<li><strong>TEU News</strong> The TEU had a bit of news yesterday, with <a href="http://teu.ac.nz/2011/05/five-itps-continue-to-resist-their-obligation-to-bargain/">five ITPS appealing a ruling against a collective agreement</a> (really, what employer appeals <em>for</em> a collective agreement?), a <a href="http://teu.ac.nz/2011/05/teu-saves-waikato-arts-jobs/">big cut in redundancies at Waikato</a> and claims that AUT is <a href="http://teu.ac.nz/2011/05/aut-profits-at-expense-of-students-and-staff/">profiting at the expense of students and staff</a>.</li>
<li><strong>VSM </strong><a href="http://www.radionz.co.nz/news/political/74465/labour-now-wants-to-talk-about-students-union-bill">Labour now wants to negotiate with ACT</a> about the VSM bill, but from what I can see they fundamentally disagree, which is why Labour was filibustering in the first place. What&#8217;s interesting about all this filibustering is that hardly anyone has noticed and the VSM issue has gained no publicity as a result (other than a couple of low profile stories over the last two days). The filibustering only seems designed to stall things, not help achieve any wider goal, but I&#8217;m happy to be corrected if anyone in Labour wants to share their strategy.</li>
<li><strong>Ram Attack</strong> A ram that seemed to be used for a Bay of Plenty Poly animal studies course <a href="http://www.bayofplentytimes.co.nz/local/news/attack-on-ram-may-end-in-courtroom/3950711/">was attacked by dogs</a> – it survived, but the saga goes on. (Also, a BOPP designer is <a href="http://www.boppoly.ac.nz/index.cfm?objectid=BE4D0EC9-C42D-33BF-2CD75E7F228D2EC3&amp;utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed%3A+News-BoPPolytechnic+%28News+-+BOP+Polytechnic%29">running a workshop and exhibition</a>).</li>
<li><strong>Japanese Students</strong>&#8230;<a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/4963339/Japanese-students-show-confidence-in-ChCh">are up at one language school</a> in Christchurch.</li>
<li><strong>Youth Stuff</strong> Labour and the CTU want the government to <a href="http://nz.news.yahoo.com/a/-/top-stories/9317832/boost-for-youth-training-isnt-enough-labour-ctu/">spend more on youth employment schemes</a>. The YMCA <a href="http://www.scoop.co.nz/stories/ED1105/S00022/ymca-welcomes-announcement-about-training-subsidies.htm">liked it though</a>.</li>
<li><strong>Animal Autopsies </strong>Massey may get dead penguins, but AUT <a href="http://www.wanganuichronicle.co.nz/local/news/cause-of-whales-death-shrouded-in-mystery/3950568/">gets bits of dead whales</a> to check out.</li>
<li><strong>Property Quals</strong> Real ITO is looking to <a href="http://www.nbr.co.nz/article/better-education-would-cut-complaints-about-property-managers-ng-92055">develop property management quals</a>.</li>
<li><strong>Tracking Hedgehogs</strong> That&#8217;s what Otago Uni scientists have been doing, and not to bet on them either, but to <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10723504">check their effect on local wildlife</a>.</li>
<li><strong>Short Bits </strong>A retired Canterbury academic, John Berrill, <a href="http://www.stuff.co.nz/the-press/news/4964341/Canty-quake-expert-honoured'">has won an earthquake engineering award</a>. AUT Chancellor Paul Reeves <a href="http://www.radionz.co.nz/news/regional/74455/reeves-steps-down-from-trusts">has dropped some other commitments</a>. <li><strong>5,000 New Students?</strong> A new development at Whangarei will apparently lead to <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=194323">5,000 new English language students from offshore</a> – well, so goes the NewstalkZB story. It&#8217;s part of the Marsden Town Centre project by <a href="http://trdevelopmentsltd.com/Our_Projects.html">TR Developments</a> and it seems more like a potential use rather than an actual plan.</li>
<li><strong>UCOL Wairarapa&#8230;</strong> is 10, which is the number of years since UCOL took over the struggling Wairarapa Community Polytechnic. UCOL <a href="http://www.scoop.co.nz/stories/ED1104/S00034/177-graduate-on-ucol-wairarapa-anniversary.htm">seems happy with the outcomes</a>.</li>
