			<content:encoded><![CDATA[<p>It&#8217;s getting to the end of the year and a few people that I know in tertiary education are moving on or changing roles and I&#8217;d like to recognise their contribution.</p>
<p>First up, Karen Houston of International Travel College has sold her College. I first heard Karen&#8217;s name when ED was advising the other side of a business break-up that she was involved in. Not a great start, but I&#8217;ve had a fair bit to do with her over the years and enjoyed her passion, sense of humour and sheer achievement. The College has won a lot of awards and educated a lot of students, so it&#8217;s in a good place to pass on. She&#8217;s sold the business to her daughter (the marketing manager), a Campus Manager and an independent business advisor and I&#8217;m sure she&#8217;s happy it&#8217;s taken three people to replace her! She says she&#8217;s now going to become a professional ice skater and you never know with Karen. For those keen to find out more about the business change, <a href="http://www.ed.co.nz/wp-content/uploads/2010/12/ITC-Ownership-Change-Dec-2010.pdf">here&#8217;s some background</a>.</p>
<p>Judy Campbell is stepping down as Tairawhiti Polytechnic CE at the end of the year, as is Telford Rural Polytechnic&#8217;s CE Jonathan Walmisley. I accidentally walked into a farewell by their fellow CEs at drinks before NZITP&#8217;s dinner last Tuesday night (I thought they were just having a chat on the balcony!) and couldn&#8217;t agree more with the nice words said there. Both Judy and Jonathan have performed with dignity and integrity as they have supported the merger process that ended with the disestablishment of their institutions and the loss of their roles.</p>
<p>Judy has done really well over the last couple of years to stabilise Tairawhiti after many years of turmoil and get it to as good a place as it could be on its resources, and I&#8217;m sure it has been a tough job. Jonathan took Telford to impressive growth and, in recent years has had to manage a decline in EFTS and coverage due to the previous government&#8217;s opposition to out of region provision. I think he did a great job to build national provision, but the underlying value of the provision was questionable. Putting that aside though, it needed someone of Jonathan&#8217;s tireless networking and enthusiasm to make it happen. I&#8217;m happy he&#8217;s having a good break right now overseas before he starts a six month contract with Lincoln University to support the transition process. And with Judy, I&#8217;m sure we&#8217;ll see her in another high profile role early in the new year.</p>
<p>Finally, I&#8217;d like to acknowledge the work done by Judith Brown in turning around ITP Quality. I know that ITP Quality is just about to be disestablished, but Judith successfully modernised the organisation and led the implementation of the EER system. I was on her selection panel and was one of her managers (she had two, I had three – go figure). We went through many of the same pressures with members and staff, and she managed some very difficult issues well. I&#8217;m happy that she&#8217;s going to be working with NZQA yesterday and will be able to continue to contribute to the ITP, and wider tertiary, sector.</p>
<p>So congrats to Karen, Judy, Jonathan and Judith for their contribution – I look forward to what they&#8217;ll do next.</p>

<li><strong>Global Hair </strong>The Hairdressing ITO has <a href="http://www.scoop.co.nz/stories/ED1012/S00021/nz-hairdressing-qualification-now-globally-recognised.htm">awarded its first international certificates</a>, after years of negotiation with overseas bodies.</li>
<li><strong>Job Cuts </strong>Otago Uni&#8217;s Foundation Studies Ltd might have <a href="http://www.odt.co.nz/campus/university-otago/139238/university-owned-company-shed-more-staff">lost more than six jobs this year</a> as its EFTS are cut &#8211; this seems to be common and I don&#8217;t know whether TEC or unis are cutting the EFTS (or both). Seems silly in the absence of other university preparation options and tight caps.</li>
<li><strong>Housing Network</strong> The Metro ITPs have <a href="http://www.odt.co.nz/campus/otago-polytechnic/139349/sustainable-housing-network-setup">established a sustainable housing network</a> building on last year&#8217;s national sustainable housing competition.</li>
