<li><strong>Canterbury Staffing </strong>Canterbury is <a href="http://www.stuff.co.nz/the-press/national/education/5726782/Canterbury-University-invites-staff-to-resign">calling for staff to seek voluntary redundancy</a>, which is likely to be a forerunner to compulsory redundancy for others.</li>
<li><strong>Simulation Centre</strong> In a story crying out for photos, Auckland has <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/news/template/news_item.jsp?cid=428500">opened a new patient simulation centre</a>.</li>
<li><strong>Nepal-NZ</strong> Lincoln&#8217;s David Simmons (and colleagues) was speaking at a <a href="http://www.lincoln.ac.nz/News--Events/News/Current/NZ-link-with-Nepal/">tourism conference in Nepal</a> recently.</li>
<li><strong>Claire Robinson</strong> &#8230;is the <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle_uuid=BFDE55A3-F4AA-D90B-3CE1-FD858A14293F">new head of Massey&#8217;s College of Creative Arts</a>, but she&#8217;s <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=206034">still talking politics</a> as well.</li>
<li><strong>Telford Head</strong> The new head of Telford is <a href="http://www.odt.co.nz/news/farming/180442/new-permanent-head-telford">Prof Charles Lamb</a>, from October 10.</li>
<li><strong>Missed the Point</strong> In a <a href="http://www.scoop.co.nz/stories/HL1110/S00009/the-right-to-speak-out.htm">long op-ed on Scoop</a> that only I and 3 other people will read, Auckland&#8217;s Mark Amsler criticises VC Stuart McCutcheon&#8217;s characterisation of last week&#8217;s protest at Auckland as confused. I think McCutcheon was quite right, in that the protest had 3 (3!) purposes, none of which were reinforced by walking to the top floor of an atrium, where one of the most prominent banners was Solidarity Aotearoa. The visual images and the spokespeople did not put across a clear purpose for the protest, and an abiding image was protestors surrounding a police car. It was, however, the high point in a series of quite weak protests against the VSM Bill at about five sites around the country. OUSA&#8217;s Critic newspaper had a headline yesterday about a 35 person protest there that put it well: &#8220;<a href="http://www.critic.co.nz/articles/1449">0.00175% of students get fired up. Government unmoved.</a>&#8221; To be fair, there were no events in support of the Bill, other than small parties after the Bill&#8217;s passing.</li>
<li><strong>Lower Crime</strong> Canterbury&#8217;s Greg Newbold <a href="http://home.nzcity.co.nz/news/article.aspx?id=137369&amp;fm=newsmain,nrhl">on much lower Canterbury crime</a> (and a <a href="http://home.nzcity.co.nz/news/article.aspx?id=137374&amp;fm=newsmain,nrhl">follow-up</a>). Victoria&#8217;s Prof John Pratt says a national drop in crime is to do with a <a href="http://www.3news.co.nz/Reduced-crime-rate-thanks-to-ageing-population-says-professor/tabid/423/articleID/228141/Default.aspx">drop in the number of young men and better security</a>. Victoria&#8217;s Trevor Bradley thinks <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyid=206079">it may just be a blip</a>.</li>
<li><strong>Minibikes </strong>Competenz is helping school students <a href="http://www.competenz.org.nz/teachers/minibike-challenge-fuels-learning/">participate in a minibike challenge</a>.</li>
<li><strong>Academic Challenged </strong>Michael Cox has written an op-ed <a href="http://www.stuff.co.nz/waikato-times/opinion/5722436/Varsity-academic-has-overstepped-his-role">criticising Waikato&#8217;s Prof Roger Moltzen</a> for criticising national standards. I liked how Cox didn&#8217;t like Moltzen saying that the policy &#8220;is possibly the beginning of the slippery slide&#8221; without any justification, whereas 4 paras before Cox wrote that behaviours like Moltzen&#8217;s &#8220;can only lead to anarchy&#8221;. Slippery slopes are everywhere.</li>
<li><strong>AgExcel </strong>Four new providers have <a href="http://straightfurrow.farmonline.co.nz/news/nationalrural/agribusiness-and-general/general/agricultural-training-providers-marked-agexcel/2311072.aspx">received the AgExcel quality mark</a>: Waiariki, Wintec, BOPP and NMIT.</li>
