			<content:encoded><![CDATA[<p>Labour&#8217;s Phil Goff and Clayton Cosgrove have criticised the Government over the plummeting number of building and construction trainees in Canterbury. Unfortunately their claims don&#8217;t stand up to basic analysis and were published a few days <em>after</em> the ITO announced that Canterbury construction trainees were shooting up! Labour has been a weak Opposition over tertiary education issues and it would be better for the country if they gave the Government a harder time than in this latest effort.</p>
<p>The key parts of Cosgrove&#8217;s <a href="http://www.labour.org.nz/news/building-trainee-numbers-plummet-in-canterbury">media release</a> is below.</p>
<blockquote><p>“When National came into office at the end of 2008, there were 1049 building and construction industry trainees in Canterbury,” Clayton Cosgrove said. “Two years later, in December 2010, the number dropped 45 per cent to 578. That’s staggering.</p>
<p>“The drastic fall-off in industry trainee numbers generally shows a total lack of any skills strategy and a failure to invest in the future by the National Government. Following the quakes Canterbury faces the biggest demand for skills in its history, but you wouldn’t know it from any commitment by the National Government to skills training.</p>
<p>“The number involved in industry training overall in Canterbury has fallen by 5361, or 34 per cent, from 15,687 to 10,326 between December 2008 and December 2010. The fall-off in the building and construction industry is even worse.”</p>
<p>&#8230;“No wonder Kiwis are leaving for Australia in droves,” Clayton Cosgrove said. “It’s even harder to keep young people in Christchurch than elsewhere in the country. The situation in the building and construction industry is disastrous. The 40 per cent drop in training nationally coincides with increased demand for housing, which is forecast to spiral upwards.</p></blockquote>
<p><a href="http://www.radionz.co.nz/news/canterbury-earthquake/80898/looming-skills-shortage-could-derail-christchurch-rebuild">RNZ </a>covered the issue with Goff fronting for Labour (<a href="http://www.radionz.co.nz/national/programmes/checkpoint/audio/2494264/labour-says-govt-is-doing-nothing-to-avert-skills-shortage.asx">audio here</a>) and Tertiary Education Minister Steven Joyce responding that the drop was due to reprioritisation of funding and tightening up on performance, while $42m had also been put aside for Canterbury this year. Then <a href="http://clearnet.co.nz/news-story.html?politics~814409">Clearnet </a>had a piece noting TEC&#8217;s rationale that economic conditions had also contributed, but that &#8220;Labour MP Clayton Cosgrove believes that&#8217;s just smoke and mirrors and wants to see more detail&#8221;.</p>
<p>Well, Clayton, here&#8217;s some detail! I&#8217;m grumpy that Labour put out such a ridiculous media release that paid no attention to the fact that the building industry had crashed over the last few years (and employment in general had also declined). They didn&#8217;t even bother checking their figures against, say, Statistics NZ. The chart below is drawn from Stats NZ&#8217;s report on <em><a href="http://stats.govt.nz/browse_for_stats/industry_sectors/Construction/ValueOfBuildingWork_HOTPMar11qtr.aspx">Value of Building Work Put In Place, March 2011</a></em><em> </em>and it shows how much work has actually been done each quarter on approved building consents (in Sep 1999 prices). As you can see, the figures plunged from December 2007, with a small rally from late 2009 to mid 2010. The December quarter figures for the trend value are $2,413m (07), $2,015 (08), $1,789 (09) and $1,885 (10). Even allowing for the uptick in 2010, there was a 22% decline in the value of work completed from Dec 2007 to Dec 2010. From Dec 2007 to Dec 2009, there was a 26% drop.</p>