<li><strong>Trades Training </strong>Yesterday John Key was <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10718436">talking about expanding trades training</a>, especially at CPIT.</li>
<li><strong>Volcano Watch</strong> Massey and the University of Hamburg are <a href="http://tvnz.co.nz/business-news/low-wage-comments-dangerous-4112083">monitoring Mt Ruapehu with a Doppler radar</a> (<a href="http://www.scoop.co.nz/stories/SC1104/S00019/volcanologists-have-eye-on-the-sky.htm">media release</a>, <a href="http://www.3news.co.nz/New-early-warning-system-installed-at-Mt-Ruapehu/tabid/1160/articleID/206481/Default.aspx">TV3</a>, <a href="http://www.nzherald.co.nz/technology/news/article.cfm?c_id=5&amp;objectid=10718668">NZ Herald</a>, <a href="http://tvnz.co.nz/technology-news/mt-ruapehu-watched-radar-eye-4113358">TV1</a>). <li><strong>Chinese Students </strong>The NZ Herald looks at <a href="http://www.nzherald.co.nz/asia/news/article.cfm?l_id=3&amp;objectid=10718642">the rise of ethnic Chinese students</a>, whether NZers or international students. <li><strong>NZCECE</strong> I meant to mention 11 days ago that the building housing the NZ College of Early Childhood Education <a href="http://www.stuff.co.nz/national/christchurch-earthquake/4838573/More-than-135-Christchurch-buildings-face-demolition'">will need to be demolished</a> in central Christchurch. I had been worried about that since I saw someone on TV saying that a “nanny school building” was looking bad on the day of the quake.</li>
<li><strong>Quake </strong>Canterbury&#8217;s Katie Pickles <a href="http://www.stuff.co.nz/the-press/opinion/editorials/4870066/Past-present">inspired an editorial in The Press</a> for her decolonising Christchurch piece. Lincoln&#8217;s Charley Lamb on a <a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/4874540/Supermarket-chains-race-to-reopen-damaged-stores">post-quake fear of supermarkets</a>. Canterbury&#8217;s Richard Fenwick in <a href="http://www.voxy.co.nz/politics/finlayson-christchurch-royal-commissioners-announced/5/87606">on the Christchurch Royal Commission</a>. Bob Parker <a href="http://tvnz.co.nz/national-news/parker-wants-university-moved-into-city-s-heart-4113611">wants Canterbury Uni to move back into the CBD</a> – personally, I think they&#8217;d need a few more buildings out of action to justify moving! A <a href="http://www.3news.co.nz/High-tech-survey-for-Canterbury/tabid/423/articleID/206518/Default.aspx">gravity survey of Canterbury</a> will help with fault identification (<a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/4874567/Gravity-study-to-help-plot-fault-lines-under-city">The Press</a>).</li>
<li><strong>Vic&#8217;s Contortionist </strong>Victoria has <a href="http://www.newswire.co.nz/2011/04/the-circus-is-coming-to-medusa/">a contortionist on staff</a>, although that&#8217;s not her professional role (could be handy for funding applications though).</li>

<li><strong>Levy Controls</strong> Steven Joyce has <a href="http://www.beehive.govt.nz/release/changes-compulsory-student-services-levies-0">announced a new Bill</a> to control what institutions charge for student services levies and require student input (<a href="http://nz.news.yahoo.com/a/-/top-stories/9102263/tertiary-institutions-to-come-clear-about-levies/">NZPA</a>, <a href="http://www.radionz.co.nz/news/political/71688/bill-targets-non-academic-tertiary-fees">RNZ</a>). <a href="http://www.scoop.co.nz/stories/PO1103/S00302/students-will-welcome-accountability-and-transparency.htm">NZUSA welcomed it</a> and only included a very small dig about VSM, which shows how much they do like it.</li>
<li><strong>English Language Schools Hit</strong> RNZ&#8217;s John Gerritsen did a great piece on the <a href="http://www.radionz.co.nz/audio/national/mnr/2011/03/30/christchurch_language_schools_struggle_to_survive">impact of the quake on Christchurch English language schools</a> (here&#8217;s the <a href="http://www.radionz.co.nz/news/canterbury-earthquake/71639/tough-times-for-language-schools-in-christchurch">brief text version</a>) yesterday. Language Schools NZ had 52 students before the quake and now host 20, but only 7 are theirs, as they are hosting 2 other language schools (Languages International and Aspiring Language School). There have been no new students since the quake and few are likely for the next six months. Rob McKay’s Christchurch College of English Language has dropped from 220 to 100. (John did a piece on CPIT the day before but sometimes I don&#8217;t link to his audio because RNZ&#8217;s site indexing is so poor that you have to go in to manually look for everything. It&#8217;s a pity because RNZ has good info but it&#8217;s ten times harder to find info on their site than it is from mine.)</li>