<li><strong>RWC </strong>Victoria&#8217;s Marc Wilson <a href="http://www.stuff.co.nz/waikato-times/news/5722390/Chin-up-we-can-still-do-it">makes another inane comment</a> on the psychological impact of Dan Carter&#8217;s injury – sometimes you should turn down reporters. 			<content:encoded><![CDATA[<p>Andrew Laxon at The NZ Herald had a story today on <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10737874">problems at Ivy College</a>. It&#8217;s a PTE that changed hands in Feb 2010 and has since expanded from 3 to 215 students, mostly Indian and doing NZIM courses. NZQA <a href="http://www.nzqa.govt.nz/assets/Providers-and-partners/Registration-and-accreditation/External-evaluation/EER-reports/7469.pdf">has reviewed Ivy College </a>and its finding was Not Confident (the lowest) on educational performance and self-assessment &#8211; some quotes from NZQA&#8217;s report are provided below.</p>
<blockquote><p>The organisation supplied the evaluation team with broad figures claiming achievement rates of approximately 80 per cent for the NZIM Diploma in Management courses&#8230;.NZQA saw no reliable evidence to support the claimed achievement rate.</p>
<p>Students who do not meet minimum entry criteria are being admitted to the programme, and therefore their needs are not being met.</p>
<p>Assignments lacked marking guides and it was unclear why and how marks were allocated for answers. No written feedback is given to learners.</p>
<p>There is a heavy reliance on one person for maintaining academic integrity and, without good systems in place, this task is too large.</p></blockquote>
<p>While those quotes are all poor, some parts of the organisation worked well, such as providing facilities. The underlying problem seems to be rapid growth and a lack of academic systems.</p>
<p>Looking at this story, I wouldn&#8217;t describe the place as dodgy, based on the NZQA report, just very badly managed. The line may be small, but they seem to be requiring students to turn up and they&#8217;re apparently not passing them all regardless of performance. Unfortunately, the College doesn&#8217;t seem to focus nearly enough on entry, teacher quality, assessment, moderation and student outcomes. The students aren&#8217;t unhappy, but that may well stem from the promise that a qualification from the College is key to future work and residence in NZ. Apparently NZQA has ordered the College not to take any more enrolments, which is a good step, but may well hasten the College&#8217;s demise, especially if combined with an informal Immigration NZ ban on new visas.</p>

Some of the changes, pasted below, seem likely to  hit sub-degree courses hard. L3-6 qualifications will lose 10 points for residence applications, while they will also lose another 5 currently gained if they are achieved in NZ. That&#8217;s a big hit for an organisation that counts on helping people to gain residence through NZ-gained quals.</p>

<p>Last week, I was in contact with Feroz Ali, CE of NZ Career College, so I asked him about his thoughts on this. He said, &#8220;It has merit but lacks operational thought and consultation. &#8230;It eliminates cowboys and overnight one year success Providers. Already we have seen them panic which is good.&#8221; He thought PTE numbers would drop in the short term but would then rally back.</p>
<p>What&#8217;s your view on the impact of these changes? Where will the impact be felt most and are there industry-specific effects?</p>

<li><strong>Research on Teenagers</strong> Four Chinese women studying at King&#8217;s Education and who died in the quake <a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/5084283/Five-more-quake-victims-identified">have been formally identified by the coroner</a> – an inquest for 106 who died in the King&#8217;s Education building <a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/5088681/Relief-for-family-as-sons-ashes-come-home">will start on June 13</a>. Various academics have been involved in Sir Peter Gluckman&#8217;s report on using research to reduce problems for teenagers. It&#8217;s a big announcement and a big report so I&#8217;ll do them the courtesy of reading it before making any comment, but I do wonder if they have emphasised costs over benefits (<a href="http://www.nbr.co.nz/article/give-teens-break-cannabis-pm-told-ck-94570">NZPA</a>, <a href="http://www.3news.co.nz/Kiwi-teens-take-too-many-risks---report/tabid/423/articleID/213452/Default.aspx">TV3</a>, <a href="http://www.odt.co.nz/campus/university-otago/163080/early-help-call-risk-children">ODT</a>, <a href="http://www.stuff.co.nz/national/politics/5088646/A-generation-to-help-Kiwi-teens">Dom Post</a>, ). Eric Crampton may well be roused from his US holiday to look at it and I&#8217;ll be interested to see what he says.</li>
