			<content:encoded><![CDATA[<p>Yesterday I mentioned that Rick Ede from Unitec had high credit card bills for the previous two years, but later in the day I came across the full list of top-spending public sector CEs, covered by the Sunday Star-Tims on Sunday. Since I know some of you will be curious, here are the ones relevant to tertiary education from <a href="http://multimedia.stuff.co.nz/sstimes/expenseslist.pdf">the SST&#8217;s list</a> - the first number relates to their rank in the top 100. <li><strong>Hamilton&#8217;s the Place to Summer </strong>The University of Waikato has <a href="http://www.stuff.co.nz/waikato-times/news/3984670/Summer-study-open">not made any cuts to its summer school </a>due to funding caps, but that mainly seems to be because the summer school starts in January 2011. Waikato Uni has, however, <a href="http://www.goodreturns.co.nz/article/976497086/govt-capping-forces-closure-of-finanicial-planning-diploma.html">closed a personal financial planning course</a>, which was eligible for financial adviser registration purposes, due to its cap.</li>
<li><strong>Performance Funding </strong>Steven Joyce released the <a href="http://www.beehive.govt.nz/release/details+performance+linked+funding+confirmed">main criteria for performance funding </a>yesterday. Labour&#8217;s Grant Robertson thinks it <a href="http://www.scoop.co.nz/stories/PA1008/S00042/joyce-a-bystander-as-students-are-locked-out.htm">runs the risk of being a compliance exercise</a>, but doesn&#8217;t actually say it is, before moving onto access issues. The Greens&#8217; Gareth Hughes says that the <a href="http://www.voxy.co.nz/politics/greens-another-f-joyce/5/57440">new approach is a failure and the answer is more funding</a> (the main focus of the release). The TEU fooled me by heading up their media release &#8220;Education can&#8217;t be funded on employment outcomes&#8221; &#8211; Labour and the Greens used the announcement as a springboard onto another issue, whereas it seemed the TEU just decided to talk about something else altogether from the start (Joyce&#8217;s release does not mention employment outcomes). But the TEU was even more cunning, because their media release not only has a clear analysis of the risks of performance funding, but it doesn&#8217;t even mention employment outcomes after the title.</li>
<li><strong>University Funding </strong>NZUSA&#8217;s David Do and NZVCC&#8217;s Derek McCormack <a href="http://tvnz.co.nz/national-news/students-futures-in-dark-3683935">were on Close Up last night</a>.</li>
<li><strong>Wine </strong>EIT has a new wine man (viticulture lecturer), from UC at Davis (I know a librarian there&#8230;in case you wanted to know). Anyway, he <a href="http://www.nznewsuk.co.uk/living/?id=10593">likes the local Syrah</a>, which will put him onside with the CE, Chris Collins!</li>
<li><strong>PTE Closures? </strong>NZQA threatened 42 PTEs with deregistration or conditions upon registration in late July. With the deadline passed on 2 August, <a href="http://www.nzqa.govt.nz/providers-partners/registration-and-accreditation/maintaining-registration/nzqa-addresses-quality-concerns/compliance-notices-issued-to-ptes">5 PTEs remained on the non-complying list</a>.</li>
<li><strong>ITPQ Update</strong> A few weeks back I explored <a href="http://www.ed.co.nz/2010/07/19/nzqa-chases-ptes-and-itpq/">NZQA&#8217;s potential takeover of ITPQ</a>. I noted that Telford had had its Quality Assured Status removed by ITPQ for some time but it was the only ITP with no audit report provided for it. ITPQ has now provided a short update <a href="http://itpq.ac.nz/index.php/external-evaluation-review/eer-reports">here</a>, but have still not provided an audit report or any detail about Telford&#8217;s failings.</li>
<li><strong>Legal Eagle</strong> Law geeks will be happy that <a href="http://www.comsdev.canterbury.ac.nz/news/2010/100803a.shtml">Australian judge Michael Kirby </a>is speaking at the University of Canterbury this week.</li>
<li><strong>Otago Corner </strong>Restructuring of Otago Uni&#8217;s College of Education is continuing, with <a href="http://www.odt.co.nz/news/dunedin/119168/revised-plan-still-cuts-education-jobs">a revised proposal released</a>. A uni academic is thinking about <a href="http://www.odt.co.nz/campus/university-otago/119170/dreaming-aurora">solar aurora,</a> while a Poly chef is <a href="http://www.odt.co.nz/lifestyle/food-wine/119101/marinade-made-easy">making kebabs</a></li>
<li><strong>Beautiful Whanganui</strong> Beauty therapy courses are <a href="http://www.ucol.ac.nz/Pages/NewsItem.aspx?nid=215">booming at UCOL Whanganui</a>, with 38 students enrolled.</li>
<li><strong>Cheerleaders</strong>SIT not only sponsors Southland&#8217;s rugby team, <a href="http://www.stuff.co.nz/sport/rugby/provincial/3988048/Cheerleaders-get-Shield-start">but also a cheerleading troupe</a>.</li>
