			<content:encoded><![CDATA[<p>This week&#8217;s Thumbs-Up is to policy based on data, and more specifically Steven Joyce&#8217;s priming the public for 3 changes to student loan eligibility. I&#8217;m not giving the thumbs-up to Steven Joyce or to the specific proposals, but to the fact that Joyce focused on the poor outcomes from loans to different groups of people as the reason for change. The following is an excerpt from last Sunday&#8217;s Q+A TV interview with Paul Holmes.</p>
<blockquote><p>MR JOYCE &#8230; Currently we&#8217;re writing off about 45c in the dollar for every student loan because of the interest-free policy. That&#8217;s down from about 48c. We want to get it down to 43c-odd in this Budget and then I&#8217;d love to see it down below 40c. Two ways you can do that: one is get a much better repayment rate from international borrowers; second way is actually looking at some of the high-cost borrowers in New Zealand, and there are some. I&#8217;ll give you one example which might be dear to your heart. We are currently loaning $30 million a year to people training to be pilots. $30 million a year. Most of them don&#8217;t go on to get jobs as pilots, either in the commercial or general aviation sphere. The write-off for pilot training in terms of write-off of student loans is in excess of 60%. So we&#8217;re looking pretty closely at whether we&#8217;re doing that right.</p>
<p>PAUL What, are you saying possibly no more student loans for pilot training?</p>
<p>MR JOYCE Well, not necessarily no more student loans for pilot training, but we could be looking at things like saying, for example, &#8220;We won&#8217;t fund your PPL or your Private Pilot&#8217;s Licence,&#8221; or, &#8220;We won&#8217;t fund your solo-instructor hours.&#8221; Those sort of things are options.</p>
<p>PAUL What about older people &#8211; people over 55 getting student loans for going to&#8230;?</p>
<p>MR JOYCE That is another one where there&#8217;s a big write-off. I mean, once you get past 55 &#8211; if you take out a student loan at 55, 56 &#8211; then there&#8217;s every likelihood that about 70% of that will be written off, because you&#8217;re at the other end of your working career, so we are looking at some things around that. I think we always want to be able to provide some access, so for perhaps borrowing for fees, but borrowing for living costs and borrowing for the compulsory course costs is not necessarily where we want to be.</p></blockquote>
<p>What I love about this is that Joyce is laying out a very clear rationale for why he is proposing to cut the loan access. He may be right or wrong, but by giving out some facts he has enabled other to engage with him. Unfortunately the <a href="http://blog.greens.org.nz/2011/04/19/student-loan-changes-are-unfair-agesist-and-bad-for-the-economy/">Greens</a> and <a href="http://labour.org.nz/node/3538">Labour</a> have mainly rolled out the assertion that all over-55s are career changers anxious to improve themselves, but the fact that they&#8217;re not paying back their loans rather undercuts that. Labour and the Greens will need to lift their game and PROVE that is the case in order to undercut Joyce&#8217;s proposal. It is unlikely they will, as Joyce is probably completely right on his (admittedly limited) choice of measurement, but he has given them the ability to engage.</p>
<p>The aviation industry, is another area where a clear outlier is being targeted. The average annual loan is $50,000 ($30m for 600 EFTS) and repayment rates aren&#8217;t good. The aviation industry will have been in Joyce&#8217;s hair this week about it, but they&#8217;re well aware of the issues. Aviation hasn&#8217;t been delivering results for the investment in it and it&#8217;s good to see hard questions being asked. (On the other hand, it&#8217;s good to see Air NZ <a href="http://www.voxy.co.nz/business/air-new-zealand-aviation-institute-helps-meet-global-aviation-recruitment-demand/5/88361">streamlining their training pathways</a> and there are ways to make things better.)</p>
<p>So, this week&#8217;s thumbs-up goes to policy based on data as it allows us to have a serious discussion about where best to put our resources. And, in this case, whether we should shift resources from a current, to a better, use, just as Steven Joyce has been doing this year and last year for student loans.</p>

