Policy, Management & People

BIMs Treasury’s BIM sparked media releases from NZUSA’s Pete Hodkinson (opposing interest on student loans) and the TEU’s Sandra Grey (opposing shifting funding to younger students and research money to help the private sector). It is not surprising that NZUSA wasn’t too worried about shifting funding towards younger students as most student reps are…younger students. The EXMSS VP, however, has addressed the focus on younger users in a good post. Bill English said there was nothing new in what Treasury said (NewstalkZB).

Rod Carr’s Pay Rod Carr, Canterbury VC, has asked for no pay rise for the final two years of his term. He has better PR sense that the Christchurch City Council CEO, although that has been obvious for some years!

Adventure Tourism Here’s a nice profile of adventure tourism coordinator at Waiariki, Nick Chater.

Academic Publishing Auckland’s Siouxsie Wiles has written on current academic publishing issues, including the Elsevier boycott (she also wrote on scientist-journalist relations). The TEU also wrote about Elsevier in this week’s newsletter.

Extras: Otago Poly has a $1m+ funding boost this year; EXMSS is looking to expand membership beyond Massey; Andy West’s Triumph motorcycle (adjunct at Waikato).

Research & Innovation

HIV Data Otago Uni’s Peter Saxton and colleagues recruited 1,049 gay and bisexual men in Auckland to undergo an anonymous HIV test. 6.5% had HIV and 1.3% of the total population were unaware they had HIV (21% of those infected). This sparked many stories from the media, including One News, TV3 (earlier story), Fairfax (and again), APNZ, AAP, gaynz.com (and here and here) and RNZ. The numbers sound terrible, but unfortunately there is no explanation in the media release about their sampling approach (which may well have introduced a bias) or their population estimate. Without identifying sampling issues and margin of error, we really have no idea of whether the research really “suggests” that 6.5% of gay and bisexual men in Auckland have HIV. So then I went to the free online journal article (refereed, but not linked, to in the media release) and found that the “community settings” where participants were sourced were “a gay community fair day, gay bars and sex-on-site venues” – the first is broad (and made up 80% of respondents), but the second and third would skew the sample. There was also a 49% acceptance rate to invitations to participate, and only 80% of those who accepted an invitation supplied a sample. The paper acknowledges that these factors are study limitations but doesn’t explore them in depth. That said, the survey provides an enormous amount of data that illuminates very real health concerns. My critique is really about whether the statistic at the start of the media release is reliable enough to be the lead, especially when the NZ Aids Foundation then treated it as gospel in their release.

New Ministers John Key announced new Ministers yesterday, with Steven Joyce keeping tertiary education (adding “skills and employment” too) and picking up economic development, plus science and innovation – Hekia Parata gained education (all the following stories are pretty generic: NewstalkZB, NewstalkZB, RadioLIVE, Kapiti Independent, APNZ, NZ Herald, NZ Herald, RNZ, BusinessDesk, Idealog, One News, Stuff, NBR, TV3). Reaction came from TEU, Universities NZ, NZUSA, frogblog. Later stories focused on Steven Joyce’s key role, including NZ Herald, NZ Herald and Fairfax.

Raukawa Funding Cut Te Wananga O Raukawa has had a $1.9m funding cut for next year after a second year of poor course completions in 2010 – they went from 42% to 43% (updated story and again). The new target is 55%, the level at which PTEs are offered zero funding. The wananga is claiming they should be measured according to their Kaupapa but the other two wananga get course completions in the 70s and 80s. Personally, I haven’t seen any credible argument to explain why they should be allowed to continue their low performance. I covered the issue back in August.

Yesterday I welcomed some new lobbyists in the tertiary education sector, but my YouTube subscription update today showed me a talent I had missed – the wonderful protest singing of the Tertiary Education Union’s president Sandra Grey. She does a great job – enough to win the inaugural ED Blog Best Lobbyist Singer of the Year award. Check it out below. For those getting this by email, here are the links to video 1 and 2.

In this last video, you will see that NZUSA’s David Do could not match Sandra’s enthusiasm – he’s second from left.

Canterbury Woes Canterbury will have an $11.4m budgeted loss next year, based on their media release – different figures were reported in media yesterday (TV3, BusinessDesk, NBR, RNZ, TEU). 24 staff have been given voluntary redundancy at Canterbury (39 applied).

New HSI CE The new HSI CE is Ken Harris – you can find out more about him here. He is appointed on a fixed term, which is sensible given all the merger discussions going on in ITO-land.

Unitec Sold Now before Rick Ede tells me off, I should note that the only thing that has been sold is a building that Unitec leases on the North Shore. I mentioned it a little bit ago and the offer sold in 3 weeks.

Reinstatement? A former Waiariki manager wants reinstatement, rather than just the compensation awarded by the ERA.

Lots of people disliked asset sales, but almost as many disliked super age increases, showing that you can’t build a win around one policy (of course, Labour’s push this week around asset sales is about protecting from a collapse in their vote, not winning the election).

Policy & Management

Maori Education RNZ had two rather weak stories yesterday, referring to WITT holding its own on Te Reo Maori against TWOA (which “has several North Island campuses” which understates things a little) and Te Wananga O Raukawa’s badly explaining its poor completions. I might write more on the latter.

SIT International The Southland Times covers SIT’s latest marketing efforts in South America.

New Student Centre Waikato opened their new student centre yesterday (second release). I will see if I can get some photos of it all (Waikato Times).

NMIT Buildings The Nelson Mail has more on the history of old (and dangerous) NMIT buildings – seems I’m not the only sad guy who follows this stuff. But the paper’s editorial takes NMIT to task for not coming up with a strategy to fix the buildings and essentially neglecting them – it seems a bit unfair to me, as the masonry building in particular has always been a death-trap but the Christchurch quakes raised awareness of that enormously.

Big Sale at Auckland Qualcomm (once famous for Eudora) has bought an Auckland spinoff that does wireless charging of electric cars (RNZ, release, Fairfax). It was apparently Auckland’s biggest deal ever.

CSI Otago The ODT does a follow-up story with more details on the Otago Uni team that tracked down a rogue fishing boat.

Occupy Otago Uni’s Brian Geddis on why Occupy protestors can’t be easily evicted from public land.

Eat Together Having dinner together as a family has lots of benefits according to Auckland’s Jennifer Utter.

Extras: The Listener seems to have a good review of Paul Moon’s latest book, but most of it’s behind the paywall (AUT); two Canterbury academics playing in Stoke; Massey’s Brian Wilkinson has helped develop cow vitamins; AUT’s Rosser Johnson on trolling; Auckland’s James Wright bleaching wood pulp.