<li><strong>Brazilian Theatre and Mayors</strong> A group of Unitec grads, students and tutors have just got back from <a href="http://www.nznewsuk.co.uk/living/?ID=10595&amp;StartRow=1">performing theatre in Brazil</a>. Unitec also hosted a <a href="http://www.3news.co.nz/Auckland-super-mayors-differing-visions/tabid/423/articleID/168899/Default.aspx">forum of super-city mayoral candidates </a>last night.</li>
<li><strong>Tsunami Warning </strong>If there&#8217;s a tsunami, don&#8217;t spend the day at Bay of Plenty Poly&#8217;s Windermere campus &#8211; it&#8217;s <a href="http://www.bayofplentytimes.co.nz/local/news/tsunami-evacuation-investigation-reveals-which-str/3918476/?ref=rss">right in the likely path</a>. Just so you know.</li>
<li><strong>Research </strong>A third of the <a href="http://www.radionz.co.nz/news/stories/2010/08/03/628f3bcf1767">deaths of pregnant women in Wellington were preventable</a>, according to an Otago Uni study (detail is <a href="http://www.infonews.co.nz/news.cfm?id=55636">here</a>). On a slightly related note, intending penguin mums <a href="http://www.3news.co.nz/Science/Lady-penguins-prefer-their-men-fat/tabid/1160/articleID/165691/Default.aspx">prefer future dads to be fat</a>, according to an Auckland Uni researcher.</li>
<li><strong>NMIT Profile</strong> I missed this story from about ten days ago, but there&#8217;s a <a href="http://www.stuff.co.nz/nelson-mail/features/weekend/3954713/On-a-learning-curve">good profile of NMIT&#8217;s issues </a>in the Nelson Mail.</li>
<li><strong>Selling the Cows </strong>This is an older US story, but many colleges there are <a href="http://www.boston.com/news/education/higher/articles/2010/07/12/agriculture_colleges_sell_cow_herds_to_cut_costs/">selling their cows </a>as they can no longer afford to keep them due to rising costs and lower prices.</li>
<li>Jewellery An MIT jewellery student is one of several <a href="http://www.stuff.co.nz/auckland/local-news/east-bays-courier/3984600/Mum-dazzles-jewellery-world">exhibiting in a graduate show</a>.</li>

<li><strong>Joyce&#8217;s Ripples</strong> The ripples from Joyce&#8217;s speech continue to expand. <a href="http://www.stuff.co.nz/nelson-mail/news/3921716/Students-welcome-move-on-extra-fees">Nelson teaching students</a>, studying with the University of Canterbury, are happy with Joyce&#8217;s look at student services fees. They had already protested, and seemingly gained a reduction, in Canterbury&#8217;s fees, given that most of their time is spent in Nelson, where Canterbury has very few services. The story also quotes NMIT&#8217;s CE, Tony Gray, saying that he reserves the right to introduce such fees in future. NZVCC Chair Derek McCormack was quoted in an NZPA story <a href="http://nz.news.yahoo.com/a/-/top-stories/7588354/universities-committee-concerned-by-jobs-link/">opposing the use of graduate outcomes in funding decisions</a>, as well as a <a href="http://www.scoop.co.nz/stories/HL1007/S00127.htm">95bfm interview </a>(Auckland student radio). Steven Joyce was also on<a href="http://www.radionz.co.nz/news/stories/2010/07/15/12480ffb07fc"> Morning Report yesterday </a>about the issue. Then, this morning on graduate outcomes, the Dom Post finds a <a href="http://www.stuff.co.nz/national/education/3924300/Fears-for-philosophy-degrees">concerned philosophy student </a>(is there any other type?) , the ODT reports that Otago Poly CE Phil Ker <a href="http://www.odt.co.nz/campus/otago-polytechnic/116110/funding-linked-job-outcome-039impractical039">dismissed the idea as impractical</a>,  and the NZ Herald has the main story plus some <a href="http://www.nzherald.co.nz/politics/news/article.cfm?c_id=280&amp;objectid=10659101">comments from the ITF&#8217;s Jeremy Baker</a>.</li>
<li><strong>Joyce&#8217;s Blast</strong> Steven Joyce blasted <a href="http://www.stuff.co.nz/national/politics/3922718/Minister-blasts-poor-Kiwi-literacy-rates">poor Kiwi literacy rates </a>yesterday at an adult literacy and numeracy symposium.</li>

<li><strong>Wintec Carpark </strong>Wintec is <a href="http://www.stuff.co.nz/waikato-times/business/3921437/New-car-park-for-staff-and-students">building a 257 space carpark </a>over 5.5 levels for $5m, to be ready in early 2011. Apparently the foundation will be equivalent to the volume of 240 elephants, if that helps your understanding&#8230;</li>
<li><strong>TEU Corner</strong> Check out the <a href="http://www.teu.ac.nz/?p=11251">TEU&#8217;s newsletter this week </a>(always a good read and well worth a subscription). They have reaction to Joyce&#8217;s speech plus the ratification of the ITP MECA. They also point out a discrepancy between Joyce&#8217;s public statements about enrolments levelling off and what the Budget papers say.</li>

