<p>Two Kiwis with tertiary education connections were also honoured in the UK&#8217;s New Year&#8217;s Honours List. Gill Greer, a former AVC at Victoria, was awarded a CBE for her <a href="http://www.stuff.co.nz/dominion-post/news/6206616/British-Honours-recipient-challenges-abortion-laws">work on sexual health for women and girls around the world</a>. John Buchanan has been <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10776285">knighted for services to industry</a> – he retains NZ links and is on the University of Auckland&#8217;s business school advisory board.</p>

<li><strong>Whitireia Buildings</strong> Whitireia has <a href="http://www.stuff.co.nz/dominion-post/news/6171213/Porirua-theatre-plan-sinks-as-funding-pulled">pulled out of a $3m contribution to a performing arts development</a> in Porirua, both because they&#8217;ve moved their course into Wellington and approved a $20m development at Porirua for classrooms etc to replace prefabs. It&#8217;s upset some people in Porirua, but it&#8217;s hard to fault the priorities.</li>
<li><strong>Industry Training</strong> The MOE will be getting a <a href="http://www.stuff.co.nz/waikato-times/business/6165402/Horticulture-NZ-seeks-to-lift-training">strong submission</a> from Horticulture NZ on the industry training review.</li>
<li><strong>Congrats Richard</strong> Richard Handley, WITT CE, has been <a href="http://www.radionz.co.nz/news/te-manu-korihi/94201/polytech-praised-for-relationship-with-iwi">congratulated by iwi on meeting Treaty responsibilities</a>.</li>
<li><strong>Titles Race? </strong>Ha ha, last week I suggested that Auckland&#8217;s appointment of 13 Distinguished Professors might start an arms race around titles and <a href="http://www.lincoln.ac.nz/News--Events/News/Current/Inaugural-Distinguished-Professor-of-Plant-Pathology-/">now Lincoln has named one</a>! To be fair, the decision would have been made before Auckland&#8217;s release, but it does look like a developing trend anyway.</li>
<li><strong>VSM Hearing</strong> Te Mana Akonga has apparently gained a <a href="http://www.radionz.co.nz/news/te-manu-korihi/94199/maori-students-take-legislation-to-waitangi-tribunal">Waitangi Tribunal hearing into its claims about VSM legislation</a>.</li>
<li><strong>Tough Competition</strong> The Spirit of Adventure is running a <a href="http://www.scoop.co.nz/stories/ED1112/S00107/spirit-of-adventure-trust-supports-job-seekers.htm">special trip for unemployed 17-20 year olds</a>.</li>
<li><strong>Raukawa App</strong> Te Wananga O Raukawa has had some bad news recently but I just came across this cool app they have, <a href="http://itunes.apple.com/nz/app/ewai/id477051733?mt=8">eWai</a>, that has waiata tawhito on it. If I have it correctly, they are the traditional chants heard on marae.</li>

<li><strong>Aviation Oddity</strong> The person who allegedly impersonated Massey&#8217;s Frank Sharp, head of the aviation school, in an email that was entered into evidence at a coroner&#8217;s inquiry into an aviation accident has been revealed. It turns out that Peter Kirker, a CAA employee (he resigned last week), may have sent the email but the charges will be defended. <li><strong>No NZQA-ERO Merger</strong> Various agencies were approved for merger yesterday by Cabinet, but <a href="http://www.stuff.co.nz/dominion-post/news/politics/5430490/State-mergers-to-save-millions">NZQA and ERO were not included</a> and the merger is now off the table. Good – it was a bloody stupid idea. Policy work in the DOL will also no longer shift to the MOE, as had been proposed. (<a href="http://www.scoop.co.nz/stories/PO1108/S00148/throwing-out-education-changes-is-wise-move-says-union.htm">PSA</a>, <a href="http://www.radionz.co.nz/news/national/82311/more-state-sector-mergers-announced">RNZ</a>)</li>
