<div><strong>Agencies Differ Over Pilot School </strong>A Palmerston North flying school, Wings Flight Training Academy, seems at high risk of closure after the International Education Appeal Authority found that accommodation and settling in of students were not up to standards. The <a href="http://www.stuff.co.nz/manawatu-standard/news/6160211/Shut-pilot-academy-tribunal">IEAA has recommended six months suspension for the provider</a>, during which time no students could be enrolled. On the other hand, <a href="http://www.nzqa.govt.nz/nqfdocs/provider-reports/7828.pdf">NZQA&#8217;s EER report in June</a> had the following text (you decide who is right &#8211; NB NZQA has made a statement in the comments for this post):</div>
<blockquote><p>&#8220;Students are guided and supported well from the time they arrive in New Zealand to when they leave. They are met at the airport on arrival and introduced to New Zealand culture, which is very different to Indian culture. Most stay in the accommodation provided by WFTA which has separate houses for the male and female students, an arrangement the students&#8217; parents expect and appreciate. As discussed earlier in this report, the chief flying instructor acts as a respected father figure which encourages parents to recommend WFTA to their children and helps students feel safe and secure, as they would at home.</p>
<p>Students interviewed by the evaluation team commented that they were disciplined and counselled which showed that the academy was concerned for them and believed that they could succeed. They agreed that the accommodation provided, including the separation of the men and women and the bans on smoking and alcohol, were appropriate and helped them to stay focussed on their study and to make the most of their time at the academy.&#8221;</p>
<p>The rating for learner guidance and support area was excellent for performance and self-assessment.</p></blockquote>

<li><strong>Smoking</strong> Auckland&#8217;s Natalie Walker has been <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10774271">trialling some low nicotine cigarettes</a>, which sound promising as part of a smoking cessation programme. <a href="http://www.listener.co.nz/commentary/smokers-need-more-help-to-quit/">This story</a> also cites Otago/Auckland Uni research.</li>

			<content:encoded><![CDATA[<p>A report from the US last week provides a good example of how mystery shoppers can work as a quality assurance tool.</p>
<p>The US Government Accountability Office has been doing a great job for many years in checking out educational rorts. Their latest report is titled <a href="http://www.gao.gov/new.items/d12150.pdf"><em>For-Profit Schools &#8211; Experiences of Undercover Students Enrolled in Online Classes at Selected Colleges</em></a><em>. </em>Their students tried to enrol in 15 colleges using fake high school diplomas and got into 12 of them. The students then failed to attend classes, submitted plagiarised assignments and some were still passed for poor or incomplete work. There is <a href="http://chronicle.com/article/Undercover-Probe-Finds-Lax/129881/">some debate</a> in the US about the report&#8217;s methodology and the severity of the problems uncovered. I don&#8217;t know (or care) enough to check out all the details, but you should be aware of the debate at least.</p>
<p>What I found most interesting was the potential for similar mystery shopper approaches to be used in New Zealand. Some ongoing work around visa and qualification fraud could have some quick returns, especially when combined with NZQA&#8217;s new investigative and enforcement powers. There might well be some problems in recruitment of the mystery shoppers in the international student market but it still seems worthwhile checking it out. I can&#8217;t see many other ways to find the information when students and providers are currently colluding over soft marking and dodgy qualifications (the NZ Herald covered the issue well <a href="http://www.nzherald.co.nz/education-qualifications/news/article.cfm?c_id=186&amp;objectid=10687331">last November</a>).</p>
<p>It would also be great if we could generate thematic reports of the GAO&#8217;s rigour in NZ on quality assurance issues. NZQA&#8217;s focus on individual tertiary education organisations leaves a gap for systemic analysis of specific issues. ERO does do some good thematic reports but even they could learn a bit from the GAO. I first read some GAO reports around 1996 and it&#8217;s a pity that they haven&#8217;t been reviewed more widely in NZ.</p>
<p>So, what do you think? Are mystery shoppers a good approach to try in tertiary education quality assurance?</p>

<li><strong>Tourism Dropped</strong> Otago Uni has dropped its tourism offering <a href="http://www.odt.co.nz/campus/university-otago/182536/tourism-now-part-commerce-degree">from a specialist degree to a major within the commerce degree</a>, which is an interesting turnaround from the trend that grew in the 90s for degrees to have more specific names. A win for the traditionalists.</li>
<li><strong>Compulsory English?</strong> It looks like NZQA might require PTEs to use an international test like IELTS to determine course entry, after many have <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10759137">offered dodgy assessments to boost course numbers</a> (and subsequently award dubious qualifications).</li>

<li><strong>Uni Impact</strong> Otago Uni has released an economic impact report with lots of large numbers tailor-made for appreciative media stories, like <a href="http://www.odt.co.nz/campus/university-otago/177646/university-boosts-dunedin-7542m">this one</a>.</li>

