last year, the university cost itself more than $3 million.</p>
<p>Dr Carr noted that the lack of Government funding had stretched university resources, with the student-to-staff ratio increasing from 19.3 (to one) to 20.3 in 2009. For staff, that represents a five percent increase in much of the work they need to do, such as assessment, student support and administration.</p>
<p>The people who are carrying the burden of stretched resources and increased workload are staff. Simply put, if the university wants to have more students, it needs to hire more staff or better reward its current employees.</p>
<p>The University of Canterbury is not the only institution in this position.  All around New Zealand rolls are up, while staff numbers remain static due to funding cuts the government introduced last year. No wonder they are reluctant to take some of the many young people who want to begin study.</p>
<p>The move by universities across New Zealand to dramatically restrict entry to many of their courses is the result of government failure to anticipate the combined pressure of demographic growth in student numbers and an increase in people looking to study during the recession.</p>
<p>The government’s policy of capping the number of students it is willing to fund needs to be reviewed. It is hurting the productivity of our economy. That policy made some sense when tertiary institutions were competing among themselves for students and were more focused on growth than quality. But in an environment when there is real growth in student numbers across the sector, the policy now is denying a rapidly growing number of young people the opportunity to get the skills and knowledge they are entitled to.</p>
<p>Most of those who face missing out on the chance to study are ordinary struggling New Zealanders. These are the very people who most need that opportunity to study, to contribute to the betterment of their families, the wider community, and our struggling economy.</p>

<li><strong>PEDA Affair Hits Tertiary </strong>You may have heard of the Pacific Economic Development Agency allocation in the Budget &#8211; $4.8m for a new body in a non-contestable allocation. It will cause National some problems for a while yet. Anyway, <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10654252&amp;ref=rss">Auckland providers are starting to plan bids for the money</a>, which will include &#8220;subcontracting with established training providers for pre-trade literacy and numeracy courses&#8221;. The whole thing may work &#8211; we don&#8217;t have much detail yet &#8211; but the angst around it will distract from any achievements for years.</li>
<li><strong>University Entry</strong> The TEU entered the fray on entry, calling for an open debate about the issue. TV3 had a <a href="http://www.3news.co.nz/Restrictions-on-uni-entry-could-hurt-economy---Labour/tabid/419/articleID/162559/Default.aspx">small story </a>on their site about the issues.</li>
<li><strong>Tight Places</strong> It&#8217;s not just students who are feeling the pinch of tight places &#8211; the TEC <a href="http://www.tec.govt.nz/About-us/News/Updates/Workplace-Literacy-fund---Employer-Update/">closed off access to the Workplace Literacy Fund for employers </a>yesterday.</li>
<li><strong>Low Pass Rates </strong>Radio NZ has a short story about the TEC&#8217;s plans to cut funding to courses with completion rates below 30%, NZ ITP is quoted as saying that TEC should be careful with low enrolment courses (Percentages don&#8217;t always work well  in small courses, but we&#8217;re talking about 70% failure here &#8211; that&#8217;s 1/2, 2/3, 3/4, 4/5 or 5/6 students failing in a small course! There&#8217;s no excuse for that.) and because students can benefits from courses even if they don&#8217;t pass (Maybe, but they benefit a lot more from appropriate courses that they have a chance of passing.). A better argument might be that not funding a course might make it impossible to run a qual, but then again, why would you enrol people for a qual when 70% will not complete components of it? I think the rule would be better applied at programme/qual level but I applaud the TEC for being tough on such issues.</li>
<li><strong>Titanium</strong> The <a href="http://www.bayofplentytimes.co.nz/business/news/bay-group-aims-to-lead-the-world-in-titanium-produ/3916296/">Titanium Industry Development Association (TiDA) has set up shop </a>in the new engineering block at Bay of Plenty Polytechnic&#8217;s Windermere campus. I&#8217;ve been following this story for a while and there&#8217;s great detail in this release &#8211; I wish them well. Wayne Mapp will open the facility next week.</li>
<li><strong>Last Tram to CPIT</strong> Christchurch may <a href="http://www.stuff.co.nz/the-press/news/christchurch/3852163/Tram-may-go-through-polytechnic">extend its trams </a>to run out to CPIT.</li>
<li><strong>The Long March</strong> A University of Canterbury academic has revived the <a href="http://www.comsdev.canterbury.ac.nz/news/2010/100623b.shtml">unpublished memoirs of a NZ missionary kidnapped and held hostage </a>during the Long March of the Chinese Community Party&#8217;s Red Army in 1934. Maybe Russel Norman could protest about it&#8230;</li>