<li><strong>ENZ Chair</strong> One of Wellington&#8217;s lobbyists has been <a href="http://www.beehive.govt.nz/release/inaugural-education-new-zealand-chair-appointed">appointed as the new Education NZ chair</a> – he currently works for Saunders Unsworth (and <em>may</em> do some work for the Metro ITPs there) and was previously head of the Wgtn Chamber of Commerce (<a href="http://www.odt.co.nz/news/national/173122/finny-head-education-nz">NZPA</a>). He has a background in MFAT and trade issues, speaks fluent Mandarin and is on Victoria&#8217;s Council. I heard a rumour that another Wellington consultant has got the CE job, but I&#8217;d need more sources to name the person. Longstone is currently the Director General for Infrastructure and Funding at the English Department for Education (she&#8217;s been at the Dept and its predecessors for 10 years). The SSC media release says she &#8220;has 25 years&#8217; experience in the education and employment sectors in the United Kingdom, Europe and Australia, and she understands the economic importance of education and its contribution to the broader skills agenda&#8221;. Last year she was <a href="http://www.education.gov.uk/inthenews/inthenews/a0061879/queens-birthday-honours-list-2010">made a Companion of the Order of the Bath</a>. I&#8217;ve enjoyed working with Jonathan immensely and wish him all the best.</li>
<li><strong>Home Auctions</strong> NMIT has <a href="http://www.scoop.co.nz/stories/AK1106/S00637/popular-student-built-homes-bought-before-theyre-finished.htm">sold relocatable homes built by students</a> before they have been completed. Meanwhile, Campus Living Villages is <a href="http://www.stuff.co.nz/the-press/technology/5191966/Reserve-of-1-on-Christchurch-apartment">auctioning off a 5-bedroom apartment in Christchurch</a> at a $1 reserve – check out the auction <a href="http://www.trademe.co.nz/Travel-events-activities/Accommodation/New-Zealand/Canterbury/auction-386575029.htm">here</a>. ED Blog friend Darel Hall is the man behind it.</li>
<li><strong>Penguin SOS</strong> The emperor penguin has gripped the nation as we wait to see if it recovers. Massey&#8217;s Prof John Cockrem is NZ&#8217;s expert on the penguins and <a href="http://www.stuff.co.nz/manawatu-standard/news/5192484/Professors-penguin-power-pays-off">got in on the action</a>. Someone at Massey will also be <a href="http://www.3news.co.nz/Sand-eating-Kapiti-penguin-still-causing-concern/tabid/1160/articleID/216490/Default.aspx">checking out feathers to determine sex and home colony</a>. I&#8217;m not covering every story on this but will cover new material.</li>
<li><strong>Alasdair Thompson</strong> Alasdair Thompson&#8217;s dopey comments sparked some academic responses amongst all the general angst. Cecilia Tarrant, Executive-in-Residence at Auckland Uni thought his comments were &#8220;<a href="http://www.scoop.co.nz/stories/ED1106/S00097/working-women-not-only-ones-insulted-by-sexist-comments.htm">unbelievable and incredible, but also wrong</a>&#8220;.  Auckland&#8217;s Ananish Chaudhuri <a href="http://www.nzherald.co.nz/business/news/article.cfm?c_id=3&amp;objectid=10734339">explored the reasons for the gender pay gap</a> in an op-ed (which <a href="http://offsettingbehaviour.blogspot.com/2011/06/equal-pay.html?utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed%3A+OffsettingBehaviour+%28Offsetting+Behaviour%29">Canterbury&#8217;s Eric Crampton reviewed</a>). AUT&#8217;s Rachel Morrison <a href="http://www.stuff.co.nz/business/5191673/Alasdair-Thompson-under-pressure-to-quit">thought the comments were outrageous</a>.</li>
<li><strong>Massey Vets</strong> The matuku or bittern is <a href="http://www.stuff.co.nz/national/5189191/Vets-take-Boris-under-their-wing">doing well after surgery at Massey</a>, while Massey vets and students have been <a href="http://www.infonews.co.nz/news.cfm?&amp;id=69673">checking out birds after a tanker truck spill at Awakino</a>. 12 students, in 4 groups of 3, will each <a href="http://www.stuff.co.nz/manawatu-standard/5188271/Vet-students-to-work-in-Samoa">spend a week in Samoa helping out an animal charity group</a>. I wonder is Massey actually has to market its veterinary degree at all with all the free media they get for their veterinary hospital&#8217;s exploits.</li>