<li><strong>Quake Stories</strong> Wintec student Andrea May has moved from CPIT after the quake – a <a href="http://www.stuff.co.nz/waikato-times/features/fashion/5086801/Dark-designs">nice profile of her fashion studies</a>. Lincoln is participating in a Magnetic South forum that is hard to describe – <a href="http://www.lincoln.ac.nz/News--Events/News/Current/An-invitation-to-influence-the-future-shape-of-Christchurch/">read the release</a>. A Canterbury arts students <a href="http://www.starcanterbury.co.nz/local/news/future-of-arts-in-christchurch-to-be-discussed/3954080/">talks about arts issues post-quake</a>.</li>
<li><strong>Immigration Changes</strong> There are some <a href="http://www.beehive.govt.nz/release/immigration-changes-strengthen-export-education">big immigration changes coming up</a> – I&#8217;m reviewing them for ED Insider today.</li>

<li><strong>Dodgy ITOs?</strong> The <a href="http://www.beehive.govt.nz/release/joyce-tec-funding-recovery-itos">Minister</a> and <a href="http://www.voxy.co.nz/national/tec-recovers-funding-industry-training/5/90168">TEC</a> put out a release yesterday about recovery of $4.3m from 18/38 ITOs over 2009 enrolments that were not backed by the records (<a href="http://www.stuff.co.nz/national/education/5014510/Money-sought-from-Industry-Training-Organisations">Stuff</a>). Personally, I suspect they were more disorganised and slack than dodgy (and the fact that almost half did it suggests a systemic weakness), but the Minister wasn&#8217;t very happy about the ITOs or TEC. One News reported that <a href="http://tvnz.co.nz/national-news/nearly-4-5-million-sought-industry-training-organisations-4176868">8 ITOs claimed funding for dead people</a> (includes interview with the ITF&#8217;s Jeremy Baker), although NewstalkZB noted Joyce&#8217;s statement that there were <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyid=196845">11 dead people in the funding claims overall</a>. NZPA reported the details and a commenter claimed that <a href="http://nz.news.yahoo.com/a/-/top-stories/9458379/money-to-be-paid-for-phantom-students/">1 ITO made up 50% of the total funds being claimed back</a>. The Dom Post&#8217;s Amanda Fisher <a href="http://www.stuff.co.nz/dominion-post/news/politics/5017252/Taxpayers-owed-millions-and-some-ITO-trainees-dead">interviewed BCITO&#8217;s Ruma Karaitiana</a>, who promptly said that they didn&#8217;t have to pay back that much ($64K) and took a swipe at those who had bigger mistakes. That story also included the Minister saying that TEC would refer any intentional false claims to the Police (TEC said there didn&#8217;t seem to be any such situations) and that (as a last resort) he would cancel an ITO&#8217;s recognition. Those threats of loss of recognition, along with financial stress, will encourage more mergers.</li>
<li><strong>Student Loans and Human Rights</strong> The <a href="http://www.voxy.co.nz/politics/unlawful-student-loan-changes-budget/5/90148">Greens&#8217; Gareth Hughes</a> and <a href="http://www.voxy.co.nz/national/age-discrimination-never-justified/5/90165">NZUSA&#8217;s David Do</a> (with Grey Power) are making the argument that restricting loan access for over 55s is a bad idea. Hughes took the line that the change would probably breach human rights law (<a href="http://www.3news.co.nz/Student-loan-changes-unlawful---Greens/tabid/423/articleID/211480/Default.aspx">3 News</a>). Rotorua&#8217;s Daily Post talked to <a href="http://www.rotoruadailypost.co.nz/local/news/rotoruas-older-students-face-cuts/3952063/">an older student and the student president</a> at Waiariki about the issue. ACT&#8217;s <a href="http://tvnz.co.nz/business-news/cuts-kiwisaver-justified-brash-4176300">Don Brash liked the age restriction</a> (and wanted more changes), but AUT&#8217;s Derek McCormack disagreed. Stuff reported concerns by the Human Rights Commission, but Steven Joyce said he was <a href="http://www.stuff.co.nz/the-press/national/education/5015560/Student-loan-plan-could-breach-human-rights">comfortable that the changes could be done legally</a> (<a href="http://www.radionz.co.nz/news/national/75452/joyce-rejects-age-discrimination-claim-over-student-loans">RNZ</a> and <a href="http://www.nzherald.co.nz/politics/news/article.cfm?c_id=280&amp;objectid=10726309">NZ Herald</a> on same angle and <a href="http://www.3news.co.nz/Student-loan-plan-may-breach-human-rights---HRC/tabid/423/articleID/211597/Default.aspx">NZPA</a> with some extra quotes).</li>