<p><a href="http://www.ed.co.nz/wp-content/uploads/2011/07/Building-Work-Put-In-Pace.png"></a>Labour is concerned at a 45% drop in construction apprentices in Canterbury, but they haven&#8217;t even mentioned the fact that there was a 22% decline in the value of work done in the NZ industry over the last few years. Such a big decline will obviously lead to job losses and reduced willingness by employers to take on apprentices who require extra supervision and training. The hiring of new apprentices will be further reduced by the large pool of qualified workers seeking work, probably willing to take lower than usual wages. I&#8217;m quite confident that the large drop in industry turnover will result in a larger drop in apprentice numbers and BCITO&#8217;s CE, Ruma Karaitiana, said in the 2009 annual report that &#8220;employers generally need to be confident about their businesses moving forward before making commitments to long-term training and employment&#8221;.  Even if you don&#8217;t agree with that, it is ludicrous for Labour to <em>ignore </em>the economic environment when making their claims.</p>
<p>Cosgrove might suggest that the chart above doesn&#8217;t explain why trainee numbers dropped after Dec 2008, rather than Dec 2007,  if industry turnover dropped from Dec 2007. There are two answers to that. First, I could argue that it is normal for employment to lag changes in turnover and that would be a reasonable argument. Second, I could publish figure from <a href="http://www.bcito.org.nz/sites/bcito.org.nz/files/file_attachments/bcitoannualreport2010.pdf">BCITO&#8217;s 2010 annual report</a> (p. 17) that shows that BCITO figures started plummeting from Dec 2007, when Labour was in power. Personally, I think the second argument is a bit more clearcut, and shows why you shouldn&#8217;t rely on politicians to pick a neutral time series for stats.</p>

<p><a href="http://www.ed.co.nz/wp-content/uploads/2011/07/BCITO-Trainee-Number-2004-13.png"></a>The charts above show pretty clearly that (a) the construction industry has had a major decline since Dec 2007, which will have had a major impact on industry employment and (b) declines in construction trainees started in 2008, when Labour was in power (BTW I don&#8217;t think the decline in the construction industry is directly due to National or Labour). So I think those are pretty strong arguments against Clayton Cosgrove&#8217;s claims that the decline is due to a lack of a skills strategy from National.</p>
<p>But even if Cosgrove was right, it is pretty dopey to put out a claim that the situation is disastrous, when less than a week beforehand BCITO announced that there had been <a href="http://www.bcito.org.nz/sites/bcito.org.nz/files/file_attachments/trainingnumbersrelease.pdf">well over 300 trainee sign-ups since January 2011 in Canterbury</a>, higher than anywhere else in the country, with 153 trainees in May and June alone. Labour&#8217;s figures had 578 trainees in Canterbury at Dec 2010, so the increase is significant. (I also understand that provider-based trades enrolments are up a lot at CPIT.) It is unbelievable that Labour didn&#8217;t bother checking out the BCITO&#8217;s website before putting out their release, let alone calling the BCITO or simply reading the news.</p>
<p>Why are people signing up for training now? You&#8217;d assume it was because there was now clear demand for construction work in Christchurch for the foreseeable future. And that demand is due entirely to earthquakes, not any initiative by National or Labour.</p>
<p>My overall concern isn&#8217;t a partisan one. I&#8217;d like Labour to be doing a better job as an Opposition because it would make the Government work harder on its policy. But this latest media release by Clayton Cosgrove, with Phil Goff commenting in support, is just shoddy. Tertiary spokesperson David Shearer was lucky to keep out of it.</p>

Funnily enough, building consents are at record lows, so we should have enough people (but can we keep them?).<strong></strong></li>
<li><strong>3% Drop at UC? </strong>VC Rod Carr expects only a <a href="http://www.radionz.co.nz/news/canterbury-earthquake/70217/university-expects-to-lose-only-few-hundred-students">3% drop of enrolments this year</a>, which is pretty good really in the circumstances.</li>
<li><strong>5 UC Buildings in Trouble</strong> The Registry, the School of Law and the College of Business and Economics buildings, the student union ballroom and the staff club <a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/4750654/Lectures-to-restart-under-canvas">have been red-stickered </a>at Canterbury Uni, whiile the tents are going up.</li>

It&#8217;s aimed at decision-makers and provides some ideas that I hope will help &#8211; many others are already working on helping Chch tertiary education, but I had the time and skills to write something down that might help people work out what they can do. <li><strong>Otago Uni students missing </strong>Two Otago University students are missing in Christchurch: <a href="http://www.stuff.co.nz/4713080/Sisi-Xin">Sisi Xin</a> (China) and <a href="http://www.stuff.co.nz/4712916/Didem-Yaman">Didem Yaman</a> (Turkey). One from Dunedin <a href="http://www.odt.co.nz/campus/university-otago/149824/two-otago-university-students-among-missing">was visiting the other</a>, who studied in Christchurch.</li>
<li><strong>Train More Builders</strong> &#8230;is the call going up in Taranaki and Wellington to <a href="http://www.stuff.co.nz/taranaki-daily-news/4712029/Call-to-boost-trade-training-numbers">help Christchurch rebuild</a>.</li>