<li><strong>Taiwan Science Success</strong> Two winners of an ETITO science competition for school students (Bright Sparks) <a href="http://www.scoop.co.nz/stories/SC1103/S00095/talented-kiwis-take-top-spots-in-international-science-fair.htm">won first and second place</a> in the engineering category at the prestigious Taiwan International Science Fair.</li>
<li><strong>Trades Hit?</strong> TEU is claiming that <a href="http://teu.ac.nz/2011/03/northtec-responds-to-skills-shortage-by-looking-to-fire-trades-teachers/">3 trades tutors (electrical and carpentry) will be made redundant at NorthTec</a> and ETITO block courses for electrical apprentices will now be held in Auckland. Hopefully NorthTec offers some response so we can find out more (yes, I know I could call to ask them, but I could spend my whole day doing that sort of thing).</li>
<li><strong>Dodgy Uni 2 </strong>The international student who passed degree requirements at AUT but is not being given the degree because AUT illegally enrolled her without a visa <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10716097">is likely to be deported soon</a>. The Herald article said that AUT acted in good faith that her visa was pending&#8230;for two years.</li>
<li><strong>Quake Deaths </strong>Two King&#8217;s Education students (Jessie Redoble of the Philippines and Yoku Sakurai of Japan) and a University of Canterbury lecturer and clinical psychologist (Susan Selway) <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10715985">have been confirmed as dying in the CTV building</a>.</li>
<li><strong>Loan Stuff </strong>Some people who have paid off their loans (actually one never seemed to have got one) <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10715896">got offended by Prof Sir Paul Callaghan&#8217;s proposed expat loan repayments</a>. They also rolled out the old canard that Callaghan got a cheap education so they should have as well – as Callaghan has pointed out, he paid $150, which was about $2,000 today, so hardly nothing (the period of very low real fees and high allowances was very much a 70s and 80s affair), but he also paid 66% top tax rate for some years (there was no money tree then either). Universities New Zealand put out a great release listing everything the universities were doing, including <a href="http://www.scoop.co.nz/stories/ED1103/S00035/universities-responding-to-christchurch-students-needs.htm">various exchange agreements with the University of Canterbury</a> (<a href="http://www.stuff.co.nz/national/christchurch-earthquake/what-you-need-to-know/4733076/Uni-exchanges-offered-after-Christchurch-earthquake">Stuff</a>, <a href="http://www.voxy.co.nz/national/canterbury-uni-exhanges-students/5/84609">UC media release</a>). 200+ UC students <a href="http://www.radionz.co.nz/news/canterbury-earthquake/70002/christchurch-university-students-to-study-in-adelaide">went to Adelaide on Sunday</a>. <a href="http://www.wanganuichronicle.co.nz/local/news/uni-programme-takes-a-twist/3942965/">22 American students from Earlham College</a> are now in Wanganui after getting out of Christchurch.</li>

<li><strong>Quake Response</strong> Two Korean students from Christchurch <a href="http://www.stuff.co.nz/timaru-herald/news/4734786/Feared-for-students-turn-up-safe-in-Timaru">turned up in Timaru</a> and are being helped, along with others, by Aoraki Polytechnic. Lincoln Uni Students&#8217; Assn argues that loans shouldn&#8217;t be cut <a href="http://www.voxy.co.nz/national/students-doing-their-fair-share/5/84539">because students are already doing their share</a>. Lincoln&#8217;s Ann Brower has found the person who helped her <a href="http://www.stuff.co.nz/national/christchurch-earthquake/4738283/Christchurch-earthquake-survivor-recalls-bright-blue-eyes">when she was trapped in a bus</a>.</li>