<li><strong>Moko Mystery</strong> Massey vets couldn&#8217;t identify the <a href="http://www.stuff.co.nz/waikato-times/news/national-news/3921508/Mokos-death-forever-a-mystery">cause of death of Moko the dolphin</a>.</li>
<li><strong>Learner Success</strong> MIT students have an <a href="http://www.times.co.nz/cms/front_page_feature/2010/07/heat_on_for_students_show.php?page=1">exhibition in Pakuranga </a>from July 24. <li><strong>Young Farmers</strong> I forgot to mention earlier in the week that Lincoln grads <a href="http://www.lincoln.ac.nz/News--Events/News/Current/Young-Farmer-Contest-----top-three-places-go-again-to-Lincoln-University-alumni-/">took places 1, 2 and 3 </a>in the Young Farmer competition last weekend.</li>
<li><strong>Free Property</strong>Otago has had <a href="http://www.odt.co.nz/campus/university-otago/116089/fisher-university-bequest">a bequest </a>consisting of several buldings, including some they already rent.</li>

<li><strong>Steven Joyce Day</strong> I&#8217;m naming today Steven Joyce day because all the big stories today stem from <a href="http://www.beehive.govt.nz/speech/speech+victoria+university">his speech yesterday </a>at Victoria University on tertiary education policy.

<li>The Dom Post focused on the review of <a href="http://www.stuff.co.nz/waikato-times/news/national-news/3919820/Review-of-extra-fees-for-tertiary-students">universities&#8217; big extra student support fees </a>(UCOL too from memory) as did <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10658862">the NZ Herald</a> (NZPA had <a href="http://nz.news.yahoo.com/a/-/top-stories/7583239/govt-looking-at-extra-fees-at-tertiary-institutions/">a piece</a> too). VUW, AUT and UC were the big movers this year on non-academic services fees.</li>
<li>Joyce suggested he&#8217;d like to have graduate outcomes factored into performance funding (but made it clear at the event that the data didn&#8217;t allow for it now, and he only wanted to used solid quantitative data such as course and qualification completions). That graduate outcomes issues became the focus of several NZPA stories (<a href="http://www.guide2.co.nz/politics/news/minister-suggests-linking-tertiary-ed-to-jobs/11/18025">here</a>, <a href="http://www.guide2.co.nz/politics/news/educators-could-quotgame-the-systemquot-if-funds-linked-to-jobs/11/18034">here </a>and <a href="http://nz.news.yahoo.com/a/-/top-stories/7586281/labour-against-linking-tertiary-funding-to-jobs/">here</a>), with the later stories including comment from Grant Robertson. <li><strong>Budget Papers</strong> Labour&#8217;s Grant Robertson put out a release about <a href="http://www.voxy.co.nz/politics/budget-papers-reveal-major-concerns-about-student-support-changes/5/55109">student support issues </a>he&#8217;s uncovered in the pre-Budget papers released last week.</li>
<li><strong>Pasifika Film </strong>Unitec is running workshops now for <a href="http://www.scoop.co.nz/stories/CU1007/S00190.htm">aspiring Pasifika filmmakers </a>from secondary schools.</li>
<li><strong>MP from Tauranga </strong>Simon Bridges, Tauranga MP, has written a piece on <a href="http://www.sunlive.co.nz/16014a1.page">tertiary education and titanium</a>. Incidentally, the University of Waikato received some <a href="http://www.scoop.co.nz/stories/ED1007/S00049.htm">FRST funding for titanium research </a>this week.</li>
<li><strong>Export Ed </strong>Indian Newslink has a story on <a href="http://www.indiannewslink.co.nz/index.php/educationlink/4699.html">changes in export ed</a>, including previously announced immigration changes and an upcoming review of the Code of Practice for the Pastoral Care of International Students.</li>
<li><strong>Otago Issues </strong>Otago Uni has <a href="http://www.odt.co.nz/campus/university-otago/115933/university-council-approves-department-mergers">approved two mergers</a>, of departments each, in education and commerce &#8211; job losses will follow later. Students involved in a rowdy party this week will be <a href="http://www.odt.co.nz/campus/university-otago/115927/varsity-discipline-students">disciplined by the University</a>. Otago researchers may <a href="http://www.odt.co.nz/campus/university-otago/115932/researchers-may-recreate-face-second-skull">create a second face </a>from an ancient Turkish skull &#8211; a male one this time.</li>
<li><strong>Pony Up</strong> An AUT student is <a href="http://www.stuff.co.nz/auckland/local-news/nor-west-news/3918310/Young-rider-keen-to-compete">off to Hong Kong for a pony competition</a>.</li>
<li><strong>Massey Property Sales</strong> Massey University plans to <a href="http://www.stuff.co.nz/manawatu-standard/news/3917918/Massey-sell-off-closer">close and sell its Hokowhitu campus </a>(the old college of education and polytechnic site &#8211; UCOL left is yars ago). The closure and sale may take up to seven years with students shifting to the main Turitea campus.</li>