<li><strong>Here to Help</strong> Ronald Reagan once said &#8220;The nine most terrifying words in the English language are, &#8216;I&#8217;m from the government and I&#8217;m here to help.&#8217;&#8221;. Well, the new CE of public sector ITO Learning State started his first media release with: &#8220;&#8221;In these demanding times, we&#8217;re here to help.&#8221; If that doesn&#8217;t scare you away, <a href="http://www.scoop.co.nz/stories/BU1109/S00395/new-chief-executive-and-initiatives-for-learning-state.htm">here&#8217;s the release</a> from Jeremy Baker (I&#8217;m sure he will really help).</li>

In that vein, Auckland&#8217;s Prof Tava Olsen reckons <a href="http://www.auckland.ac.nz/uoa/home/template/news_item.jsp?cid=422746">Queen St should have been closed to traffic on Friday night</a> – she&#8217;s a logistics expert. Massey&#8217;s Andy Asquith <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyid=204642">blames Rodney Hide</a> for the opening night problems. AUT&#8217;s Mike Lee on the <a href="http://www.nzherald.co.nz/marketing/news/article.cfm?c_id=14&amp;objectid=10751529">RWC&#8217;s impact on brands</a>.</li>
<li><strong>Happy Feet</strong> Happy Feet may be alive, Massey&#8217;s John Cockrem reckons that <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10751511">leopard seals weren&#8217;t in the area</a> and the transmitter probably just fell off the penguin (<a href="http://tvnz.co.nz/national-news/happy-feet-not-near-predators-4399857">One News</a>). It won&#8217;t stop the conspiracy theorists – one of my FB friends thinks the penguin was a harbinger of doom and writes bad poetry about its malign influence&#8230;</li>

<li><strong>Miss Universe </strong>Massey student Priyani Puketapu didn&#8217;t win Miss Universe – <a href="http://www.stuff.co.nz/southland-times/life-style/fashion/5616597/NZ-misses-out-as-winner-announced">Miss Angola did</a>.</li>
<li><strong>Green Fingers</strong> The more I read about Lincoln&#8217;s Prof Ian Spellerberg, <a href="http://www.stuff.co.nz/southland-times/life-style/5587427/Plants-flourish-with-a-little-help-from-allies">who focuses on plants</a>, the more I am impressed. Prof Steve Wratten also features in the article with a wine region planting project.</li>
<li><strong>Stronger Buildings </strong>A Canterbury PhD student has been testing wrapping Glass Fibre Reinforced Polymer around the beams of older buildings – <a href="http://www.comsdev.canterbury.ac.nz/rss/news/?feed=news&amp;articleId=199">seems to make them stronger</a>.</li>
<li><strong>Massey Merger </strong>Three of the four students&#8217; associations at Massey <a href="http://www.stuff.co.nz/manawatu-standard/news/5613607/Student-unions-planning-merger">might merge due to VSM</a>.</li>
<li><strong>Competenz </strong>Competenz has released a few stories and they&#8217;re good ones. A formal five-year plan between Cedenco and Competenz has <a href="http://www.competenz.org.nz/about/cedenco%E2%80%99s-five-year-training-plan-for-cultural-success/">led to some great improvements already</a>, which really show how industry training can work well. There are also stories on <a href="http://www.competenz.org.nz/about/training-provides-business-boost-for-vitaco/">delivering management training with a company</a>, a <a href="http://www.competenz.org.nz/about/young-cantabrian-set-to-take-on-the-world/">WorldSkills competitor</a> in polymechanics, a managing director who has been <a href="http://www.competenz.org.nz/about/assuring-trade-skills-competency-the-chillex-way/">running Saturday morning review and mentoring sessions</a> with his apprentices since 2003, and Competenz <a href="http://www.competenz.org.nz/about/meet-peter-rood-your-baking-specialist/">hiring a baking specialist</a>.</li>
<li><strong>Alcohol Silliness </strong>Otago Uni&#8217;s Doug Sellman made a mistake in his Alcohol Action NZ lobbying role – he thought the government was pushing through its alcohol bill through this week under urgency <a href="http://www.scoop.co.nz/stories/PO1109/S00175/govt-set-to-bury-alcohol-reform-bill-by-weeks-end.htm">so he criticised the government</a> for rushing it through during the RWC. Under two hours later, when he realised there was no urgency, <a href="http://www.scoop.co.nz/stories/PO1109/S00178/weak-govt-response-to-heavy-drinking-culture.htm">he criticised the government for <em>not</em> passing the Bill quickly before the election</a>. <li><strong>No NZQA-ERO Merger</strong> Various agencies were approved for merger yesterday by Cabinet, but <a href="http://www.stuff.co.nz/dominion-post/news/politics/5430490/State-mergers-to-save-millions">NZQA and ERO were not included</a> and the merger is now off the table. Good – it was a bloody stupid idea. Policy work in the DOL will also no longer shift to the MOE, as had been proposed. <li><strong>ENZ Chair</strong> One of Wellington&#8217;s lobbyists has been <a href="http://www.beehive.govt.nz/release/inaugural-education-new-zealand-chair-appointed">appointed as the new Education NZ chair</a> – he currently works for Saunders Unsworth (and <em>may</em> do some work for the Metro ITPs there) and was previously head of the Wgtn Chamber of Commerce (<a href="http://www.odt.co.nz/news/national/173122/finny-head-education-nz">NZPA</a>). He has a background in MFAT and trade issues, speaks fluent Mandarin and is on Victoria&#8217;s Council. I heard a rumour that another Wellington consultant has got the CE job, but I&#8217;d need more sources to name the person. The NZ Herald also did a <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10744534&amp;ref=rss">good review of day 1 of (old) ENZ&#8217;s conference</a> up in Auckland.</li>
<li><strong>Fishing Boat Workers</strong> Auckland&#8217;s Christina Stringer, Glenn Simmons, Daren Coulston and Professor Hugh Whittaker have released their report on work conditions on foreign crewed fishing vessels in NZ waters. They <a href="http://www.3news.co.nz/Government-not-protecting-foreign-fishermen---study/tabid/423/articleID/221843/Default.aspx">found some bad things</a>, from bad pay and long hours to abuse (<a href="http://www.radionz.co.nz/news/national/82288/seminar-to-hear-about-abuse-of-foreign-fishing-crews">RNZ</a>, <a href="http://www.theaucklander.co.nz/local/news/insidious-and-disturbing-practices/3962558/">The Aucklander</a>, <a href="http://tvnz.co.nz/national-news/foreign-fishing-crew-won-t-deported-soon-4349064">TVNZ</a>, <a href="http://www.stuff.co.nz/timaru-herald/business/5431221/Slave-fishing-in-NZ-waters-exposed">Stuff</a>). It will be interesting to see how the debate goes – if their report is as substantial as it seems to be, there will be a lot of debate about it.</li>