<p><em></em>Even before the events of 22 February 2011, Finance Minister Bill English was signalling that it would be a tough budget this year.  The Minister of Finance must always choose his or her words precisely and on 4 April Mr English said “the Government [has] to carefully consider its spending priorities and set a credible path back to budget surplus. Only then can we begin repaying our debt and building a buffer against the next economic shock.”  In other words, the 2011 Budget will be as far away from an election-year lolly scramble as it fiscally possible.</p>
<p>While this position is both understandable and reasonable, the problem with being in cost-cutting mode is that it often precludes Governments from taking bold or visionary steps to drive change.  Bold steps don’t necessarily have to cost more.  We should not confuse being fiscally careful with being overly cautious with regard to policy.</p>
<p>These days, a number of Budget announcements are “foreshadowed” or simply announced by Ministers well before Budget Day proper.  The Budget went to print on 7 April and, before these pre-announcements begin, Independent Tertiary Institutions (ITI) decided to carry on our nascent annual tradition of making some predictions about what we expect to see in the Budget, and some policies we would love to see but don’t expect will happen this year.  These will generally be limited to issues which relate to the Private Training Establishment (PTE) sector.</p>
<p>Looking back at our predictions for Budget 2010, we got a credible 6 out of ten correct (though one was not announced in the Budget but happened later), 1 partially correct and 3 wrong (including one where we actually were pleased to be wrong).  So, that hit ratio means we are not quite Paul the Octopus but we are usually pretty close to the mark.</p>
<p>So, here is what we expect to see:</p>
<ul>
<li>A modest but welcome increase in Government SAC funding      for the PTE sector of between $3m and $8m – probably $5m – to cover      inflation and maybe a little more.</li>
<li>Expansion of the Youth Guarantee scheme utilising      the five vocational pathways announced by the Minister recently.  Given the limited policy work done so      far, there may only be some indicative or contingency funding attached –      possibly around $10m for the first year.</li>
<li>Confirmation that PTEs will be able to offer level      1 and level 2 courses to ensure they can fully participate in the expanded      Youth Guarantee scheme.  This has      been well-signalled and will be well received.</li>
<li>Some level of restriction on the ability of older      students to access allowances and/or loans.  This could be one of the more      controversial aspects of the tertiary education Budget.  PTEs have a slightly higher level of      older students than TEIs.</li>
<li>Additional support for providers affected by the Christchurch      earthquake.  Over 120 PTEs were      impacted with more than 20 still shut entirely.</li>
<li>A small funding boost for the new Education NZ Crown      Entity – possibly $3m-$5m.  This      would be a combination of reassigned funding from efficiency savings created      by the merger and some additional student levy money.</li>
<li>A fix for the GST issue with travel payments for a      number of trainees.  Currently,      providers are being short-changed and the Government has said the problem      will be addressed.</li>
</ul>
<p>What we would like to see but don’t expect to:</p>
<ul>
<li>A workable solution to the 103% over-delivery      policy.   This policy disproportionately      affects PTEs because of the historical nature of their EFTS caps.  There is a review of the policy      currently underway but progress has been slow over the last three years.</li>
<li>Greater flexibility to allow Government funding to      follow performance between tertiary sub-sectors.  Currently, each has a discrete silo of      money.  We think the Government is      moving this way however.</li>
<li>A performance funding system which actually rewards      the best providers.  Under the currently      proposed scheme, the top providers will only receive the original funding      promised to them.  There is no real      incentive to excel.  This ‘carrot’ might      be added after the scheme has operated for a year or two.</li>
</ul>
<p>I guess we will only find out for certain on 19 May 2011.</p>

<li><strong>Hair is Tops </strong>The Hairdressing ITO is <a href="http://www.scoop.co.nz/stories/ED1012/S00085/new-data-proves-hairdressing-ito-is-top-performer.htm">celebrating its good results</a> in the ITO performance data release. Coincidentally I popped down to their new offices yesterday and they&#8217;re looking good. They&#8217;ve shifted next door and they&#8217;re doing it up nicely. (BTW they&#8217;re in the city fringe not a flash high-rise.)</li>