<li><strong>Lincoln Farm $$</strong> One of Lincoln University&#8217;s farms is <a href="http://www.ruralnews.co.nz/Default.asp?task=article&amp;subtask=show&amp;item=19268&amp;pageno=1">falling off the profitability pace </a>because it has not used cheaper supplements &#8211; there&#8217;s an interesting case study here of the issues involved and the challenges facing the farm board. It&#8217;s a good window into farming issues.</li>
<li><strong>Top Butcher </strong>The Central Districts top butcher is Damian Hanley, in the Retail Meat ITO&#8217;s competition.</li>

			<content:encoded><![CDATA[<p><em>This might kick off a series of posts on university entrance (although David Choat&#8217;s </em><a href="http://www.ed.co.nz/2010/02/19/an-end-to-open-entry-at-universities/"><em>February post on open entry </em></a><em>might be the first) as there are a lot of interesting aspects to it.</em></p>
<p>Many readers will think that NZQA sets university entrance standards (in consultation with universities of course) and they will be both right and wrong. <a href="http://www.legislation.co.nz/act/public/1989/0080/latest/DLM186237.html">S257 of the Education Act 1989</a> gives NZQA the power to set university entrance standards for those aged under 20. Universities set entrance standards for other students and the NZVCC has a <a href="http://www.nzvcc.ac.nz/studying-in-nz/domestic">good overview of the issues</a>.</p>
<p>Of course, with capped funding and high demand, NZQA&#8221;s threshold is becoming increasingly meaningless. Universities are having to ration places even for those who meet NZQA&#8221;s standard &#8211; Auckland, Otago, VUW and Massey have all put in place measures to limit access to university.</p>
<p>So where is the government in all this? Education Act requirements were put in place on the basis that access to university was a national decision, but this is being undermined with little formal response from Ministers. Now I recognise that the government has decided to limit funding (and I&#8217;m not unhappy with that choice), but they have been largely absent from discussion on the implications of that funding restriction. It&#8217;s easy to understand why Steven Joyce hasn&#8217;t wanted to front service restrictions, but when a prominent national myth like open access to universities is involved, it does leave an opening for the Opposition (Grant Robertson is likely to exploit that for Labour).</p>
<p>To be fair, the government has initiated a review of university entrance via NZQA, but the horse has bolted in the interim with universities setting their own entry standards in response to excess demand. More recently, TEC has also gotten in on the act by publishing the following <a href="http://www.tec.govt.nz/Funding/investment-plans/Information-for-organisations/Universities/">investment guidance for universities</a> two weeks ago.</p>
<blockquote><p>In a low-growth funding system, the needs of groups targeted in the TES must be prioritised. The expectation is that universities will prioritise younger learners where decisions are made in relation to managing enrolments but not at the expense of older learners from less represented groups (Māori and Pacific peoples in particular).</p></blockquote>
<p>The text is really quite important, because it gives universities a clear signal about who should be prioritised (and that it should be on age and ethnicity) but it does it through a back-door quasi-regulatory method. Universities are not formally bound by it (yet) but will be expected to factor it into their plans. I think, given the importance of the issue, it would be better to front-foot such an initiative. Another wrinkle to all this is whether universities would be acting legally by preferencing younger over older students &#8211; they could give preference to under-represented groups legally, but young people are not under-represented in tertiary education.</p>
<p>I want to emphasise that I&#8217;m not necessarily against the TEC approach. It expands upon a TES theme for having more younger graduates and it is also evidence-backed &#8211; younger people tend to study full-time and complete their quals at a better rate than older students, and have an income premium over less qualified people for longer. My view is simply that the whole issue of university entrance deserves a larger, and co-ordinated, debate, even though events are forcing immediate responses on agencies and TEOs. Some of the questions worth investigating are listed below.</p>
<ol>
<li>Should access be restricted?</li>
<li>If access is restricted, should it be done on age, academic performance, whether a person comes from an under-represented group or some other factor?</li>
<li>If access is effectively regulated by individual universities, what scrutiny should they face over their choices?</li>