<li><strong>Canty Cuts </strong>Speaking of the University of Canterbury, the TEU and the Academic Board have won a reprieve for library changes. They are part of a wider STAR project that has resulted in 95 redundancies so far and a further 58 proposed, according to the TEU&#8217;s <a href="http://www.teu.ac.nz/?p=10947">latest newsletter</a>.</li>
<li><strong>WorldSkills at CPIT</strong> The <a href="http://www.scoop.co.nz/stories/ED1006/S00084.htm">national final for WorldSkills </a>will be at CPIT this year. It&#8217;s a great competition to allow learners to show what they can do.</li>
<li><strong>Farmers at Massey</strong> Massey is <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle=farmers-come-to-campus-this-week-23-06-2010">bringing in the farmers </a>this week for various seminars and conferences.</li>
<li><strong>ITPs Join KAREN </strong>7 ITPs will <a href="http://www.karen.net.nz/polys-join-karen/">join KAREN over the next few months</a>: SIT, EIT, UCOL, BOPP, Tairawhiti, WITT and Whitireia.</li>
<li><strong>Top Carpentry Apprentice</strong> A Unitec apprentice, Kartika Mutzelburg, has won the Certified Builders&#8217; Assn Third Year Apprentice Challenge in Queenstown.</li>
<li><strong>Lincoln Research</strong> Lincoln has signed a new <a href="http://www.lincoln.ac.nz/News--Events/News/Current/Lincoln-University-forms-close-ties-with-China/">research agreement with two Chinese universities </a>- one from the eastern seaboard and one from a western province.</li>
<li><strong>Waikato Arts Grads Doing Well </strong>A Wintec arts graduate is helping to set up <a href="http://www.stuff.co.nz/waikato-times/entertainment/3848241/Curtains-go-up-on-new-art">one-day art shows </a>in vacant CBD spaces in Hamilton. A University of Waikato Maori and Theatre Studies grad is off to the Jacques <a href="http://www.waikato.ac.nz/news-events/media/2010/06French%20calling%20for%20Waikato%20M%C4%81ori%20graduate.shtml">Lecoq international theatre school in Paris </a>in October. He will focus on physical theatre training.</li>
<li><strong>Unitec  and Matariki Events </strong>Unitec has a <a href="http://www.scoop.co.nz/stories/CU1006/S00306.htm">musical running </a>as well as a <a href="http://www.voxy.co.nz/entertainment/movies-marae-matariki-festival-10/5/53010">Matariki festival</a>. <a href="http://www.stuff.co.nz/southland-times/news/3852242/Kaumatua-looks-forward-as-city-Maori-celebrate-new-year">SIT </a>also had a Matariki event.</li>
<li><strong>Undie 500, Dirtiest Flat and Burns</strong> <em>The Press </em>has penned an editorial on drunken behaviour and included the Undie 500 in its coverage. Turns out that <a href="http://www.stuff.co.nz/the-press/opinion/editorials/3846942/Editorial-Turning-the-tide">Kaikoura turned them away too</a>. Speaking of messy students, some University of Canterbury students won a competition for the dirtiest flat in NZ. <a href="http://www.stuff.co.nz/national/3847279/Flat-takes-out-prize-but-not-trash"><em>The Press</em> </a>covered it, as did <a href="http://www.3news.co.nz/New-Zealands-filthiest-flat/tabid/367/articleID/162610/Default.aspx">Campbell Live</a>. Since we&#8217;re on messy students, an <a href="http://www.odt.co.nz/news/dunedin/112344/student-recalls-little-drunken-burn">Otago Polytechnic student suffered burns </a>after apparently emptying an aerosol into a couch cavity and then lighting it.</li>
<li><strong>Kitty Litter </strong>From messy students to tidy cats, Massey University researchers have found a way to use waste from olive oil production (skins, stones, etc) into <a href="http://www.stuff.co.nz/manawatu-standard/news/3848362/Olive-based-litter-perfect-for-a-glamour-puss">biodegradable kitty litter</a>. They&#8217;re still doing the tests but it looks like a good idea.</li>
<li><strong>Science Symposium </strong>The University of Waikato is <a href="http://www.scoop.co.nz/stories/ED1006/S00089.htm">running a science symposium </a>that aims to find innovative and effective ways of communicating science events to the public through discussions from researchers, workers and organisations working in the field of science. It runs on July 8.</li>
<li><strong>South Island&#8217;s Next Top Farmer</strong>&#8230;will be decided in a <a href="http://www.scoop.co.nz/stories/ED1006/S00088.htm">Lincoln University competition</a>, where innovation is the focus.</li>

<li><strong>NZITP Op-Ed </strong>James Buwalda of NZITP, a group representing 14 ITPs, had an <a href="http://www.stuff.co.nz/blogs/opinion/3834456/Hands-on-job-skills-a-vital-part-of-learning#comments">opinion piece published yesterday </a>on Stuff. One of the commenters on the story gave a harsh review of it, saying that it didn&#8217;t convey a clear opinion, but I assume it&#8217;s a soft piece designed to rehabilitate ITPs. BY itself, I don&#8217;t think it does very much, but it does clearly position NZITP as a group that wants to work with the government, not against it, on issues like qualifications changes.</li>