<li><strong>University Entry</strong> A story in <em>The Press</em> today could bear a lot of analysis. It <a href="http://www.stuff.co.nz/the-press/news/4483427/Enrolment-for-adults-tightens">goes over the entry issues facing the University of Canterbury</a> and there are so many issues in it would serve as a good case study for group discussion! If I didn&#8217;t have better things to do I would start the discussion. But anyway, the fact that they are interviewing students over 20 is really telling and a fairly obvious mechanism to discourage enrolments from the group. They are, of course, implementing government policy (and Labour had the same policy of caps and favouring completions by younger students) but it&#8217;s another sign of the major changes in tertiary education that are happening rather quietly.</li>
<li><strong>West Coast Good News</strong> Tai Poutini Polytechnic (TPP) has teamed with Competency International Ltd (CIL) to win a tender to supply trainer education to the New Zealand Fire Service for the next three years.</li>

<li><strong>ITO Data Out </strong><a href="http://www.tec.govt.nz/About-us/News/Media-releases/ito-ed-perf-information-available/">TEC released the ITO performance data</a> yesterday (also <a href="http://www.beehive.govt.nz/release/industry-training-sector%E2%80%99s-educational-performance-released">Steven Joyce media release</a>). I might write a bit about it later. <a href="http://attto.org.nz/news/attto-welcomes-release-of-performance-data-for-industry-training-sector">ATTTO welcomed them</a> &#8211; they did well.</li>
<li><strong>Uni Places </strong>Grant Robertson put out a pointed media release asking Steven Joyce to <a href="http://www.voxy.co.nz/politics/robertson-joyce-needs-explain-fewer-university-places/5/76067">explain why Otago Uni first year places were going down</a>. It&#8217;s a good political angle, but the obvious reason is that most universities didn&#8217;t handle their first year enrolments in earlier years, either through neglect or trying to play chicken with the government, and now face an enrolment bulge that is easiest to manage at first year.</li>
<li><strong>Animal News </strong>More research is required by Massey to <a href="http://www.voxy.co.nz/national/research-needed-determine-cause-penguin-deaths/5/76144">work out why some penguins died</a>, while they&#8217;ve also <a href="http://www.odt.co.nz/regions/southland/141006/protected-gulls-massacred-southland">been sent some dead gulls to autopsy</a> (also on <a href="http://www.radionz.co.nz/news/national/64370/doc-investigating-slaughter-of-rare-gulls">RNZ</a>). A student <a href="http://tvnz.co.nz/national-news/dog-stabbed-death-over-barking-3977703">stabbed a dog to death</a>. A detective cat was <a href="http://www.stuff.co.nz/dominion-post/news/4467852/Sad-end-for-Squeaky">run over near Massey University</a>.</li>
<li><strong>GST </strong>The University of Auckland&#8217;s Susan St John <a href="http://www.radionz.co.nz/news/political/64391/suggestion-of-further-gst-rise-rejected">opposed a GST increase</a>, which will surprise no-one, but so did Business NZ.</li>
<li><strong>First Aid </strong> <a href="http://www.odt.co.nz/news/dunedin/141128/dunedin-cadet-tops">St John&#8217;s National Cadet of the Year</a> is from Dunedin.</li>
<li><strong>Health News </strong>Anamata has just finished its first year of delivering the<a href="http://www.scoop.co.nz/stories/ED1012/S00069/anamata-responding-to-co-existing-problems-amongst-maori.htm"> Diploma in Applied Maori Health – Coexisting Disorders</a>. An EIT academic has helped <a href="http://www.eit.ac.nz/news_and_events/hawke%E2%80%99s_bay_commended_for_child_health_initiative.aspx">review a health initiative in Hawkes Bay</a>. Victoria research shows more than one in ten young people in Wellington are <a href="http://www.victoria.ac.nz/home/about/newspubs/news/ViewNews.aspx?id=4122&amp;newslabel=hn">engaging in deliberate self-harm behaviour</a>.</li>

<li><strong>Do You Agree with Paul?</strong> UCOL&#8217;s CE Paul McElroy has put out a media release <a href="http://www.scoop.co.nz/stories/ED1012/S00073/ucol-secures-funding-for-2011-and-2012.htm">welcoming the 2011-12 funding approval</a> and outlining UCOL&#8217;s new goals, which is all very good. He also takes a wee swipe at Auckland vs the heartland.  But I was surprised at the paragraph below. Personally, I am not disappointed at all that TEC won&#8217;t fund courses with a 30% pass rate. If anyone else is disappointed, please comment &#8211; I&#8217;d love to know why.</li>