<li><strong>Quake Analysis </strong>Victoria Uni&#8217;s Prof John McClure has written a <a href="http://www.stuff.co.nz/sunday-star-times/opinion/4733189/Future-shocks-nine-lessons-to-learn-from-Canterbury">great piece on earthquake preparedness</a>. Auckland Uni&#8217;s Prof Rob Brodie comments, with others, <a href="http://www.nzherald.co.nz/christchurch-earthquake/news/article.cfm?c_id=1502981&amp;objectid=10710178">on tourism issues</a>. Otago Uni&#8217;s Prof Richard Norris says don&#8217;t worry just because <a href="http://www.stuff.co.nz/4734811/Fault-lines-no-reason-for-panic">there&#8217;s a fault line next door</a> – he also comments on a <a href="http://www.stuff.co.nz/national/christchurch-earthquake/4734789/Earthquake-warning-system-may-save-lives">quake early warning system</a> (we&#8217;re talking about seconds). Karl du Fresne uses quake coverage to have <a href="http://karldufresne.blogspot.com/2011/03/no-rulebook-thats-why-jane-bowron.html">a dig at journalism academics</a> – see, it&#8217;s not just MPs who can politicise it!</li>
<li><strong>The Student Volunteer Army</strong> &#8230; is <a href="http://www.scoop.co.nz/stories/AK1103/S00271/bulk-deployment-ends-of-student-volunteer-army.htm'">ending its bulk deployments</a> (ie hundreds of students in one group) but is continuing with smaller groups and delivery of fliers etc. They&#8217;ve done a great job. <li><strong>Auckland Uni Dispute </strong>The dispute between the University of Auckland and TEU members <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10710589&amp;ref=rss">has made the NZ Hearld</a>.</li>
<li><strong>Shock at Nazi Slogan </strong>Two Whanganui UCOL students put &#8220;<a href="http://www.wanganuichronicle.co.nz/local/news/shock-at-nazi-slogan/3943130/">Arbeit Macht Frei</a>&#8221; above their flat door (the slogan was, of course, above the gates of Auschwitz). Quite reasonably, a bunch of people got upset and the landlord got it taken down.</li>
<li><strong>Massey Enrolments </strong>Massey&#8217;s international students are <a href="http://www.stuff.co.nz/manawatu-standard/features/4735824/More-students-on-horizon">up 20% this year</a>, although it&#8217;s not clear how much of that is due to the quake. Anyway, here&#8217;s a <a href="http://www.stuff.co.nz/manawatu-standard/features/4735820/Kiwi-hospitality'">nice story about Manawatu homestay parents</a>.</li>

<li><strong>Saving Animals at CPIT</strong> TVNZ had a nice story yesterday about the animal rescue team (including Massey and ATTTO people) saving the animals from the CPIT veterinary nursing course. It&#8217;s about 2/3 through episode 2 <a href="http://tvnz.co.nz/one-news/update-b-video-3343716">at this link</a> (can&#8217;t find the direct story). What&#8217;s also good is that that part of CPIT is in very good nick. NMIT is also <a href="http://www.akl.stuff.co.nz/nelson-mail/news/4716873/NMIT-roll-to-grow">preparing to host some CPIT students</a>.</li>
<li><strong>Universities&#8217; Recovery </strong>Rod Carr was on RNZ yesterday morning for a <a href="http://www.radionz.co.nz/audio/national/ntn/2011/03/01/feature_guest_-_rod_carr">good interview on recovery</a> – it&#8217;s 23 minutes long but <a href="http://www.sharechat.co.nz/article/a10aab3e/national-risk-if-christchurch-fails-to-rebound.html">NZPA has the basics</a>.<strong><br />
</strong>Universities NZ is confident that Lincoln, Canterbury and Otago Uni in Chch <a href="http://www.scoop.co.nz/stories/ED1103/S00005/universities-working-together-to-respond-to-earthquake.htm">will get back on their feet</a> and is helping them. NZUSA put out a good release looking at the <a href="http://www.scoop.co.nz/stories/ED1103/S00008/canterbury-students-need-support.htm">needs of students seeking to stay or go</a>. <a href="http://nz.news.yahoo.com/a/-/top-stories/8931882/christchurch-students-turned-away-nzusa-says/">NZPA</a> covered both.</li>