<li><strong>Quals Fraud?</strong> Campbell Live ran a one-sided story on Monday night about an <a href="http://www.3news.co.nz/Teacher-accused-of-fraud-tells-her-story/tabid/817/articleID/211369/Default.aspx">early childhood teacher who allegedly has a false qualification from NZ Tertiary College</a>, a large PTE offering ECE quals. One argument seems to be over whether the teacher finished her last course, but the main issue is that the certificate that the teacher has is argued to be false by NZTC and even has a different title. NZTC declined to be interviewed by Campbell Live so only one side of the story came up, but yesterday <a href="http://nztertiarycollege.ac.nz/Content/Guest/ViewNews.aspx?id=188&amp;parentid=1">NZTC released a statement</a> with more details. The story looks messy but the fact that the certificate has the wrong qual name (it is shown on screen in the TV story) seems pretty important to me. (Disclosure: I did a little bit of work for NZTC last year.)</li>
<li><strong>Arts</strong> A Massey student is <a href="http://www.stuff.co.nz/marlborough-express/arts-entertainment/5012720/NZs-best-in-fundraising-show">exhibiting in Marlborough</a>, while UCOL students are <a href="http://ucolblog.co.nz/ucol/news-announcements/ucol-design-exhibition-uses-multi-media/">running an exhibition in Whanganui</a> and <a href="http://ucolblog.co.nz/ucol/news-announcements/ucol-film-makers-chase-glory/">getting ready for the 48 Hour Film Festival in Palmie</a>. Unitec <a href="http://www.unitec.ac.nz/?DC6072FD-145E-6A3C-6E80-B7EB6167B444&amp;NEWS_ID=bb07ea37-3c30-4789-932f-4f5d1c5a5780">are hosting Chinese staff and students</a> from the Shanghai Theatre Academy for the 48 Hour Film Competition, with 18 students splitting into 3 teams – that&#8217;s a pretty cool trip.</li>
<li><strong>Chef Training</strong> Some chefs thinks that <a href="http://www.hospitalitymag.co.nz/Hospitality/Archives/tabid/380/articleType/ArticleView/articleId/1922/The-disappearing-act.aspx">young chefs don&#8217;t have all the skills</a> and some blame tertiary education providers for the problems – but there&#8217;s a lot more to the article and it&#8217;s quite interesting.</li>
<li><strong>Visa Bets </strong>iPredict is launching stocks on <a href="http://www.guide2.co.nz/money/news/business/ipredict-launches-visitor-visa-stocks/11/21890">whether visitor visa requirements will be relaxed for India and China</a> – maybe they&#8217;ll add student visas in later and we can take a punt!</li>

This includes up to 3,000 more construction-related training at ITPs in Christchurch and around the country (reprioritisation of existing funding), $42m for additional places at ITPs, ITOs and PTEs if required, accelerated training, ITO skills brokers, Work and Income to subsidise 650 people by end June, $5m for MZSD Work Partnerships, and more (<a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/4995895/42m-to-train-builders">The Press</a>, <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=196525">NewstalkZB</a>, <a href="http://tvnz.co.nz/national-news/govt-announces-42m-canterbury-skills-package-4169174">One News</a>, <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10725188">NZPA</a>). <li><strong>Whitireia Media</strong> I went down to Whitireia&#8217;s new Media Training Centre opening yesterday and <a href="http://www.newswire.co.nz/2011/05/it%E2%80%99s-official-whitireia-media-training-centre-opens/">it looked pretty good</a>. Steven Joyce made a great speech, drawing on his radio career, including his first day gaffes. He <a href="http://www.newswire.co.nz/2011/05/budget-offers-no-promises/">faced up to the student journalists</a> afterwards.</li>
<li><strong>League Tables</strong> Stuart Middleton has a blog post up about <a href="http://www.stuartmiddleton.co.nz/?p=840&amp;cpage=1">how performance results haven&#8217;t been used that much publicly</a> since their release last year (I agree) but also that they haven&#8217;t had much impact (I disagree, but the difference won&#8217;t be clear until 2010 results are released).</li>
<li><strong>Student Media</strong> There&#8217;s an <a href="http://www.critic.co.nz/articles/1009">argument brewing over editorial independence and quality</a> of student media at Otago Uni.</li>