They didn’t want to fund low level computing programmes or papers with student completion rates under 30%. This amounts to a $600,000 net annual reduction for UCOL.”</p>

<li><strong>University Calendar</strong> Not the stuffy academic kind, but the female rugby players at the Old Boys University club in Wellington have <a href="http://www.radiolive.co.nz/Nude-rugby-calendar-draws-huge-crowd/tabid/478/articleID/17767/Default.aspx#0">launched a nude calendar</a> &#8211; the first link takes you to photos, but here&#8217;s some <a href="http://www.radiolive.co.nz/Womens-Rugby-Teams-Nude-Calendar/tabid/506/articleID/17768/Default.aspx">audio on Radio Live</a>.</li>
<li><strong>University Bands</strong> The University of Auckland is seeking bands involving staff or students to <a href="http://www.auckland.ac.nz/uoa/home/template/news_item.jsp?cid=342201">open the 95bfm Summer Series concert</a>.</li>
<li><strong>Kingsland Allegations </strong><a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10691885&amp;ref=rss">Key people at Kingsland Institute were in court last week</a> to defend themselves against charges brought by Immigration New Zealand. The allegations are that fees were claimed to be paid, but were not, and personal funds were briefly loaned to a student in order to get a visa.</li>
<li><strong>Fur Seals and Penguins</strong> I&#8217;m grumpy at the people who killed the fur seals, but at least an Otago Uni academic has added some information <a href="http://www.radionz.co.nz/news/national/63493/kaikoura-seal-toll-likely-to-be-higher-than-29">here </a>and <a href="http://www.voxy.co.nz/national/attack-fur-seal-colony-expert-responds/5/74650">here</a> and <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10692589">here </a>(same basic comments in all). <li><strong>Social Media Value</strong> An Open Poly academic has researched the <a href="http://www.scoop.co.nz/stories/CU1012/S00071/social-media-increasing-point-of-reference-in-kiwi-disaster.htm">use of social media in spreading and accessing information in emergencies</a> and has some interesting findings (I know my posts on the Chch quake took readership to record levels on several consecutive days). 			<content:encoded><![CDATA[<p>Last week, I mentioned in <a href="http://www.ed.co.nz/2010/08/24/news-248-at-itps-win-lose-and-up-in-the-air/">this post</a> a story about investment plan discussions at WITT. WITT was facing a funding cut that was $0.55m higher than expected and the Council was considering asking for an extra $0.3m (taking the extra cuts to $0.25m) or a Plan B of other funding alternatives to &#8220;prove their competence&#8221;. &#8220;Mary&#8221; made the following comment on the post.</p>
<blockquote><p>I wondered what you thought of the logic used in the WITT discussion &#8212; in particular the suggestion that they should avoid &#8221; finding an underperforming student programme and dumping it, or getting more international students&#8221; and instead ask the TEC to find an extra $300,000. In the current environment that probably means something like 40 or 50 kids being told they can&#8217;t get into university this coming year. Does that make keeping an underperforming course seem OK?</p></blockquote>
<p>I think there are interesting moral and management questions in this situation. As a starting point, the WITT Council and management are understandably seeking to maximise the resources available to them to deliver education, while the TEC will make the final decision about whether to put funds into WITT or some other TEO, such as a university.</p>
<p>In terms of WITT&#8217;s decision-making, they do need to pursue all angles to balance the books. But I don&#8217;t think there&#8217;s a clear decision to be made here of dropping a poorly performing programme or just taking on a few more international students. WITT has been micromanaged by people for years and I&#8217;m sure they don&#8217;t have any programmes with 10% completion rates or no relevance to their region. Rather, I&#8217;d expect that any programme they target will simply be the lowest performer they have, rather than a programme that fails on some global quality scale (although such a global scale might exist next week when performance data is released). Similarly with international students, their numbers will be limited by their marketing resources and market position, rather than just turning the tap on or off. I think the options discussed by them are the things that you would do when you are running a deficit, rather than necessarily being the next obvious management decision. I&#8217;m not sure they face an imperative to make those cuts until they don&#8217;t have the funds to offer them &#8211; although more transparency in allocation of resources would be a good thing.</p>