<li><strong>English Language Schools&#8217; Recovery</strong> Radio NZ had a good story on the <a href="http://www.radionz.co.nz/news/canterbury-earthquake/69657/tough-road-to-recovery-for-private-training-sector">issues facing English language schools in Christchurch</a>. It focuses on Christchurch College of English, which has shifted to the Burnside Bowling Club until their University of Canterbury base reopens. About 80 students were being taught (half of normal). At Dominion English Schools, most students have transferred to the Auckland campus. The challenge for the sector is to reopen and get students back, with support from industry generic promotion.</li>

			<content:encoded><![CDATA[<p>A US State Department cable on export education in NZ has been released via WikiLeaks, with a focus on the reasons for the decline in Chinese enrolments at that time. The <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10695176">NZ Herald published it</a> but I have pasted the full text below.</p>
<p>Most of the cable is not new to those involved in export education issues in NZ in 2005 &#8211; I was the lobbyist for private English language schools at the time so was heavily involved in the area. The substance of the cable is based on information provided to a US embassy staffer by Education NZ&#8217;s CE, Robert Stevens. Most of the material was freely available on websites via industry summary documents at the time, but there are a few extra points of interest.</p>
<ol>
<li>The Chinese Embassy education consul is portrayed as &#8220;working actively to reduce the numbers of Chinese students in New Zealand&#8221; and &#8220;portraying the country as inhospitable to Chinese students, its teachers as incompetent and its people as racist&#8221;. Those views were common amongst NZ officials and senior industry circles at that time and I agree fully with them.</li>
<li>Education NZ was pushing for GATS free trade commitments by China RE export education but MFAT officials &#8220;warned Stevens that obtaining Chinese concessions on services would be extremely difficult&#8221;. This is not surprising but still interesting (Education NZ&#8217;s push for GATS commitments is a long-standing public position).</li>
<li>The Embassy staffer finished off with the following comment &#8220;While the New Zealand government has scrambled to appease Beijing&#8217;s complaints, Chinese student enrollments continue to fall. The New Zealand government&#8217;s efforts appear not to have paid off, partly because of market forces beyond its control. It is unclear whether the government has taken this lesson into account in its negotiations with China on a free-trade agreement.&#8221; The NZ government certainly was falling over itself trying to appease the Chinese at the time (at the same time as Trevor Mallard was trying to annoy the NZ English language schools!). Other cables released over the last couple of days show how important the China-NZ trade relationship is deemed to be by the Government (and rightly so), putting into perspective the rolling over on export education issues.</li>
</ol>
<p>Overall, the cable isn&#8217;t that new or insightful, but it&#8217;s still interesting to see behind the curtain and find out what other think of us. Have a read and let me know if you have any other thoughts.</p>

<p><strong>SUBJECT: WITH LOSS OF CHINESE STUDENTS, NEW </strong><strong>ZEALAND&#8217;S</strong><strong> EDUCATION INDUSTRY SUFFERS DECLINE</strong></p>

<p><em>Classified by Charge d&#8217;affaires David R. Burnett. Reason: 1.4 (b) and (d).</em></p>
<p>1. (U) Summary: A sharp drop in the number of English-language students from China &#8212; partly orchestrated by the Chinese government &#8212; has reduced overall foreign student enrollments in New Zealand schools. To revive the international education industry, the New Zealand government is refocusing on promotion of its universities to foreign students. End summary.</p>
<p>2. (U) There were 102,136 fee-paying students in New Zealand in 2003-04, down 15 percent from the previous year. But that  drop in headcount barely nudged the revenue that New Zealand collects from the tuition paid by international students, the nation&#8217;s fourth-largest source of foreign exchange after agriculture, tourism and wood products. The international education industry generated NZ $2.19 billion (US $1.5 billion) in revenue in 2003-04, about a 1 percent decrease from the previous year. That was the first decrease since 1998, when both revenue and enrollment numbers dipped amid the Asian financial crisis.</p>