<li><strong>Dodgy Uni </strong>Immigration NZ is concerned about AUT&#8217;s action in <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10715831">enrolling an international student without a student visa</a>, while still charging her international student fees, and now not giving her the degree she achieved because she didn&#8217;t have a visa! (They enrolled her, took her money, taught her and assessed her work, but now they won&#8217;t issue the degree. Crazy. And dodgy.)  I&#8217;m quite appalled by the apparently amateurish approach taken by AUT, breaching well-understood laws and regulations around student visas and exploiting a student into the bargain – it&#8217;s just dodgy. I was also very amused to read that they couldn&#8217;t enquire about immigration status because of privacy laws. Hmm, maybe they missed the legal requirement for them to confirm immigration status on the government&#8217;s standard tertiary education enrolment form – it&#8217;s only been there for 20+ years. Hopefully AUT comes up with a more convincing explanation for the whole affair than in today&#8217;s NZ Herald. To be fair, ICL Business School also enrolled her for a time without a visa (and presumably helped get her entry into AUT). AUT should just give her the degree.</li>

<li><strong>Bahrain </strong>Best wishes to those kiwis in Bahrain, especially at Bahrain Polytechnic! An interview with a kiwi (Gavin Cate?) from the Poly was <a href="http://www.radionz.co.nz/audio/national/mnr/2011/02/18/bahrain_bans_protests_after_violent_crackdown">run on RNZ</a> 15 minutes ago (about 1:30 into the file).</li>
<li><strong>Better Education Wanted</strong> TEU staff at the University of Auckland have <a href="http://www.scoop.co.nz/stories/ED1102/S00055/academics-turn-down-4-pay-want-better-education-instead.htm">turned down a 4% pay rise</a> because they want &#8220;better education&#8221;. Drilling down, it seems that they don&#8217;t like the conditions they would lose as part of the deal – the VC wants to shift some employment conditions into University policy. This one might heat up a bit. The ITP MECA also seems to finally be dead after <a href="http://www.scoop.co.nz/stories/ED1102/S00057/teu-tertiary-update-vol-14-no-4.htm">TEU members rejected it</a>, about two years since it first expired.</li>
<li><strong>Completions Issues</strong> TEC got grilled at a select committee on whether tertiary organisations will seek to <a href="http://tvnz.co.nz/national-news/tertiary-pass-rates-unlikely-manipulated-tec-4031687">give easy passes to improve completions figures</a> and they said no (well, for unis anyway). Greens MP David Clendon has <a href="http://blog.greens.org.nz/2011/02/16/tec-worried-about-funding-cuts/">written a post on completions</a>, which I might review later.</li>
<li><strong>Shaky Bonds?</strong> Canterbury Uni bonds won&#8217;t be shaken up by <a href="http://www.scoop.co.nz/stories/BU1102/S00397/canterbury-university-bond-payments-unaffected-by-writedown.htm">asset write-downs due to quake damage</a>.</li>
<li><strong>Higher RWC Prices?</strong> Showing why economists aren&#8217;t usually popular figures, Canterbury&#8217;s Eric Crampton has proposed a <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=191028">hiking of Rugby World Cup ticket prices</a>. I think his economics is good but his politics needs work. Actually <a href="http://tvnz.co.nz/national-news/rwc-tickets-too-cheap-says-economist-4031821">he got on Breakfast TV too</a>!</li>
<li><strong>Social Work Consultation</strong> The Social Services ITO is <a href="http://www.socialservicesito.org.nz/sites/ssito.org.nz/files/Interim%20Review%20of%20the%20National%20Diploma%20in%20Social%20Work%20Level%206-%20version%202.doc">consulting on changes to its National Diploma in Social Work L6</a> – it seems to be too big and have recognition problems.</li>
<li><strong>Not Drinking </strong>RNZ covers the <a href="http://www.radionz.co.nz/news/regional/68809/street-drinking-ban-for-canterbury-orientation-week">liquor ban near Canterbury Uni</a> and the ODT reports on a <a href="http://www.odt.co.nz/campus/university-otago/148094/drink-drive-crackdown-o-week">drink-drive blitz in Dunedin</a> &#8211; both during Orientation. Prof Doug Sellman from Otago Uni did a Radio Live Interview on <a href="http://www.radiolive.co.nz/Teens-are-copying-their-elders-drinking-habits/tabid/506/articleID/18682/Default.aspx">youngsters copying elders&#8217; drinking habits</a> (and <a href="http://www.stuff.co.nz/national/politics/4672875/Time-called-on-booze-bill">put in a submission to Parliament</a>). Since I often hassle Prof Sellman for being more an advocate than an academic, I must point out that The Press has written a long feature interviewing students from days gone by about their <a href="http://www.stuff.co.nz/the-press/lifestyle/your-christchurch/4667291/Ghosts-of-Orientations-past">drunken antics at Orientations back in the day</a>, which rather supports his talking point of the week. I imagine The Press will then breathlessly report on breaches of the local liquor ban and terrible student behaviour next week&#8230;</li>