<li><strong>WITT Poll Surprise</strong> A <a href="http://www.stuff.co.nz/taranaki-daily-news/news/5192257/Jonathan-Young-takes-early-lead">poll by WITT journalism students</a> shows Labour&#8217;s Andrew Little well behind Jonathan Young in the race for the New Plymouth seat &#8211; Victoria&#8217;s Jon Johansson was surprised.</li>
<li><strong>UFB </strong>Transfield is looking to hire up to 450 people to help build ultrafast broadband and Infratrain CE Philip Aldridge says <a href="http://www.stuff.co.nz/the-press/business/5194940/Transfield-to-hire-up-to-450-people-for-UFB-jobs">his organisation is ready to help</a> train them and others.</li>
<li><strong>LinkedIn Savviness </strong>In a naked promotion, LinkedIn came up with a dopey index of savviness to identify the top users of LinkedIn. Anyway, Te Wananga O Aotearoa did well for female networkers while the MOE did well for male networkers. <li><strong>DNA Evidence </strong>Canterbury academics have collaborated with ESR scientists to work on how juries interpret DNA evidence. While it looks interesting, the <a href="http://www.comsdev.canterbury.ac.nz/rss/news/?feed=news&amp;articleId=144">article on the Uni&#8217;s website</a> is a good example of why humanities training helps to develop writing skills (or, at the least, editing skills).</li>
<li><strong>Minimum Wage</strong> A couple of weeks back, Massey VC Steve Maharey wrote a column in NBR about <a href="http://www.nbr.co.nz/article/comment-why-minimum-wages-are-necessary-95555">why minimum wages are necessary</a>. I figured it was behind the paywall but it wasn&#8217;t and Canterbury&#8217;s Eric Crampton <a href="http://offsettingbehaviour.blogspot.com/2011/06/maharey-on-minimum-wages.html?utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed%3A+OffsettingBehaviour+%28Offsetting+Behaviour%29">responded to it yesterday</a>. <li><strong>ITO Review</strong> Steven Joyce has ordered a <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10730186">sweeping review of the ITO system</a>, with the MOE to start it soon. He also referred to sale of quals and falsification of results as a new trend – hmm, maybe new to him, but I&#8217;ve heard about if for over a decade.</li>
<li><strong>Plumbing Stoush</strong> Garry Cruickshank, a former Unitec head of plumbing and now MIT plumbing tutor, is <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10730187">alleging that plumbing apprentices aren&#8217;t up to it</a>. The Plumbing, Gasfitting and Drainlaying Industry Training Organisation disagrees, Unitec sacked him (Employment Court appeal pending) and MIT is unhappy with him. You decide whether he&#8217;s a crusading martyr or a grumpy loser. This may be the final act in the decade-odd long dispute between Unitec the ITO, which now collaborate.</li>
<li><strong>Compressed Trades Training</strong> Aoraki is <a href="http://www.stuff.co.nz/timaru-herald/news/5099915/Polytech-cans-compressed-course">ditching its proposed compressed building course</a> after BCITO decided it didn&#8217;t support such courses. Aoraki <a href="http://www.scoop.co.nz/stories/ED1106/S00031/aoraki-polytechnic-and-trades-training.htm">continues with a range of other initiatives</a>.</li>