<ol>
<li><strong>Residence for Study </strong>This is a <a href="http://www.stuff.co.nz/southland-times/news/national-news/3760182/Residency-call-for-foreigners-graduating-at-NZ-varsities">chunky <em>Dominion Post </em>story</a>. NZVCC Chair Derek McCormack is calling for foreign student graduates to automatically get residency. Steven Joyce said no, but then said that he wanted to review the allocation and coordination of international education promotion money. There&#8217;s a shorter version on <em>The Press&#8217; </em>website.</li>
<li><strong>Uni or Dole? </strong>Secondary principals are <a href="http://www.stuff.co.nz/dominion-post/politics/3760099/University-rules-may-force-pupils-on-to-dole">pleading for unis to take more students </a>so that secondary school leavers don&#8217;t end up on the dole.</li>
<li><strong>International or Domestic? </strong>Steven Joyce has refuted as &#8220;<a href="http://www.guide2.co.nz/politics/news/nz-needs-international-and-local-students-minister-says/11/16806">lazy logic</a>&#8221; a claim that international students are taking places at the expense of domestic students.</li>
<li><strong>Lower Admissions </strong>NZUSA has put out a release about <a href="http://www.scoop.co.nz/stories/ED1005/S00149.htm">admissions limits at universities</a>, and so has <a href="http://www.scoop.co.nz/stories/PA1005/S00525.htm">Maryan Street of Labour </a>- both are quoted in stories above. <em>The Press</em> has written, poorly, an <a href="http://www.stuff.co.nz/the-press/opinion/editorials/3760049/Editorial-Tertiary-study-costs">editorial about why selective admissions should be welcomed </a>at universities &#8211; it could do with some editing to improve the flow.</li>
<li><strong>Indian Institute </strong>Indian institute the Rayat Bahra group was in town recently to <a href="http://www.indiannewslink.co.nz/index.php/educationlink/4527.html">look for opportunities</a>.</li>
<li><strong>Canterbury PR Wins</strong> The University of Canterbury has <a href="http://www.comsdev.canterbury.ac.nz/news/2010/100531a.shtml">won a PR a</a>ward for the work its inhouse team did for the successful sale of its $50m of philanthropic bonds last year.</li>
<li><strong>Wintec RPL </strong>Wintec is getting into RPL. There&#8217;s a <em>Waikato Times </em>story <a href="http://www.stuff.co.nz/waikato-times/news/3757315/Theres-no-class-with-this-diploma">here</a>, or you can check out their specialist website at <a href="http://www.elevate.ac.nz">www.elevate.ac.nz</a>. They seem to be charging $25/credit and collecting SAC subsidies on top of that (Presumably they are, anyway, as they&#8217;re charging international students $65/credit).</li>
<li><strong>NorthTec&#8217;s Council </strong>As I mentioned in a post yesterday, NorthTec has made <a href="http://www.voxy.co.nz/national/two-independent-representatives-appointed-northtec-council/5/50442">two more appointments to its Council</a>.</li>
<li><strong>Dunedin Pub </strong>The Gardens Tavern (the Gardies), a favourite student haunt,  is closing soon and its closing night is <a href="http://www.odt.co.nz/on-campus/university-otago/108595/bid-divert-crowd-fails">causing a few headaches </a>as people from near and far come to celebrate.</li>
<li><strong>Pay Envy </strong>The State Services Commission will now be <a href="http://www.voxy.co.nz/politics/more-state-sector-chief-executives039-pay-be-public/5/50516">publishing pay details for CEOs</a>, in bands, for all Crown entities now, not just core departments and TEIs &#8211; that means that NZQA, TEC and other agencies will have pay over $100,000 reported.</li>

<li><strong>Restructuring Around the Country</strong>
<ul>
<li>Massey University is <a href="http://www.infonews.co.nz/news.cfm?l=1&amp;t=0&amp;id=52564">closing down its Hawkes Bay teacher education courses</a>, based at EIT. It will maintain its MOE-funded teacher professional development team. The 59 students will be able to transfer to Palmerston North or continue studying by distance. Massey says that the operation is not financially viable. As budgets tighten, it will be interesting to see if more satellite activities are ceased.</li>
<li>WITT has cut its faculties from 3 to 2, cut 12 positions and is looking at other ways to cut costs and increase revenue to <a href="http://www.stuff.co.nz/taranaki-daily-news/news/3726658/Faculty-rejig-starts-hunt-for-department-heads">deal with the ending of one-off funding next year</a>.</li>
<li><a href="http://www.odt.co.nz/on-campus/university-otago/107182/social-work-dept-urges-care-cuts">Social work students </a>are arguing for not making cuts to their University of Otago department.</li>
</ul>

<li><strong>Budget Reaction</strong>
<ul>