<li><strong>Stupid Scare Story</strong> The ODT has run a stupid scare story about the <a href="http://www.odt.co.nz/lifestyle/health/148195/inner-city-apartment-living-may-reduce-access-vitamin-d">risks of Vitamin D deficiency</a> to people due to a rise in inner-city apartment living. Not one piece of evidence is provided to suggest that there actually is a problem (and is there in New York?). Otago Uni academics comment.</li>
<li><strong>Read Stuart</strong> Stuart Middleton has had a rip-roaring blogging start to the year, after a bit of a break last year. <li><strong>Software Success </strong>Intuto, which partners with Wintec, is <a href="http://www.stuff.co.nz/dominion-post/business/4623788/Educational-software-firm-predicts-boost">having great success with educational software</a>. I went to visit them some years ago and they&#8217;re doing really well, breaking out of the low level govt-funded computing training in NZ.</li>
<li><strong>Sports Turf Trips</strong> An Otago Poly sports turf grad has <a href="http://www.odt.co.nz/campus/otago-polytechnic/146931/top-student-first-class-golf-course">gained a job in Melbourne</a> – good on him. What interested me was that he saw the course on a class trip – I wonder what the justification is for sports turf grads to go on a trip to Australia, especially if it encourages them to get a job there. This may just be a one-off, but it raises the question (as do many other courses) of the balance between preparing people for international careers and getting a return on their education for NZ.</li>
<li><strong>AUT Neutrality?</strong> AUT had a <a href="http://www.aut.ac.nz/news/aut-news/2011/the-impact-of-privatisation">weird notice about a seminar</a> last week: &#8220;If you&#8217;re worried about privatisation and the government selling off assets then David Hall&#8217;s free presentation at AUT&#8217;s Institute of Public Policy (IPP) is for you.&#8221; Hmm, well hopefully it&#8217;s not just a political rally and his views get some considered critique&#8230;</li>
<li><strong>UCOL Motorsport</strong> Since I mentioned the gymnasts leaving a hall because of UCOL, I should highlight this more positive spin on the situation, with UCOL <a href="http://www.voxy.co.nz/national/ucol-motorsport-commits-manfeild-park/5/81056">bringing new business to Feilding and renovating the facility</a>.</li>

<li>Home science&#8217;s centenary at Otago Uni was marked in the ODT by a <a href="http://www.odt.co.nz/opinion/100-years-ago/146778/hopes-household-science-will-make-good-dunedin">story from 1911</a> and a <a href="http://www.odt.co.nz/campus/university-otago/146780/alumna-gives-home-science-fund-20000">story from today about donations</a>.</li>
<li><strong>Air Force </strong>Victoria&#8217;s Lance Beath is <a href="http://pacificwingsmagazine.com/2011/02/07/expert-scathing-about-rnzafs-capability/">scathing of the RNZAF&#8217;s capability</a>.  I&#8217;ve heard him before and he seems to be fighting the strike force battle that was lost many years ago.</li>

Ian Dougherty is <a href="http://www.comsdev.canterbury.ac.nz/news/2011/110204b.shtml">writing the centennial history of the Canterbury Workers&#8217; Educational Association</a> – he wrote a polytechnic sector history too. <a href="http://www.scoop.co.nz/stories/ED1102/S00016/government-invests-in-karens-future.htm">REANNZ funding has been confirmed</a> for the future – they run KAREN. 			<content:encoded><![CDATA[<p>Well, it is that time of year when bouquets and brickbats are awarded by all those journos and bloggers who can&#8217;t be bothered generating new content, so I thought I should do the same for tertiary education. My colleague Marina Matthews provided assistance, but I&#8217;ll take any criticism you may wish to offer.</p>
<ul>