<p>In terms of the TEC&#8217;s decision-making, I&#8217;m sure they will face pressure to increase university EFTS, but they have set funding by subsector according to some internal determination and they will probably operate within those bounds. Whether they should shift funds to universities is another matter and one about which I&#8217;m not convinced. Universities generate a lot of press, but I&#8217;d want to see what the marginal return was for different student groups before increasing any subsector&#8217;s funding.</p>

It builds on existing work in Taranaki by Taratahi, which also set up at EIT this year.</li>

The first Masters of Dance student has graduates from the University of Otago, which makes me think about the tensions between broad and specific qualification names (but not for long enough to make a comment on it). NMIT chefs provide <a href="http://www.stuff.co.nz/life-style/food-wine/4069718/Sea-fish-eat-fish">advice on cooking hapuku</a>. A Massey grad has won an international design award for <a href="http://www.stuff.co.nz/the-press/national/4072055/Darth-Vader-look-a-winner">the second year running</a>. A Massey student&#8217;s <a href="http://www.stuff.co.nz/manawatu-standard/news/4071901/Play-puts-historical-ne-er-do-wells-on-painters-trail">play is being performed</a>. A Media Design School course leader is involved in a <a href="http://www.nzherald.co.nz/fashion-beauty/news/article.cfm?c_id=42&amp;objectid=10669641">NZ&#8217;s Next Top Model photo retouching story</a>. Massey University clinical psychologist Ian de Terte commented on <a href="http://www.stuff.co.nz/manawatu-standard/news/4068004/Vigil-a-chance-for-Feilding-to-grieve">Feilding&#8217;s responses to recent deaths</a>. AUT students and staff were <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=181394">cooking cupcakes </a>yesterday for an SPCA fundraiser. A <a href="http://www.odt.co.nz/news/dunedin/123559/man-dies-when-struck-rolling-truck">teacher at the University of Otago </a>was killed after being hit by a truck. <li><strong>School&#8217;s Out for Summer </strong>Well, it is for a <a href="http://www.stuff.co.nz/the-press/3977365/Over-a-quarter-of-summer-school-programme-axed'">quarter of courses at the University of Canterbury&#8217;s summer school</a>, which have been cut. The VC is saying they&#8217;re mostly unpopular or double up on courses already run during the year. Lincoln is adding five courses, but they seem to be the only university without high enrolment pressures so far.</li>
<li><strong>Otago Entrance</strong> <a href="http://www.odt.co.nz/campus/university-otago/118653/some-pupils-may-not-meet-criteria?page=0%2C0">Otago Uni&#8217;s entrance policies </a>continue to get debated in their region, this time with a focus on the problems it may cause, rather than the one-sided views published last week. I might write more on this issue. I&#8217;m not too concerned about Otago&#8217;s specific approach, as whatever they do will disadvantage someone, but the issues could do with some wider discussion.</li>
<li><strong>Gateway Success</strong> Nelson/Marlborough website Wild Tomato has a <a href="http://www.wildtomato.co.nz/articles/gateway-to-the-future.aspx">great article looking at Gateway </a>from the perspective of students, their host employer and the Gateway coordinator. It&#8217;s a good window into the programme at a human level and it&#8217;s interesting to see how many of the students want to go on to study in the area where they&#8217;ve had work experience.</li>
<li><strong>Graduate Outcomes &#8211; Long-Term </strong>Graduates don&#8217;t just use their skills straight after graduation &#8211; The Waikato Times has a story on a <a href="http://www.stuff.co.nz/auckland/local-news/auckland-city-harbour-news/3970364/Thriving-with-free-study">Wintec jewellery graduate from 1997</a> who recently got back into it (making Dr Who-inspired jewellery). A Vic grad is also <a href="http://www.nznewsuk.co.uk/living/?id=10517">having a poetry book published</a>.</li>