<li><strong>Labour on ITPs </strong>Labour wants <a href="http://labour.org.nz/news/government-must-continue-support-regional-polytechnics">Tairawhiti Polytechnic&#8217;s special character to be maintained</a> post-merger with EIT. They are also complaining that the one-off ITP funding that it put in place is not being continued, when its Ministers at the time (Cullen and Hodgson) were very clear that it would end in 2010 (<a href="http://www.odt.co.nz/news/politics/139091/govts-commitment-regional-polytechs-questioned">small NZPA story</a>).</li>
<li><strong>ITP Quality Goes </strong>As covered in <a href="http://www.ed.co.nz/2010/12/03/nzqa-takes-over-itp-qualitys-work/">a post on Friday</a>, Steven Joyce has announced that <a href="http://www.national.org.nz/Article.aspx?articleId=34738">ITP Quality&#8217;s delegated functions will be done by NZQA</a> from January.</li>
<li><strong>VSM and Abortion </strong>An <a href="http://righttolife.org.nz/2010/pro-abortion-university-groups-defunded/">anti-abortion group is supporting VSM </a>because some students associations were more pro-abortion and gave anti-abortion groups a hard time. I&#8217;m sure that will make for a more constructive debate, not.</li>
<li><strong>Odd Title </strong>&#8220;<a href="http://www.scoop.co.nz/stories/ED1012/S00019/ucol-fitness-centre-role-fulfilled.htm">UCOL Fitness Centre Role Fulfilled</a>&#8221; was the title of the media release and I assumed it was a good news story until the third para where I started to realise that they were actually closing it!</li>

<li><strong>Hamilton&#8217;s the Place to Summer </strong>The University of Waikato has <a href="http://www.stuff.co.nz/waikato-times/news/3984670/Summer-study-open">not made any cuts to its summer school </a>due to funding caps, but that mainly seems to be because the summer school starts in January 2011. Waikato Uni has, however, <a href="http://www.goodreturns.co.nz/article/976497086/govt-capping-forces-closure-of-finanicial-planning-diploma.html">closed a personal financial planning course</a>, which was eligible for financial adviser registration purposes, due to its cap.</li>
<li><strong>Performance Funding </strong>Steven Joyce released the <a href="http://www.beehive.govt.nz/release/details+performance+linked+funding+confirmed">main criteria for performance funding </a>yesterday. Labour&#8217;s Grant Robertson thinks it <a href="http://www.scoop.co.nz/stories/PA1008/S00042/joyce-a-bystander-as-students-are-locked-out.htm">runs the risk of being a compliance exercise</a>, but doesn&#8217;t actually say it is, before moving onto access issues. The Greens&#8217; Gareth Hughes says that the <a href="http://www.voxy.co.nz/politics/greens-another-f-joyce/5/57440">new approach is a failure and the answer is more funding</a> (the main focus of the release). The TEU fooled me by heading up their media release &#8220;Education can&#8217;t be funded on employment outcomes&#8221; &#8211; Labour and the Greens used the announcement as a springboard onto another issue, whereas it seemed the TEU just decided to talk about something else altogether from the start (Joyce&#8217;s release does not mention employment outcomes). But the TEU was even more cunning, because their media release not only has a clear analysis of the risks of performance funding, but it doesn&#8217;t even mention employment outcomes after the title.</li>
<li><strong>University Funding </strong>NZUSA&#8217;s David Do and NZVCC&#8217;s Derek McCormack <a href="http://tvnz.co.nz/national-news/students-futures-in-dark-3683935">were on Close Up last night</a>.</li>
<li><strong>Wine </strong>EIT has a new wine man (viticulture lecturer), from UC at Davis (I know a librarian there&#8230;in case you wanted to know). Anyway, he <a href="http://www.nznewsuk.co.uk/living/?id=10593">likes the local Syrah</a>, which will put him onside with the CE, Chris Collins!</li>
<li><strong>PTE Closures? </strong>NZQA threatened 42 PTEs with deregistration or conditions upon registration in late July. With the deadline passed on 2 August, <a href="http://www.nzqa.govt.nz/providers-partners/registration-and-accreditation/maintaining-registration/nzqa-addresses-quality-concerns/compliance-notices-issued-to-ptes">5 PTEs remained on the non-complying list</a>.</li>
<li><strong>ITPQ Update</strong> A few weeks back I explored <a href="http://www.ed.co.nz/2010/07/19/nzqa-chases-ptes-and-itpq/">NZQA&#8217;s potential takeover of ITPQ</a>. I noted that Telford had had its Quality Assured Status removed by ITPQ for some time but it was the only ITP with no audit report provided for it. ITPQ has now provided a short update <a href="http://itpq.ac.nz/index.php/external-evaluation-review/eer-reports">here</a>, but have still not provided an audit report or any detail about Telford&#8217;s failings.</li>