<li><strong>VSM </strong>Heather Roy&#8217;s <a href="http://www.infonews.co.nz/news.cfm?id=68663">complaint about Labour filibustering on the VSM Bill</a> did get a riposte from Labour (<a href="http://blog.labour.org.nz/index.php/2011/06/03/silly-heather-roy-cant-do-maths/">Trevor Mallard</a>, <a href="http://www.radionz.co.nz/news/political/76878/act-accuses-labour-of-cynical-delaying-tactics">RNZ</a>, <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=197998">NewstalkZB</a>). David Farrar had a go at Labour on <a href="http://www.kiwiblog.co.nz/2011/06/labours_400000_an_hour_filibuster.html">Kiwiblog</a>, and <a href="http://pundit.co.nz/content/talking-about-process-and-dismissal">Andrew Geddis at Pundit</a> critiqued that (but also criticised Labour&#8217;s original behaviour). Then Student Choice argued that students&#8217; assns <a href="http://www.scoop.co.nz/stories/PO1106/S00044/charities-commission-should-examine-political-student-unions.htm">should lose their charitable status</a> (also <a href="http://www.roy.org.nz/royters/student-choice-take-charitable-status-student-associations/">Heather Roy</a>) and <a href="http://homepaddock.wordpress.com/2011/06/04/filibustering-to-preserve-foolishness/">Homepaddock</a> also blogged on it.</li>
<li><strong>Pilots Bewildered </strong>The Aviation Industry Assn&#8217;s Irene King is bewildered about <a href="http://www.stuff.co.nz/the-press/business/5106209/Only-the-rich-training-fear-after-pilot-loan-cap">why the government isn&#8217;t going to provide loans for student pilots&#8217; solo hours</a>. Steven Joyce has apparently given them a chance to come up with an alternative by January 1, when the changes take effect.<strong><br />

			<content:encoded><![CDATA[<p>The government has just released a <a href="http://www.beehive.govt.nz/release/government-reviews-more-state-agencies">series of state sector restructuring proposals</a>, including that ERO and NZQA should merge.  I&#8217;d be interested in hearing your thoughts on it.</p>
<p>The merger proposal does explain one odd inclusion in the Education Amendment Bill (no. 4), which required all new regulations by NZQA to be signed off the the Minister (update: well, all but one). A merger with ERO will make the new body a much more operational body (ERO checks schools against guidelines set by the MOE) and under the new Bill, NZQA will also become a more operational body, ceding more policy power to the Minister (and effectively the MOE, which advises the Minister).</p>
<p>The details will be released down the track and we&#8217;ll be in a better place to assess whether it&#8217;s a good idea then, but what is your initial reaction?</p>

<li><strong>April Fool&#8217;s Day </strong>Friday&#8217;s April Fool&#8217;s Day spoof about Sir Harawira Gardiner being named TEC CE seemed to fool a few people, but I was happy that Wira saw the joke and we exchanged a couple of emails about it. I also joked about a MEKE project where critics of Paul Callaghan would be name and shamed (also fake). The Greens had a good joke, that they would <a href="http://www.scoop.co.nz/stories/PA1104/S00001/greens-announce-hip-hop-tour-of-universities.htm">run a hip-hop tour of universities</a>.</li>
<li><strong>Dodgy Courses?</strong> The NZ Herald did a big story on the weekend about the <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10716493">assessment practices of Tasman International Academies</a> (plus <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10716590">news brief</a>). It really doesn&#8217;t read very well and I can&#8217;t imagine the practices getting through any external review.</li>
<li><strong>Literacy </strong>The Manawatu Standard has <a href="http://www.stuff.co.nz/manawatu-standard/news/4841267/School-leavers-lack-basic-literacy-skills">quite an interesting story on literacy</a>, a topic that rarely gets (a) into the mainstream and (b) away from simplistic statements.</li>
<li><strong>MOE CE </strong>In the wake of various public sector CE departures (including the MOE&#8217;s Karen Sewell), Minister of Education Anne Tolley <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10716941">dampened rumours that TEC would be merged into the MOE</a>. Incidentally, you can apply for the MOE CE job <a href="http://www.ssc.govt.nz/display/document.asp?docid=8047">here</a>.</li>