<li>The NZVCC came out with a <a href="http://www.voxy.co.nz/national/budget-does-little-enhance-universities039-contribution-economic-growth/5/49412">strong reaction to the Budget</a> on Friday afternoon, arguing that there is no more money and nothing to complement the welcomed science investments.</li>
<li>Maryan Street has <a href="http://www.voxy.co.nz/politics/street-tertiary-education-big-loser-budget/5/49404">attacked the Budget </a>over ACE cuts (not sure if those are old or just the impact of last year&#8217;s announcement &#8211; I tend toward the latter), small EFTS rises at ITPs and unis (she effectively divides them by the number of institutions) and confusingly attacks the government for both cutting the amount that some institutions can put up fees and for making students pay more.</li>
<li>NMIT CE Tony Gray hopes just -completed restructuring will deal with the <a href="http://www.stuff.co.nz/nelson-mail/news/3724133/Funding-drop-short-sighted">$2m drop in one-off funding in 2011</a>.  Student leader Rachel Boyack is concerned that <a href="http://www.scoop.co.nz/stories/PO1005/S00233.htm">student loan living cost limits haven&#8217;t gone up to account for GST</a>.</li>
<li>Tairawhiti Polytechnic <a href="http://www.gisborneherald.co.nz/article/?id=17418">expects a $1m cut to its budget next year</a>, on top of $2m announce last year &#8211; I&#8217;m not sure where the extra $1m comes from.</li>
<li>Stuart Middleton has a <a href="http://www.stuartmiddleton.co.nz/?p=289">thougttfiul column on the Budget</a>.</li>
<li>The NZ Herald has a <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10647048&amp;ref=rss">good editorial on ECE funding changes</a>, pointing out that powerful union and training provider interests have been pushing 100% teacher registration for ECE and it is time for another look at that.</li>

<li><strong>Weak Booze Report </strong>I mentioned a report a couple of weeks back done by an Otago University Students&#8217; Assn employee, with funding from them, the University and the City Council. Turns out that it was only <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10646867&amp;ref=rss">a four and a half page report</a> and cost $40,000.</li>
<li><strong>Dairy Trainee of the Year</strong> I mentioned the winner of the Dairy Trainee of the Year recently but now there&#8217;s a <a href="http://www.odt.co.nz/news/farming/107325/top-trainee-has-big-plans">good background story on him in the <em>ODT</em></a>.</li>
<li><strong>Wintec Events Grad</strong> &#8230;Bianca Angel is using her skills to <a href="http://www.stuff.co.nz/waikato-times/news/3726760/Entrepreneurs-plan-Mystery-thrill">co-organise a music festival at Mystery Creek</a>. It&#8217;s great seeing someone give it a go and using their tertiary education skills. Good luck, and if, you&#8217;re in the area, why not check out Shiverdown, a Kiwi dub and reggae festival.</li>
<li><strong>UniServices No. 1 </strong>The University of Auckland&#8217;s subsidiary UniServices won the “Large business over $10 million turnover” category of the Vero Excellence in Business Support Awards.</li>
<li><strong>Welcome to New Council </strong>Whitireia Community Polytechnic <a href="http://www.whitireia.ac.nz/news/Pages/newcouncillors.aspx">welcomed its new Council members </a>last week. The welcome includes Whitireia&#8217;s superb performing arts group.</li>
<li><strong>Student Success</strong> The <em>Sunday Star-Times </em>had a story yesterday on some MOE research on student success. The headline was on <a href="http://www.stuff.co.nz/waikato-times/news/national-news/3728681/Gap-year-students-do-better">students who take a gap year doing better</a>, but there are other points in the story.</li>

<p>It’s no secret that the government is facing difficult financial times and the New Zealand Vice-Chancellors’ Committee (NZVCC) acknowledges that tough choices are needed in this year’s budget.  Indeed, universities have been making hard choices for some time now, as we work to deliver more value for money and continue to drive efficiency in our institutions, while protecting our research and research-led teaching strengths. </p>
<p>University teaching and research are vital to New Zealand’s economic growth.  While we don’t expect this week’s budget to contain the level of investment needed to maximise our contribution to economic growth, we are somewhat heartened by the work the government has been doing to reduce costs around the margins and free up funds to recycle back into the sector, and look forward to hearing more about these initiatives in Thursday’s budget announcement. </p>
<p>We are also encouraged by the government’s announcement last week that the budget will prioritise research, science and technology through $225 million of new spending. </p>
<p>Universities are the most important research organisations in New Zealand.  We have over half the country’s research staff, have the bulk of its fundamental research capability and train nearly all its postgraduate students – the researchers and professionals of the future.  In addition, universities are at the forefront of commercialising research results.</p>