<li><strong>Missing Student</strong> A West Auckland student is missing and was <a href="http://nz.news.yahoo.com/a/-/top-stories/7682633/police-concerned-for-missing-west-auckland-man/">last seen wearing a Unitec polarfleece jacket</a>, suggesting he might be studying there.</li>
<li><strong>Tongan Students </strong>24 Tairawhiti Polytechnic students have just been to a <a href="http://www.gisborneherald.co.nz/article/?id=18712">Tongan Students&#8217; Assn conference </a>in Auckland.</li>
<li><strong>Mature Apprentice </strong>Wins Robert Mellor has <a href="http://www.stuff.co.nz/dominion-post/job-market/3964492/Learning-new-tricks-part-of-fun-for-winning-apprentice/">won an MTA regional apprentice award </a>- he&#8217;s in his 50s and gained his apprenticeship (now complete) after a UCOL pre-apprenticeship course.</li>
<li><strong>Kids Eat Chips </strong>An Otago Uni study has found that <a href="http://www.scoop.co.nz/stories/GE1007/S00129/better-nutrition-for-nz-kids-more-than-tuck-shops.htm">kids eat chips when they&#8217;re outside of school</a>, amongst other things, and the researchers suggest that someone <em>really</em>should do something about it (sorry, just a bit sick of crusading public health academics from Otago Uni at the moment &#8211; which is probably why I don&#8217;t publish a bunch of stories relating to Doug Sellman as he&#8217;s more of an anti-alcohol lobbyist/crusader these days than an academic, so I don&#8217;t really see them as tertiary ed stories!).</li>
<li><strong>Fiji Trip</strong> 8 Bay of Plenty Poly staff, 3 students and a school student are off to Fiji in September to <a href="http://www.sunlive.co.nz/16413a1.page">help build some community facilities</a>.</li>
<li><strong>Youth Guarantee</strong> &#8230;is apparently <a href="http://www.stuff.co.nz/auckland/local-news/auckland-city-harbour-news/3970364/Thriving-with-free-study">thriving at Unitec</a>.</li>
<li><strong>Public Art </strong>I mentioned a public art trail around AUT/Auck Uni last week and there&#8217;s a nice story and picture of one of the artworks <a href="http://www.stuff.co.nz/auckland/local-news/auckland-city-harbour-news/3970365/Artwork-brings-Asian-flavour">here</a>.</li>
<li><strong>Otago Corner </strong>Lots of Otago stories today, so they get their own section.

<li>The potential loss of neurosurgery from Dunedin, and the associated impact on medical school training, is  being <a href="http://www.odt.co.nz/news/dunedin/118670/cuts-could-hit-souths-economy">opposed by local business groups</a>. An opinion piece today suggests that it&#8217;s all a dastardly <a href="http://www.odt.co.nz/opinion/opinion/118803/consider-background-agendas">plot to shift the medical school to Canterbury </a>- Rod Carr, you cad! <img src='http://www.ed.co.nz/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </li>
<li>An AUT student <a href="http://www.odt.co.nz/lifestyle/fashion-beauty/118821/merino-knit-dress-winner">won the Hokonui Fashion Awards </a>at the weekend &#8211; this really is  a serious competition, even thought it&#8217;s in Hokonui.</li>
<li>This week is Islam Awareness Week, so the ODT <a href="http://www.odt.co.nz/campus/university-otago/118832/muslim-students-used-comments-queries">chatted to some Muslim international students </a>at Otago Uni.</li>

<li><strong>Waikato Uni Shuts Door</strong>&#8230;to any more students in 2010, with <a href="http://www.stuff.co.nz/waikato-times/news/3905205/Door-slams-shut-at-uni">470 turned away for the second semester</a>. 500, here, 1,000 there and pretty soon you have some big numbers that add up much like a hip replacement waiting list for a government. Maybe the government should have a strategy beyond shrugs.</li>
<li><strong>Wintec Opens Door</strong> &#8230;to India, with the first two interns from the Indian Institute of Technology set to become <a href="http://www.stuff.co.nz/waikato-times/farming/3905335/Pair-turn-agri-ambassadors">ambassadors for NZ agribusiness </a>when they came home. While it probably won&#8217;t lead to a boom in sales, it&#8217;s an important piece of relationship building for that other enormous market in Asia besides China.</li>
<li><strong>Massey Staff Cuts</strong> The <em>Manawatu Daily Standard </em>has run two stories about staff cuts at Massey about <a href="http://www.stuff.co.nz/manawatu-standard/news/3906184/Massey-cleaners-fight-to-keep-jobs">cleaners </a>and <a href="http://www.stuff.co.nz/manawatu-standard/news/3902586/Cuts-leave-Massey-staff-dejected">admin staff</a>. It seems that Massey is looking hard for efficiencies across its campuses and this follows on from earlier decisions to have one level of senior management.</li>
