Policy, Management & People

Aviation Liquidation Bay Flight Aviation closed just before Xmas, apparently leaving 20 staff and 60 students in limbo. A buyer is being sought and a deal could be signed soon. The current owner blamed bad weather and “something in behind the scenes” for the liquidation. I wonder whether they lost EFTS funding due to the TEC reduction of pilot training EFTS, as Bay Flight Aviation was apparently an NMIT subcontractor. The first liquidators’ report doesn’t tell us much.

Ag Skills Some agricultural occupations were added to the skills shortages list, so Massey’s Jacqueline Rowarth said agriculture was undervalued and Labour’s Grant Robertson said it was the government’s fault.

Christchurch Enrolments CPIT international student numbers are down – domestically, Canterbury is down 5% for first years and CPIT down 25% (but they closed for an extra week due to Dec quakes)

Want an Honorary Degree? Maori Research Institute people are heading off to India and their Indian partner wants to award a Maori Elder an honorary degree while they’re there. So, the Institute is calling for nominations, which I think is much more democratic than just brainstorming in the VC’s office or the marketing department…

Extras: UCOL trades academy enrolments; more from the Herald on workforce literacy, with Workbase’s Katherine Percy; Indian Newslink published old industry training stories from Steven Joyce and the ITF; Otago Uni’s Najib Lafraie features in an exhibition.

Youth Unemployment The Reject Youth Unemployment coalition wants to meet Paula Bennett to discuss youth unemployment issues – given it is a leftwing coalition that launched a few weeks out from the election, complained about “the last three years” and is now inviting Bennett to meet via media release, I suspect they may not be that successful in their meeting goal.

$500K Waikato has gained a $500,000 bequest from Zena Daysh – and her ashes will be interred in New Plymouth today. Read the releases – she was quite a woman.

Taratahi Profile The Taranaki Daily News has written a long profile on Taratahi’s presence in the region and you should read it (NB I work with them but it’s still a good article).

Welcome to some new tertiary education lobbyists (or sector leaders if you prefer).

Unitec’s CE Rick Ede is the new Chair for the Metro Group of ITOs (whoops! Should be “ITPs”, as Rick pointed out in comments…). He’s picking up from WelTec’s CE Linda Sissons, who has chaired the group since 2009. The note I got said that the Metro Group’s aim was unchanged, being “contribute to the overall improvement in the country’s economic performance through being an efficient, effective and relevant driver of economic success”. Now I’m actually not sure what the Metro Group does to achieve that – the individual ITPs certainly do contribute, but I thought the Metro Group was just a lobby group for its members. I’m happy to be proven wrong. Anyway, I’m sure Rick will do a good job with the lobbying.

Mark Oldershaw is the new CE of the Industry Training Federation. He started on Monday and has formerly been involved with Network PR, the National Party and the NZ Hotel Council. As a sidebar, I had been providing some assistance to the ITF during their gap between CEs, but that’s now done (bar a last couple of things by the end of the week). Given my involvement over the last couple of months, I’ll be unable to speak freely on some ITO matters for a while yet.

Victoria’s VC Pat Walsh is the incoming chair of Universities New Zealand. He’s starting on 1 January, taking over from AUT’s VC Derek McCormack. Pat will focus on the serious underfunding of NZ’s universities and threats to their autonomy, if he’s like all his predecessors…J

Canterbury Loss Up Canterbury’s projected loss for 2012 is up from $10m to $15m, but it drops to $9m once insurance comes in (presumably the earlier $10m figure also dropped after insurance).

Skill Shortages The ITF’s new CE, Mark Oldershaw, has made the news in week 1 – talking about skill shortages.

Ant Cycles Victoria’s Meghan Cooling and Phil Lester have found out about the life cycles of Argentine ant colonies.

Unfair IRB? AUT’s Rawiri Taonui had a NZ Herald op-ed arguing that the IRB is biased against Pacific Islands teams.
UE Changes NZQA has changed University Entrance (UE) requirements, sparking comment from Business NZ, the Tourism Industry Assn (dislike) and Universities NZ (support) and stories from RNZ, Dom Post, TV3, NewstalkZB and NZ Herald – the latter is the best one, with some good comments by NZUSA..

Student Games 12 Massey students are part of a 62-strong group heading off to the World Uni Games. Such stories always make me think why University Sport NZ isn’t making a release about it.

Head of Meds Prof Allan Merry has been appointed the Auckland Uni Head of School of Medicine – he currently works in the School.

Government Cuts Phil Goff is rehashing his bad industry training stats and adding in some Training Opportunities cuts to come up with $146m less in skills training. Personally, I’m not sure I would die in a ditch over Training Opportunities issues as they have been presented – it’s not just an issue of “money with YMCA/Sallies good, money elsewhere bad” and this is a reallocation.

Buses & Trains Roger Sowry, Wellington uber-chair of ITPs, is backing student discounts for bus and train fares – the whole issue seems to be gathering steam, even though hardly anywhere else does it in NZ.

London Riots Canterbury’s Bronwyn Hayward has both provided insight into the London riots and warned of risks here. She has also received a $1.1m research grant with colleagues for a project on youth in Norway;

Old Loans The Nelson Mail has done some more investigation of loan repayments by older students – it’s not good.

ITF Conference Review Colin King, National Party MP, has written a review of the ITF conference – will be of interest to those in ITOs.

Disney A Massey grad’s experience at Disney World.

Pacific Youth The PM gave out six Pacific Youth Awards yesterday and Auckland Uni students or alumni won five of them.