<li><strong>Best Policy </strong>The release of performance data on tertiary education organisations wins hands down. We can all find reasons why the data isn&#8217;t perfect but it makes it pretty hard to hide a decision to run a lot of rubbish courses and it shifts funding towards results, rather than enrolments. It will change the tertiary landscape.</li>
<li><strong>Worst Policy </strong>Interest-free loans continues to be a major drain on taxpayers and diverts tertiary education investment unnecessarily. If we even adjusted loans for inflation we would save hundreds of millions of dollars and it would have no or minimal effect on access. Luckily for other policy-makers and lobbyists, their policy is unlikely to displace free loans as worst policy of the year for the foreseeable future <img src='http://www.ed.co.nz/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </li>
<li><strong>Best News Story</strong> Well, it had to be the husband asking the MOE to do something about his wife sleeping with a Brazilian homestay student. Blogging gold that one was.</li>
<li><strong>Best Regulatory Response</strong> I&#8217;ll give a joint award to NZQA and Immigration NZ for finally pulling finger and doing something about those bottom-feeding providers, mainly in Auckland, that exploit international students and/or NZ by poor education, visa fraud and cheating. It took them long enough, but they have been firm on a few places and it is great to see. There is more to do in 2011.</li>
<li><strong>Best TEO initiative</strong> The work on commercialisation that both the Metro ITPs and the universities did was great, both in websites and other work. There is much more to go in terms of actions and results, but they did something very positive and it deserves to be recognised. Many TEOs did other good things, but these were substantive efforts to address a largely unserved need.</li>
<li><strong>Best Use of Social Media</strong> I can&#8217;t go past Jason Nockels&#8217; work up at UCOL. He&#8217;s built up a following of 3,700 fans on Facebook and he and the team are still working on new ideas.</li>
<li><strong>Ministerial Assessment</strong> Well, I liked Steven Joyce&#8217;s work this year and since I wrote about his appointment in my second post of the year, I&#8217;ve covered all of his time in the role. He hasn&#8217;t presented an awe-inspiring vision for the sector but he&#8217;s pushed through some important issues , (like performance reporting and performance funding), appointed a strong chair to TEC, encouraged NZQA in its review of quals (Anne Tolley started that), approved sensible TEI mergers and generally done a very effective job. He gets 8/10.</li>
<li><strong>Opposition Assessment</strong> Grant Robertson picked up Labour&#8217;s tertiary education role in June and he&#8217;s been reasonably effective over that time. He stepped away from Maryan Street&#8217;s focus on ACE and has spent more time on issues like caps and student support changes (these became bigger after the May budget too). He hasn&#8217;t landed any blows on Joyce and I think that&#8217;s partly because it is a big hurdle to take over a new portfolio, but also because it is hard to get traction essentially pushing for more spending when the deficit is so high. He gets 5/10. He&#8217;ll improve next year as he&#8217;s very capable, but tertiary education won&#8217;t be an election issue unless National puts loans on the table, so you may hear more of him in his other (or new) portfolios. (In terms of the Greens, I&#8217;d give them 2-3/10 for being there, but they made no impact.)</li>
<li><strong>CEs</strong><strong> in the Media</strong> The straight talking to the universities and the TEU about why graduate outcomes matter by Unitec&#8217;s Rick Ede was great. On the other hand it would have been good to hear more from Massey&#8217;s Steve Maharey on campus/course closures and the cleaning staff dispute.</li>
<li><strong>Worst Last Minute Document Drop</strong> This one goes to NZQA, which released its detailed guidelines for L1-6 qualification approval late on 21 December, two days after their last newsletter of the year! I&#8217;m sure you&#8217;ll all read that on the beach&#8230;</li>
</ul>
<p>By the way, we didn&#8217;t trawl through every blog post, shortlist finalists and invite in neutral judges to help in the decision. Marina and I spent a few minutes chatting at the end of a cafe meeting (yup, that&#8217;s what consultants do all day), so feel free to add your own take on the year below!</p>