<li><strong>NZUSA Conference</strong> Steven Joyce said he was <a href="http://www.odt.co.nz/campus/otago-polytechnic/114981/joyce-undecided-bill">still making up his mind about VSM</a> (while in Dunedin, he also checked out a <a href="http://www.odt.co.nz/campus/otago-polytechnic/114980/initiative-targets-students-who-learn-better-workshop">Youth Guarantee programme </a>at Otago Polytechnic). Sharn Riggs of the TEU also spoke to the conference &#8211; <a href="http://www.teu.ac.nz/?p=11195">here&#8217;s her speech</a>.</li>

<li><strong>Moko the Dolphin</strong> Massey vets are checking out <a href="http://www.sunlive.co.nz/15935a1.page">Moko the dolphin&#8217;s body </a>for the cause of death &#8211; longer story <a href="http://www.stuff.co.nz/national/3906266/Pathologists-investigate-Mokos-death">here</a>.</li>
<li><strong>Learner Success</strong> University of Auckland students won first and third prize in the <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/news/template/news_item.jsp?cid=293095">Kerikeri Piano Competition </a>(bigger than it sounds). A Massey University student <a href="http://www.stuff.co.nz/life-style/3906294/Glitz-glam-and-self-esteem-the-prize">became Miss Manawatu</a>. A New World Alexandra butcher is off to the <a href="http://www.odt.co.nz/your-town/alexandra/115004/butcher-set-final">Retail Meat ITO&#8217;s national apprentice competition</a>, while the <a href="http://www.stuff.co.nz/dominion-post/local/3907791/Prime-cuts-get-to-finals">Wellington winner also made the news</a>.. The University of Auckland&#8217;s OneBeep team came third, out of 68 teams, at the Microsoft Imagine Cup software competition in Poland. A great result for them and for their great idea &#8211; <a href="http://www.techday.co.nz/itbrief/news/imagine-cup---new-zealand-comes-third/17031/">read more</a> and University&#8217;s release <a href="http://www.auckland.ac.nz/uoa/home/template/news_item.jsp?cid=292763">here</a>). And Victoria Uni has now put out a release about <a href="http://www.scoop.co.nz/stories/ED1007/S00037.htm">its students&#8217; debating win </a>- it was 8-1, not the 6-3 result that Auckland stated (which came second). Three University of Canterbury grads are <a href="http://www.stuff.co.nz/timaru-herald/news/3908096/Boat-not-needed-for-this-action/">designing cable wakeboarding parks</a>.</li>
<li><strong>Motor Racing </strong>A Japanese NorthTec student was one of many volunteering at the International Rally of Whangarei last week but she ended up being the <a href="http://www.voxy.co.nz/national/northtec-student-becomes-interpreter-weekend-vips-international-rally-whangarei/5/54583">interpreter for visiting Japanese motorsport officials</a>.</li>
<li><strong>Wine</strong> Two stories on one of my favourite topics: a Canterbury Uni student is running a <a href="http://www.scoop.co.nz/stories/BU1007/S00303.htm">National Wine Tourism Survey</a>; and a University of Auckland study has been interpreted as pointing to a <a href="http://www.stuff.co.nz/southland-times/news/3900322/C-Otago-could-be-new-Napa-Valley">Napa-Valley type future for Central Otago </a>(I&#8217;ve been to both and I&#8217;d say not).</li>
<li><strong>Stuart Middleton</strong>&#8230;writes about <a href="http://www.stuartmiddleton.co.nz/?p=301">attrition and retention </a>this week.</li>
<li><strong>Sex Research</strong> I ran a note in May about a Massey student&#8217;s call for sex addicts to participate in research &#8211; well, <a href="http://www.stuff.co.nz/sunday-news/news/3906872/Sex-addicts-keen-to-share-experiences">over 800 people put their hands up</a>. A Massey lecturer was also in Queenstown at the weekend talking <a href="http://www.stuff.co.nz/the-press/news/south-island/3907951/Welcome-to-Queenstown-a-passionate-place-to-be">about sex and passion</a>- maybe it&#8217;s Steve Maharey&#8217;s influence as VC.</li>
<li><strong>Learn Mandarin</strong> The PM was talking at the weekend about the need for <a href="http://www.voxy.co.nz/politics/qa039s-guyon-espiner-interviews-prime-minister-john-key/5/54748">more NZers to learn Mandarin</a> (it&#8217;s a long transcript).</li>
<li><strong>Water Study </strong>Canterbury and Lincoln Universities have set up a joint Waterways Centre and <a href="http://www.beehive.govt.nz/release/minister+opens+new+waterways+centre">Nick Smith opened it </a>on Friday.