<p>As key players in the science and innovation system we welcome the additional funding for new initiatives to encourage links between companies and publicly-funded research organisations, promote technology transfer, support mid-career researchers and attract top science entrepreneurial talent to New Zealand.</p>
<p>In the Prime Minister’s speech to the Wellington Chamber of Commerce last Tuesday, he stated that “knowledge drives prosperity.” We will continue to encourage the government to lift its investment in universities to a level that allows us to fully contribute to this goal.  We will work with the government, industry and others to make sure New Zealanders enjoy the full benefits – cultural, social and economic – from this investment.</p>
<p>Capital investment in infrastructure like hospitals, schools and roads will not pay off without parallel investment in human capital.  Graduates from our universities staff our hospitals, schools, farms, research facilities and creative sectors, to name a few.</p>
<p>Every New Zealander benefits from investment in our universities.</p>

			<content:encoded><![CDATA[<p><strong>Our fifth sector group comments on the upcoming budget today at 9.30am - it&#8217;s </strong><a href="http://www.students.org.nz"><strong>NZUSA</strong></a><strong>, covering the student viewpoint.</strong></p>
<ol>
<li><strong>Vic&#8217;s Enrolment Shutdown </strong>Unsurprisingly, yesterday&#8217;s media was dominated by VUW&#8217;s decision to stop taking enrolments for the rest of 2010.
<ul>
<li>NZUSA said that the <a href="http://www.voxy.co.nz/politics/doors-opportunity-slam-shut-twice-prospective-students-union-says/5/48318">doors of opportunity had been slammed shut twice on students</a>, at VUW and Otago (which put on enrolment caps on some courses), but pointed the finger mainly at a lack of Government investment.</li>
<li>TEU said that the <a href="http://www.scoop.co.nz/stories/ED1005/S00046.htm">government needs to open the door to students</a>.</li>
<li>Gareth Hughes of the Greens <a href="http://www.voxy.co.nz/politics/greens-pitifully-poor-planning-joyce/5/48393">lambasts the government</a>, mainly for not planning for a baby blip flowing through to enrolments &#8211; funnily enough I thought enrolment pressures were mainly due to the recession.</li>
<li>Labour&#8217;s Maryan Street says that it&#8217;s the <a href="http://www.scoop.co.nz/stories/PA1005/S00207.htm">end of aspirations for a smart economy</a>.</li>
<li>The Young Nationals are calling for enrolment caps to be lifted, by <a href="http://www.scoop.co.nz/stories/PO1005/S00117.htm">allowing universities to charge what they want</a>, rather than being constrained by fee maxima;</li>
<li><a href="http://www.stuff.co.nz/national/education/3695237/Govt-defends-university-funding">NZPA brings together all the perspectives</a>, with Steven Joyce dropping some hints of new places in the Budget. And an <a href="http://www.guide2.co.nz/politics/news/maori-student-group-angry-over-enrolment-restrictions/11/16325">updated NZPA story </a>has comment from the Maori Tertiary Students&#8217; Association.</li>
<li>The Dominion Post brings in all the usual views, plus <a href="http://www.stuff.co.nz/dominion-post/national/3695540/Business-NZ-urges-review-of-student-loan-system">Business NZ, which is calling for a review of interest free loans </a>- and has a dig at the value of sport science courses.</li>
<li><a href="http://tvnz.co.nz/national-news/unis-crackdown-student-numbers-3539007/video">TVNZ </a>had a 3 minute piece with comment by Pat Walsh (VUW VC), Derek McCormack (AUT &amp; NZVCC Chair) and Steve Joyce plus a student locked out by VUW (who is <a href="http://www.kiwiblog.co.nz/2010/05/a_question-7.html">apparently a Labour Party activist</a>, but didn&#8217;t make any overt political attacks). TV3 had a<a href="http://www.3news.co.nz/Lack-of-funding-causes-Victoria-Uni-to-turn-away-students-/tabid/309/articleID/155630/Default.aspx"> 2 minute story covering much the same issues</a> with Walsh, Joyce and NZUSA&#8217;s David Do.</li>
<li><a href="http://www.3news.co.nz/Audio-Stephen-Joyce-and-Pat-Walsh-on-university-enrolments/tabid/384/articleID/155525/Default.aspx">RadioLIVE&#8217;s Marcus Lush </a>had Pat Walsh and Steve Joyce on for a 9 minute story yesterday morning.</li>
<li>Radio NZ&#8217;s Checkpoint had a <a href="http://www.radionz.co.nz/audio/national/ckpt/2010/05/13/govt_restrictions_on_tertiary_enrolments_stretched_to_the_limit">background story </a>(3 min) and an <a href="http://www.radionz.co.nz/audio/national/ckpt/2010/05/13/steven_joyce_talks_about_student_enrolments">interview with Steven Joyce</a> (5 min).