<p>3. (U) Over the last year, the fall in enrollment and income was largely due to fewer foreign students enrolling in English-language courses and secondary schools. By contrast, enrollments were up for foreign students attending university and post-graduate programs, which charge higher fees. The government changed the law in 1989 to allow full fee-paying foreign students.</p>
<p><em>Fewer Chinese students</em></p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-</p>
<p>4. (U) China is the source of 32 percent of foreign students in New Zealand. Although that is the largest group of foreign students here, the number of Chinese students in New Zealand has declined in each of the last two years. From 2002-03 to 2003-04, the overall number of Chinese students fell from 37,150 to 32,877, or 11.5 percent. In terms of those who came to New Zealand to study English, the decline was 32.7 percent.</p>
<p>5. (U) That decrease is the result of stiffer competition from other countries for Chinese students and a stronger New Zealand dollar, which reduced New Zealand&#8217;s attractiveness as an educational destination. It also resulted from negative media stories in China on the collapse of two private English-language schools in New Zealand that enrolled substantial numbers of Chinese students and on Chinese students&#8217; involvement in prostitution, gambling, drug abuse and gang activity in the country (reftel).</p>
<p>6. (C) The decrease also reflects an effort by the Chinese government to reduce the number of Chinese who study overseas. The government&#8217;s primary aim has been to prevent a drain in foreign exchange. The Chinese Embassy&#8217;s education consul in Wellington also has been working actively to reduce the numbers of Chinese students in New Zealand, according to Robert Stevens (protect), chief executive of Education New Zealand. The consul &#8212; who has openly admitted he does not like living in New Zealand &#8212; has sent messages back to Beijing portraying the country as inhospitable to Chinese students, its teachers as incompetent and its people as racist, Stevens said. Education New Zealand is a private industry association that promotes the country as a study destination.</p>
<p>7. (C) While unhappy over the growing numbers of its citizens studying in New Zealand, the Chinese government also has accused the New Zealand government of failing to maintain high educational standards and adequate pastoral care of international students, Stevens said. He added that Chinese officials&#8217; displeasure with New Zealand especially hardened after the collapse of the two English-language schools. Chinese Ministry of Education officials insisted that the New Zealand government compensate the schools&#8217; Chinese students for their financial losses.</p>
<p>8. (C) New Zealand officials feel they have bent over backward to satisfy the Chinese, and Stevens believes that New Zealand is rebuilding the relationship. The New Zealand government pressured other private language schools to accept the Chinese students abandoned by the two failed institutions and paid their accommodation costs and some tuition fees. Minister of Education Mallard makes frequent visits to Beijing. The education consul in Wellington is expected to finish his assignment soon.</p>
<p>9. (C) Meanwhile, a growing number of English-language schools are springing up in China, against which New Zealand cannot compete on cost. While Stevens expects the number of Chinese students to increase again in New Zealand, he does not expect them to reach their peak level of 2001-02. More English-language schools are expected to close in New Zealand.</p>
<p>10. (C) In the China-New Zealand negotiations over a free-trade agreement, which began in December 2004, Education New Zealand has asked the New Zealand government to pursue provisions that would allow free and open trade in education services. In particular, Education New Zealand has urged the government to obtain commitments by China to the General Agreement on Trade in Services that would match New Zealand&#8217;s. While New Zealand negotiators expressed optimism over achieving an overall agreement with China, they also warned Stevens that obtaining Chinese concessions on services would be extremely difficult.</p>