<li><strong>NMIT&#8217;s Flash Boat</strong> NMIT has spent $180K on a new boat but it&#8217;s not a runabout for CE Tony Gray, <a href="http://www.stuff.co.nz/nelson-mail/news/5428189/Orange-lifeboat-to-launch-survival-training-sessions">but a lifeboat for maritime training</a>. <li><strong>Canterbury Cuts </strong>The TEU is <a href="http://teu.ac.nz/2011/08/budget-cuts-looming-at-canterbury/">pointing to budget cuts at Canterbury</a>, which is a natural reaction to the funding drop from the international market.</li>
<li><strong>VSM</strong> The TEU lead their newsletter with VSM, <a href="http://teu.ac.nz/2011/08/student-membership-bill-will-cost-staff/">arguing that it is bad for staff</a>. AUSA asked the PM to <a href="http://www.voxy.co.nz/politics/pm-should-try-vsm-say-auckland-students/5/97858">visit them on the Auckland campus</a> to see the effects of VSM (they&#8217;re voluntary). <li><strong>Student Games</strong> 12 Massey students are part of a 62-strong group <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle_uuid=EC630406-C886-F456-EB0E-552204E46E83">heading off to the World Uni Games</a>. Such stories always make me think why University Sport NZ isn&#8217;t making a release about it.</li>
<li><strong>Head of Meds</strong> Prof Allan Merry has been appointed the <a href="http://www.auckland.ac.nz/uoa/home/template/news_item.jsp?cid=414046">Auckland Uni Head of School of Medicine</a> – he currently works in the School.</li>
<li><strong>Government Cuts</strong> Phil Goff is rehashing his bad industry training stats and adding in some Training Opportunities cuts <a href="http://www.stuff.co.nz/national/politics/5425648/Govt-cut-146m-from-skills-training-Goff-says">to come up with $146m less in skills training</a>. Personally, I&#8217;m not sure I would die in a ditch over Training Opportunities issues as they have been presented – it&#8217;s not just an issue of &#8220;money with YMCA/Sallies good, money elsewhere bad&#8221; and this is a reallocation.</li>
<li><strong>Buses &amp; Trains</strong> Roger Sowry, Wellington uber-chair of ITPs, is <a href="http://www.stuff.co.nz/dominion-post/news/local-papers/kapi-mana-news/5413720/Bus-discounts-for-Wellington-students-wanted">backing student discounts for bus and train fares</a> – the whole issue seems to be gathering steam, even though hardly anywhere else does it in NZ.</li>
<li><strong>London Riots</strong> Canterbury&#8217;s Bronwyn Hayward has both provided <a href="http://www.stuff.co.nz/the-press/news/5425741/Unrest-inevitable-NZ-just-as-bad-academic">insight into the London riots and warned of risks here</a>. She has also received a $1.1m research grant with colleagues <a href="http://www.comsdev.canterbury.ac.nz/rss/news/?feed=news&amp;articleId=183">for a project on youth in Norway</a>;</li>