<li><strong>Feelgood Story of the Week </strong>Robert Stubbs of Gisborne has completed a National Certificate in Civil Construction Works &#8211; Forestry Earthworks L3 through Infratrain, which covers building forest roads and pipe culverts. &#8220;Stubbsy&#8221; has also become a registered assessor for Infratrain. The feelgood part is that he <a href="http://www.gisborneherald.co.nz/article/?id=17918">lost the use of his legs after a motocross accident in 2007 </a>and now operates a modified 4WD to get onto site and uses a modified bulldozer once he&#8217;s there. Infratrain has been flexible to help him achieve his qualification while the guy obviously has great determination. The only bum note is that Infratrain didn&#8217;t have this story in the newsletter they sent me yesterday, even though the qual achievement was noted on the last page! Of course, they may well have already covered him in the past.</li>
<li><strong>Separating Sheep </strong>I covered the Lincoln student who won at Fieldays with a new sheep sorting gate yesterday, but <em>The Gisborne Herald </em>has run<a href="http://www.gisborneherald.co.nz/article/?id=17910"> a nice story on him </a>as it turns out he was previously at the <a href="http://www.waipaoatrainingtrust.com/">Waipaoa Station</a>, a training farm near Gisborne.</li>
<li><strong>Stuart Middleton</strong> Stuart wrote a good post yesterday about the problem in <a href="http://www.stuartmiddleton.co.nz/?p=297">reporting everything by percentages </a>when the real number of students being educated consistently goes down over time.</li>
<li><strong>Partying Students </strong><em>The Press </em>ran a story yesterday saying that <a href="http://www.stuff.co.nz/national/education/3832970/NZ-students-beat-Australia-in-study-and-play">Kiwi students party and work harder than Australian ones</a> - the Aussies do more paid work. It was based on the Australasian Survey of Student Engagement.</li>
<li><strong>Gordon on Access</strong> Liz Gordon of QPEC <a href="http://www.scoop.co.nz/stories/ED1006/S00073.htm">rails against restrictions on university access</a>. She accuses the Vice-Chancellors of misusing statistics and then simply makes up some of her own in the same paragraph (I&#8217;m not kidding).</li>
<li><strong>UCOL in China</strong> A UCOL partnership with the Guangzhou Vocational  School of Tourism and Business and Guangzhou School of Fine Arts <a href="http://www.ucol.ac.nz/Pages/NewsItem.aspx?nid=201">is paying off </a>with a group of cookery students coming over for as year shortly and another group of art students coming for a one week tour to check out UCOL.</li>
<li><strong>Otago Poly </strong>The ODT reports on the <a href="http://www.odt.co.nz/campus/otago-polytechnic/111761/new-polytechnic-council-meets">first meeting </a>of Otago Polytechnic&#8217;s new Council, but there are no details in that story. Another story states that <a href="http://www.odt.co.nz/campus/otago-polytechnic/111762/international-student-feed-rise-7-11">international students&#8217; fees will go up 7-11%</a> for 2011.</li>
<li><strong>Cellphones in Class</strong> There&#8217;s a wee story here about using cellphones to <a href="http://unlimited.co.nz/unlimited.nsf/technology/please-turn-on-your-cellphones">allow students to ask questions in class</a>.</li>
<li><strong>Massey Advisors</strong> 3 new people are joining <a href="http://www.sharechat.co.nz/article/2e6968ae/advisory-board-boosts-links-with-business.html">Massey&#8217;s College of Business Advisory Board</a>.</li>
<li><strong>KAREN Awards</strong> <a href="http://www.karen.net.nz/awardsjune2010/">8 people have won KAREN Awards</a>, with 6 from VUW and 1 from AUT.</li>
<li><strong>All Whites </strong>A University of Otago researcher is <a href="http://www.odt.co.nz/news/dunedin/111810/can-they-get-media-onside">reviewing media coverage of the World Cup</a>, which may be the most inventive excuse to skive off work this month.</li>
<li><strong>Grant Robertson</strong> Grant Robertson (Labour) <a href="http://www.scoop.co.nz/stories/PO1006/S00208.htm">was on TV1&#8242;s Q+A on Sunday </a>and I&#8217;ve provided an excerpt of the interview below (Paul Holmes spent most of his time on expense scandals and being a gay MP). Grant seems keen to take on Joyce.</li>

Oh no not at all, I think there&#8217;s a lot of issues in Tertiary Education, very important part of our economy and our society. At the moment we&#8217;ve got universities shutting the door on new enrolments, Steven Joyce is standing there like a bystander at a car accident, and I think I need to take him on on that.</p>
<p><strong>PAUL</strong> Well couldn’t we make the case there are far too many students, far too many silly courses, far too much expectation that a degree in something will get a job when it isn&#8217;t going to?</p>
<p><strong>GRANT</strong> Oh tertiary education should be seen as the engine room of the economy, and we look across the Tasman, in Australia they’ve invested over a billion dollars extra into tertiary education in the last two budgets. I think it&#8217;s a real opportunity for us and shouldn’t be locking students out, we should be getting them in.</p></blockquote>