<p><em>More university students</em></p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;</p>
<p>11. (U) Meanwhile, the New Zealand government last year decided that it must attract more foreign students to its university and postgraduate programs to sustain and increase revenue from its international education industry.</p>
<p>12. (U) With that goal in mind, the government has allocated NZ $70 million (US $47.5 million) to be spent over five years beginning in 2004-05 &#8212; more than a fivefold increase in government spending on international education. The funds will go toward scholarships. They also will compensate universities for reducing fees charged to foreign doctoral students and will pay the school fees charged for those students&#8217; school-age children. The allocation will fund four overseas educational counselors to monitor education policies in key markets, including China, the United States, Malaysia and Belgium. A counselor is in place in Beijing, and a counselor is now being selected for Washington.</p>
<p>13. (U) The government also changed its immigration policy with a view to luring more foreign students. Beginning July 4, foreign students can work 20 hours a week in New Zealand, as well as six months after they complete their studies.</p>
<p>14. (C) Stevens noted that Americans compose the fastest-growing group of foreign students at the university level in New Zealand. From 2003 to 2004, the overall number of Americans studying in New Zealand rose 44.5 percent, to 1,917. Stevens said that most American university students stay for one or two semesters and that most come &#8220;to have fun.&#8221; They are attracted to New Zealand for the same reasons growing numbers of tourists are: its natural beauty, its outdoor activities and its reputation as a relatively safe destination.</p>
<p>15. (U) The United States &#8212; along with Australia, Canada and the United Kingdom &#8212; also serves as a growing competitor to New Zealand for foreign university and postgraduate students.</p>
<p>16. (C) Comment: While the New Zealand government has scrambled to appease Beijing&#8217;s complaints, Chinese student enrollments continue to fall. The New Zealand government&#8217;s efforts appear not to have paid off, partly because of market forces beyond its control. It is unclear whether the government has taken this lesson into account in its negotiations with China on a free-trade agreement.</p>

			<content:encoded><![CDATA[<div>I had a few offline comments last week about <a href="http://www.ed.co.nz/2010/12/07/roy-sharp-retires/">my post on Roy Sharp&#8217;s retirement</a>. The tenor was that I had been too soft, that Roy hadn&#8217;t done all those things and that TEC hadn&#8217;t been made effective enough. I had a look back at the post and realised I would have made a few minor changes here and there, largely because I wrote it in 15 minutes, but I wouldn&#8217;t change the post significantly. We are often too happy to attribute faults to a CE, but give others credit for successes, so I&#8217;m happy to give Roy credit for the things that happened on his watch. And one of his biggest stated goals, simplifying the system, has been achieved very well. TEC is still probably too big and unwieldy and that will be reviewed in early 2011, but I care less about the management of TEC than the effect the TEC has on the much larger tertiary education sector, which has improved. Overall, I stand by the original post.</div>

<li><strong>Waikato Applications Up </strong><a href="http://www.stuff.co.nz/waikato-times/news/4444448/Tertiary-students-get-in-early">Waikato enrolments are generally up on last year</a>: Waikato University has 31% (8504 students) more 2011 applications from domestic students than for 2010., Wintec&#8217;s applications from new domestic students  are up by 17 per cent (4463 students). Te Wananga o Aotearoa has enrolled about 4300 students for next year – about the same as this time last year.</li>