<ul>
<li>In the background story, Derek McCormack said (at about 2 min): &#8221;Everyone&#8217;s chocked right up at 103 or just over, and it&#8217;s very hard to accurately keep to that. There&#8217;s all sorts of imponderables and difficulties in tracking enrolments exactly and so there is no margin for error.&#8221; Well, yes, quite &#8211; if you took your enrolments over the limit last year, as 5/8 universities did, then it will be hard to keep them under this year, unless you actually&#8230;try to limit the enrolments that you are completely free to accept or not.</li>
<li>Even better than that quote was Mary Wilson of Radio NZ questioning Steven Joyce (about 1:30 in): &#8220;So middle-class parents and their students are simply going to have to live with these restrictions?&#8221; Because of course university is just a middle-class thing&#8230;</li>

<li><strong>Budget Hints </strong>National is hinting at <a href="http://www.stuff.co.nz/national/politics/3695624/Tolley-takes-issue-with-OECD-figures">extra money for Youth Guarantee in the Budget</a>. The main story highlights how our education spending/student in dollars on primary and secondary students is 21st or 23rd out of 28 countries, which is unsurprising, since we&#8217;re 25th by income.</li>
<li><strong>Mining in National Parks</strong> This <a href="http://www.waikato.ac.nz/news-events/media/2010/05Mining%20alternative%20for%20New%20Zealand's%20national%20parks.shtml">University of Waikato media release </a>is an example of how to draw a very long bow &#8211; the intro suggests that there is an alternative to mining national parks, but its really about seeding clouds to increase water flow for hydro dams and irrigation (it&#8217;s dubbed &#8220;water mining&#8221;).</li>
<li><strong>Lincoln-Telford Merger </strong>The Lincoln University and Telford Rural Polytechnic Councils will <a href="http://www.stuff.co.nz/the-press/news/3684195/Tertiary-merger-floated">vote on a merger proposal by the end of the month</a>, although the Minister will make the call in the end.</li>
<li><strong>Student Causes</strong> A pro-life club has been <a href="http://www.scoop.co.nz/stories/PO1005/S00120.htm">allowed to affiliate to AUSA</a>, after some silly rules were repealed, while OUSA will <a href="http://www.odt.co.nz/on-campus/university-otago/105945/cannabis-back-ousa-agenda">continue to oppose cannabis prohibition</a>.</li>
<li><strong>Agri-Food </strong>Massey University VC Steve Maharey is trying to <a href="http://www.infonews.co.nz/news.cfm?l=1&amp;t=0&amp;id=52139">position the Central North Island as the agri-food centre of the world</a>.</li>
<li><strong>Student Loans</strong> The<a href="http://www.indiannewslink.co.nz/index.php/educationlink/4467.html"> Maxim Institute</a> is calling for reform of student loans.</li>

			<content:encoded><![CDATA[<p>The <a href="http://www.scoop.co.nz/stories/ED1005/S00041.htm">NZVCC</a> have just announced a great initiative, along with Business NZ, TEC and the University Commercialisation Office of NZ. As you might have guessed by the participants, it&#8217;s all about business-university links.</p>
<blockquote><p>UniServices, the commercialisation arm of the University of Auckland, is hosting an event to promote university innovation and technology in the health sector on Tuesday 18 May. Six other New Zealand universities will be joining the University of Auckland at the event&#8230;.Under this initiative, a series of similar events involving all eight New Zealand Universities will be held around the country over the next twelve months. Each event will focus on a specific theme such as biotechnology, energy, food and nutrition, ICT, education, design and creative arts and high tech manufacturing.</p></blockquote>
<p>What impresses me most is that they are running this industry by industry, and involving all universities, so that they have the best prospect of linking relevant business and industry people. It ties in well with yesterday&#8217;s science announcements, which will have been no coincidence, but if the universities can kick on with this sort of coordinated initiative, then I have a lot more hope for universities&#8217; contribution to economic development in NZ. For once the universities are not just saying that spending money on them will magically lead to growth but are doing something practical. Good on them.</p>
<p>By the way, if you want to read some voodoo economics about how university spending magically leads to growth, <a href="http://www.universitiesaustralia.edu.au/content.asp?page=/news/media_releases/2010/uniaus_media_07_10.htm">Universities Australia has just published a consultant&#8217;s report to that effect</a>.</p>