<li><strong>Student Debt </strong>The ODT has done an <a href="http://www.odt.co.nz/opinion/editorial/154418/loans-patriotism-or-conscience">editorial on student debt</a>. Kerre Woodham <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10716706&amp;ref=rss">commented too</a>.</li>
<li><strong>Waikato Success </strong>Waikato Uni hosted its annual stakeholder breakfast last week, <a href="http://www.waikato.ac.nz/news-events/media/2011/04community-leaders-attend-university-of-waikato-briefing.shtml">announcing an above-budget surplus and enrolment growth</a> – Tauranga EFTS are <a href="http://www.waikato.ac.nz/news-events/media/2011/04waikato-university-tauranga-numbers-up-on-2010.shtml">up 11% this year too</a>.</li>
<li><strong>Christchurch Quake </strong>An Auckland Uni dance lecturer is <a href="http://www.nzherald.co.nz/entertainment/news/article.cfm?c_id=1501119&amp;objectid=10716638">helping Christchurch kids cope with quakes</a>. Massey has <a href="http://www.stuff.co.nz/national/education/4841140/Too-early-to-reconsider-student-cap">picked up about 55 students from Canterbury</a>, with only 10 on an exchange – up to 1,200 Canterbury students have gone on an exchange, withdrawn or dropped their applications. Christchurch&#8217;s <a href="http://www.sportzhub.com/site/index.php?option=com_content&amp;task=view&amp;id=11991&amp;Itemid=1">marathon will start from Lincoln</a>, not the Town Hall, this year. Canterbury Uni academics think a <a href="http://www.stuff.co.nz/the-press/news/4842827/Hope-telescope-could-be-saved">telescope could be saved from the Arts Centre</a>.</li>
<li><strong>GM-Tourism Link Myth Exposed </strong>Otago Uni researchers (led by Assoc Prof Phil Knight) released a study showing that it was <a href="http://www.voxy.co.nz/lifestyle/research-exposes-quotmythquot-gm-pasture-will-deter-tourists/5/86882">very unlikely that GM drought-resistant pasture would impact on tourism</a> (<a href="http://www.3news.co.nz/Clean-green-image-stays---even-with-nuclear-power/tabid/209/articleID/205223/Default.aspx">NZPA</a> – with some negative comments too). GE Free NZ said it was &#8220;chicanery at its worse (sic)&#8221; and <a href="http://www.scoop.co.nz/stories/SC1104/S00006/nz-cows-going-hungry-otago-report-wrong.htm">suggested he consider resigning</a> – and then put out another one <a href="http://www.scoop.co.nz/stories/SC1104/S00007/otago-university-report-should-be-withdrawn.htm">asking for the raw data to be released</a> and the report withdrawn. The Soil and Health Assn of NZ said the report was part of &#8220;a dirty tricks campaign&#8221; and <a href="http://www.scoop.co.nz/stories/PO1104/S00045/dirty-tricks-campaign-to-get-genetic-engineering-into-nz.htm">claimed that Agmardt (an industry body) funded it</a>. The Homepaddock blog <a href="http://homepaddock.wordpress.com/2011/04/03/tourists-not-as-green-as-myths-paint-them/">supported the research</a>.</li>

<li><strong>Levy Controls</strong> Steven Joyce has <a href="http://www.beehive.govt.nz/release/changes-compulsory-student-services-levies-0">announced a new Bill</a> to control what institutions charge for student services levies and require student input (<a href="http://nz.news.yahoo.com/a/-/top-stories/9102263/tertiary-institutions-to-come-clear-about-levies/">NZPA</a>, <a href="http://www.radionz.co.nz/news/political/71688/bill-targets-non-academic-tertiary-fees">RNZ</a>). <a href="http://www.scoop.co.nz/stories/PO1103/S00302/students-will-welcome-accountability-and-transparency.htm">NZUSA welcomed it</a> and only included a very small dig about VSM, which shows how much they do like it.</li>