<li><strong>Pasifika Leadership</strong> Beatrice Faumuinaa spoke at the <a href="http://www.scoop.co.nz/stories/ED1012/S00053/beatrice-faumuinas-speech.htm">launch of the BEST Pasifika Leadership Academy and charitable Foundation</a> &#8211; she is the inaugural Chief Executive. I&#8217;d like to congratulate Anita Finnigan, the founder of BEST, for this initiative &#8211; have a read of the speech and they really are seeking to do something significant. They also have people from AUT, Uni of Auckland and Whitireia helping them.</li>
<li><strong>Food for Fines</strong> UCOL students have been able to <a href="http://www.scoop.co.nz/stories/ED1012/S00052/food-for-fines.htm">clear library fines by donating to a food bank</a>.</li>
<li><strong>Great Science Profile </strong>The Sunday Star-Times <a href="http://www.stuff.co.nz/sunday-star-times/features/4446393/Mysteries-of-our-time">profiled Massey&#8217;s Humboldt Prize-winning scientist Peter Schwerdtfeger</a> &#8211; well worth a read, in my view.</li>

<li><strong>NZ Herald Misses the Mark </strong>The NZ Herald <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10687821">continues their assault on dodgy education providers in an editorial</a> but attacks English language schools, when every single problem it uncovered in Saturday&#8217;s stories was about providers offering business diplomas. Those business diplomas are used because they are an end run around tougher testing of English language competence. Then the Herald goes on to suggest that PTEs should prepare people for NCEA English! IELTS works perfectly fine as a proxy for English language competence &#8211; that is proved, in a way, by the torrent of people seeking other quals in its place.</li>
<li><strong>Pink and White Terraces </strong>Researchers, including from Waikato Uni, are <a href="http://tvnz.co.nz/national-news/scientists-search-pink-and-white-terrace-treasure-3897400">trying to find remains of the Pink and White Terraces</a> (actually, it looks like they&#8217;re doing other things but the Terraces angle was always going to get better media coverage!) (<a href="http://www.scoop.co.nz/stories/SC1011/S00043/scientists-to-probe-lake-rotomahana.htm">media release</a>).</li>
<li><strong>Eat a Fern </strong>A Massey academic is exploring whether <a href="http://www.voxy.co.nz/national/research-supports-fern039s-hunger-busting-properties/5/71886">eating a mamaku fern extract</a> can help make you feel full &#8211; seems promising but it is a long, long way from getting to market.</li>
<li><strong>Auckland University poster boy faces rape charge</strong>&#8230;is not <a href="http://www.stuff.co.nz/waikato-times/news/national-news/4346446/Auckland-University-poster-boy-faces-rape-charge">a headline</a> anyone would want to see for their organisation. Turns out the person was a student profiled in a science faculty brochure and you can hardly control whether one of your students profiled gets into trouble later.</li>
<li><strong>Fee Protests</strong> Grant Robertson is in London (on work, not a holiday!) and <a href="http://blog.labour.org.nz/index.php/2010/11/15/london-calling-2-society-gone-missing/">riffs off student fee protests</a> to argue against the Conservative-led coalition &#8211; of course, he was always going to riff off something to get to the end point <img src='http://www.ed.co.nz/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </li>
<li><strong>Council Election </strong>63,000 voting papers have been sent out to Otago Uni grads for <a href="http://www.odt.co.nz/campus/university-otago/136448/63000-graduates-sent-voting-papers">Court of Convocation elections to their Council</a>. I voted in the Vic elections recently and it was all done online, which seems a lot more sensible to me.</li>
<li><strong>Crowded Houses </strong>Rheumatic fever incidence is <a href="http://www.stuff.co.nz/the-press/national/health/4345190/Fever-takes-hold-in-crowded-homes">linked to overcrowded homes</a> (<a href="http://www.voxy.co.nz/health/household-crowding-linked-high-rates-acute-rheumatic-fever/5/71868">media release</a> and <a href="http://www.radionz.co.nz/news/national/61865/crowded-housing-link-to-disease">RNZ</a>).</li>

The partner is now caring for the student as &#8220;a father or an uncle would&#8221;.</li>