Marine Designs Lots of people checked out designs by EIT students for Napier’s Marine Parade.

Plagiarism Otago Uni has changed its plagiarism policy.

Quake Stuff Light rail might go out from the CBD to Canterbury under a Council draft plan. Canterbury geologists David Bell and Marlene Villeneuve on homes threatened by rock fall. A CPIT tutor is helping to organise his local Christchurch community. Canterbury’s Julia Ruckridge has found that micronutrients might help with post-quake stress. And another story about NMIT’s new building and how Christchurch should be rebuilt with exact copies of it (or something like that – really, architects and engineers have been pushing this for months but haven’t generated one sale to boast about yet!). On a related note, Otago Uni’s Michael Bourk has found that Sri Lankans are still coming to terms with the 2004 Boxing Day tsunami (TVNZ).

Short Bits A pro-VSM blog post and Labour’s Nanaia Mahuta is anti-VSM.

Jeremy Baker, Executive Director at the Industry Training Federation, is on the move after five years. He’s taking up the role as CE of Learning State, the ITO for the central (and recently local) government sectors. He starts at Learning State on 12 September.

Now I’m not the most neutral person here, as Jeremy and I have been working together and/or business partners for the last 20 years (and I was a referee for this role), but I think this is a good move and Jeremy has done a great job at the ITF.

I know the three executive directors of the ITF to date very well – they’re all close personal friends – and each have added something new. Jeremy brought a policy focus from his work at the DOL and a vision that propelled the ITF into the higher levels of government decision-making. The ITF’s engagement in the Skills Strategy was certainly a high point. The ITF also utilised sector funds to develop projects and boost its expertise. Extra work on literacy and on secondary school transitions will pay off for some years to come. It was a great model of what an industry group could do with a united membership.

The ITF has plateaued the last year or so as TEC has rationalised project funds and as the depth of ITO non-performance has become clear. The ITF remains in a good position and has good organisational capital – they’re still the best national body in town in my view – but it’s not going to be as strong a force again until its members show that they have improved performance. They’ll probably need a new Minister too. In that light, it’s a good time to have someone else come in and build for the next cycle, while Jeremy can leave with his head held high.

And I’m happy for Jeremy that he is going to a role with a more operational focus, rather than the policy and lobbying roles he has held recently. I’ll look forward to what he does, and the 1-page grand strategy diagram that he will inevitably show me in a few months… J

Drug Bust An Otago Poly student was found with $15-20,000 of cannabis (NB Police estimate, probably inflated and based on street value) in Cromwell last October. He got off with six months community detention.

Most Trusted? It may seem nice that 3 scientists, two affiliated with unis, topped the Readers’ Digest most trusted list, but one would hope scientists would realise likely problems in survey design and sampling. They may have noticed that No. 4 is Justice Helen Winkelman (Chief High Court Judge), but I would challenge anyone else to prove that, outside of the lawyers and court staff, that anyone knows who she is! Roger Hall is number 5, a man who hasn’t exactly been high profile for the last 20 years and who was high profile before that for writing comedies.

Scientists and MPs Speaking of science, Otago is sending some top researchers up to parliament to present their work.

Maori Trade Training CPIT is running a new version of Maori trade training. I’m guessing they’re cutting the hostels for Maori and the healthy dose of paternalism of the good old days. (I’m a bit cynical about the Maori trade training concept as it has been romanticised a lot by some, as others do for compulsory military training.)

Rolling a Prez? The Wintec student president is facing a bid to roll him after various issues in his past have been publicised.

Quake Stuff Canterbury’s Stefano Pampanin proposes earthquake-resistant buildings for the Christchurch rebuild. Most Canterbury students are sitting their exams. A Student Profiteer Army has been formed, mainly as a spoof it seems, but that didn’t stop the media manufacturing some outrage. Really, they cited Terry Serepisos as giving them financial advice (The SVA were cleaning up yesterday).

Men Wanted…by Massey to taste for fat – combine it with a couch, beer and the RWC and they’ll get lots.

Dominion Rd Massey’s Prof Paul Spoonley reckons Auckland’s Dominion Rd could host a Chinatown. A Council office-holder is more cautious.

Top Teachers Otago Uni has named three top teachers.

UFB Labour’s Clare Curran is backing the ETITO (well, really she’s just opposing the govt) over its skill shortage concerns RE ultrafast broadband rollout.

Viagra Hmm, using that term might get this email tipped into spam, but anyway, Auckland Uni’s John Conaglen was on RadioLIVE to discuss generic forms of Viagra being released.

Lobbying Questioned Here’s a blog post questioning the contracting of lobbyists Saunders Unsworth by the ITF, universities and the Metro ITPs. I actually ran into Barrie Saunders last week and I think he and his team do a good job. Hiring a firm of lobbyists is not that different than employing your own, so I have no problem with them doing it. It just sounds more ominous when we talk about a lobbying firm.

Short Bits Waikato: digital artist brought to NZ; Victoria: hosting a forum on public TV. Academic Colleges Group won the Air New Zealand Cargo Exporter of the Year Award in the Consultants and Services Category. Heather Roy claims that Labour’s filibustering of the VSM bill will stop their state assets sales ban bill getting into the House. A pub ad targeting students in Hamilton has been criticised by the Advertising Standards Authority (One News). An SIT student in the Southland basketball team. NorthTec students helping out with hospitality awards. New book by Auckland’s Prof David Williams on Wi Parata v Bishop of Wellington.