<li><strong>English Language Schools Hit</strong> RNZ&#8217;s John Gerritsen did a great piece on the <a href="http://www.radionz.co.nz/audio/national/mnr/2011/03/30/christchurch_language_schools_struggle_to_survive">impact of the quake on Christchurch English language schools</a> (here&#8217;s the <a href="http://www.radionz.co.nz/news/canterbury-earthquake/71639/tough-times-for-language-schools-in-christchurch">brief text version</a>) yesterday. Language Schools NZ had 52 students before the quake and now host 20, but only 7 are theirs, as they are hosting 2 other language schools (Languages International and Aspiring Language School). There have been no new students since the quake and few are likely for the next six months. Rob McKay’s Christchurch College of English Language has dropped from 220 to 100. (John did a piece on CPIT the day before but sometimes I don&#8217;t link to his audio because RNZ&#8217;s site indexing is so poor that you have to go in to manually look for everything. It&#8217;s a pity because RNZ has good info but it&#8217;s ten times harder to find info on their site than it is from mine.)</li>
<li><strong>Taiwan Science Success</strong> Two winners of an ETITO science competition for school students (Bright Sparks) <a href="http://www.scoop.co.nz/stories/SC1103/S00095/talented-kiwis-take-top-spots-in-international-science-fair.htm">won first and second place</a> in the engineering category at the prestigious Taiwan International Science Fair.</li>
<li><strong>Trades Hit?</strong> TEU is claiming that <a href="http://teu.ac.nz/2011/03/northtec-responds-to-skills-shortage-by-looking-to-fire-trades-teachers/">3 trades tutors (electrical and carpentry) will be made redundant at NorthTec</a> and ETITO block courses for electrical apprentices will now be held in Auckland. Hopefully NorthTec offers some response so we can find out more (yes, I know I could call to ask them, but I could spend my whole day doing that sort of thing).</li>
<li><strong>Dodgy Uni 2 </strong>The international student who passed degree requirements at AUT but is not being given the degree because AUT illegally enrolled her without a visa <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10716097">is likely to be deported soon</a>. The Herald article said that AUT acted in good faith that her visa was pending&#8230;for two years.</li>
<li><strong>Quake Deaths </strong>Two King&#8217;s Education students (Jessie Redoble of the Philippines and Yoku Sakurai of Japan) and a University of Canterbury lecturer and clinical psychologist (Susan Selway) <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10715985">have been confirmed as dying in the CTV building</a>.</li>
<li><strong>Loan Stuff </strong>Some people who have paid off their loans (actually one never seemed to have got one) <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10715896">got offended by Prof Sir Paul Callaghan&#8217;s proposed expat loan repayments</a>. They also rolled out the old canard that Callaghan got a cheap education so they should have as well – as Callaghan has pointed out, he paid $150, which was about $2,000 today, so hardly nothing (the period of very low real fees and high allowances was very much a 70s and 80s affair), but he also paid 66% top tax rate for some years (there was no money tree then either). In the end, it doesn&#8217;t matter what happened 10, 20, 30 or 50 years ago – we need to decide our own financing approach now.</li>
<li><strong>Gang Change </strong>Canterbury&#8217;s Jarrod Gilbert and Victoria&#8217;s Fiona Hutton advise caution on the latest proposal to <a href="http://www.stuff.co.nz/dominion-post/news/4824947/Tricky-plan-to-get-Kiwi-kids-on-right-path">help keep kids away from gangs and the wrong path</a>.</li>

<li><strong>John Minto</strong> &#8230;comments on the history of PTE funding and gets the details wrong but his overall argument about <a href="http://auckland.scoop.co.nz/2011/03/to-the-front-iwi-used-to-defend-economic-privatisation/">whether Maori are co-opted by privatisation</a> is robust (I disagree with him though, on privatisation being a bad thing, on Maori all needing to be leftwing and on most other things in the piece).</li>