<li><strong>Legal Eagle</strong> Law geeks will be happy that <a href="http://www.comsdev.canterbury.ac.nz/news/2010/100803a.shtml">Australian judge Michael Kirby </a>is speaking at the University of Canterbury this week.</li>
<li><strong>Otago Corner </strong>Restructuring of Otago Uni&#8217;s College of Education is continuing, with <a href="http://www.odt.co.nz/news/dunedin/119168/revised-plan-still-cuts-education-jobs">a revised proposal released</a>. <li><strong>Tsunami Warning </strong>If there&#8217;s a tsunami, don&#8217;t spend the day at Bay of Plenty Poly&#8217;s Windermere campus &#8211; it&#8217;s <a href="http://www.bayofplentytimes.co.nz/local/news/tsunami-evacuation-investigation-reveals-which-str/3918476/?ref=rss">right in the likely path</a>. Just so you know.</li>
<li><strong>Research </strong>A third of the <a href="http://www.radionz.co.nz/news/stories/2010/08/03/628f3bcf1767">deaths of pregnant women in Wellington were preventable</a>, according to an Otago Uni study (detail is <a href="http://www.infonews.co.nz/news.cfm?id=55636">here</a>). On a slightly related note, intending penguin mums <a href="http://www.3news.co.nz/Science/Lady-penguins-prefer-their-men-fat/tabid/1160/articleID/165691/Default.aspx">prefer future dads to be fat</a>, according to an Auckland Uni researcher.</li>
<li><strong>NMIT Profile</strong> I missed this story from about ten days ago, but there&#8217;s a <a href="http://www.stuff.co.nz/nelson-mail/features/weekend/3954713/On-a-learning-curve">good profile of NMIT&#8217;s issues </a>in the Nelson Mail.</li>
<li><strong>Selling the Cows </strong>This is an older US story, but many colleges there are <a href="http://www.boston.com/news/education/higher/articles/2010/07/12/agriculture_colleges_sell_cow_herds_to_cut_costs/">selling their cows </a>as they can no longer afford to keep them due to rising costs and lower prices.</li>

		<title>NZQA Chases PTEs and ITPQ</title>

			<content:encoded><![CDATA[<p>NZQA is <a href="http://www.nzqa.govt.nz/providers-partners/registration-and-accreditation/maintaining-registration/nzqa-addresses-quality-concerns/compliance-notices-issued-to-ptes/">targeting 42 PTES</a> that have not met a June 30 deadline for filing papers relating to their accounts and quality processes. This mirrors a process applied earlier to PTEs that missed a 31 March deadline, although it now seems to be being applied sooner after the deadline. If they don&#8217;t supply the data they might lose their registration &#8211; last time, the few that didn&#8217;t comply by the deadline were given extensions.</p>
<p>NZQA also seems to be chasing ITPQ, with Tertiary Education Minister Steven Joyce saying that NZQA might take over QA of the whole non-university sector, with ITPQ losing their delegated authority for QA of ITPs. The Government&#8217;s push is probably driven by three things: an honest belief that centralisation might work better; a suspicion that ITPQ gives ITPs an easy ride becasue it is dominated by ITPs; and a human desire by NZQA to expand its empire.</p>
<p>On the other hand, ITPs will value the customisation of ITPQ&#8217;s services and the extra control that they have over decisions &#8211; ITPQ&#8217;s board has four ITP CEOs, while NZQA has no ITP input on governance (and QA decisions are generally delegated to NZQA staff anyway).</p>
<p>I think ITPQ probably will have its delegation removed if NZQA really wants to push this, but rather than go through all the issues, I thought I&#8217;d explore one comparison of the two bodies. NZQA has only just started its focus on public naming of PTEs facing compliance notices, but ITPQ doesn&#8217;t seem to advise if it has offered any compliance notices. One ITP, Telford Rural Polytechnic, has not had Quality Assured Status (the standard status) for some time, but no information on that ITP is provided on the website &#8211; even the latest audit report <a href="http://itpq.ac.nz/index.php/external-evaluation-review/eer-reports">is not provided</a>, while it has been for all other ITPs. An audit of Telford was carried out in 2009 (see p.4 of ITPQ <a href="http://www.itpq.ac.nz/files/ITPQ2009AnnualReport.pdf">Annual Report</a>), so why isn&#8217;t it up on the site? I could understand if there were some legal issues around the latest audit report, but why is there no information about Telford at all up on ITPQ&#8217;s site? There is no earlier audit report, nor any mention of the problems leading to the withdrawal of Quality Assured Status, nor any mention of compliance notices in effect. An external stakeholder would not gain any reassurance from ITPQ about Telford&#8217;s quality, while this situation could be offered as proof that ITPQ is soft on ITPs.</p>