A profile of publishers, including <a href="http://www.stuff.co.nz/dominion-post/arts-life/4713111/A-good-book">Victoria University Press</a>. A Victoria Uni student has <a href="http://www.stuff.co.nz/nelson-mail/news/4713097/Fountain-a-winner">won a fountain design contest</a>. A Bay of Plenty Poly scientist on <a href="http://www.bayofplentytimes.co.nz/business/news/aquaculture-offers-huge-potential/3942421/">the potential in aquaculture</a>. The ODT <a href="http://www.odt.co.nz/opinion/editorial/149778/positive-impact-students">celebrates the annual student influx</a>. Waikato Uni has <a href="http://www.scoop.co.nz/stories/ED1102/S00084/scholars-with-fresh-perspectives-garner-research-awards.htm">honoured some emerging researchers</a>. <li><strong>Global Hair </strong>The Hairdressing ITO has <a href="http://www.scoop.co.nz/stories/ED1012/S00021/nz-hairdressing-qualification-now-globally-recognised.htm">awarded its first international certificates</a>, after years of negotiation with overseas bodies.</li>
<li><strong>Job Cuts </strong>Otago Uni&#8217;s Foundation Studies Ltd might have <a href="http://www.odt.co.nz/campus/university-otago/139238/university-owned-company-shed-more-staff">lost more than six jobs this year</a> as its EFTS are cut &#8211; this seems to be common and I don&#8217;t know whether TEC or unis are cutting the EFTS (or both). Seems silly in the absence of other university preparation options and tight caps.</li>
<li><strong>Housing Network</strong> The Metro ITPs have <a href="http://www.odt.co.nz/campus/otago-polytechnic/139349/sustainable-housing-network-setup">established a sustainable housing network</a> building on last year&#8217;s national sustainable housing competition.</li>
<li><strong>Labour on ITPs </strong>Labour wants <a href="http://labour.org.nz/news/government-must-continue-support-regional-polytechnics">Tairawhiti Polytechnic&#8217;s special character to be maintained</a> post-merger with EIT. They are also complaining that the one-off ITP funding that it put in place is not being continued, when its Ministers at the time (Cullen and Hodgson) were very clear that it would end in 2010 (<a href="http://www.odt.co.nz/news/politics/139091/govts-commitment-regional-polytechs-questioned">small NZPA story</a>).</li>
<li><strong>ITP Quality Goes </strong>As covered in <a href="http://www.ed.co.nz/2010/12/03/nzqa-takes-over-itp-qualitys-work/">a post on Friday</a>, Steven Joyce has announced that <a href="http://www.national.org.nz/Article.aspx?articleId=34738">ITP Quality&#8217;s delegated functions will be done by NZQA</a> from January.</li>
<li><strong>VSM and Abortion </strong>An <a href="http://righttolife.org.nz/2010/pro-abortion-university-groups-defunded/">anti-abortion group is supporting VSM </a>because some students associations were more pro-abortion and gave anti-abortion groups a hard time. I&#8217;m sure that will make for a more constructive debate, not.</li>
<li><strong>Odd Title </strong>&#8220;<a href="http://www.scoop.co.nz/stories/ED1012/S00019/ucol-fitness-centre-role-fulfilled.htm">UCOL Fitness Centre Role Fulfilled</a>&#8221; was the title of the media release and I assumed it was a good news story until the third para where I started to realise that they were actually closing it!</li>
<li><strong>Queenstown Campus </strong>Otago Poly has <a href="http://www.scoop.co.nz/stories/ED1012/S00022/otago-polytechnic-celebrates-growth.htm">opened a new Queenstown campus</a>, replacing their old one (<a href="http://www.odt.co.nz/campus/otago-polytechnic/139334/new-campus-more-students">ODT story</a>).</li>
<li><strong>Senior School Choices</strong> stickNZ blog comments on Jacqueline Rowarth&#8217;s (Massey) views on the need for senior secondary students to <a href="http://sticknz.net/2010/12/03/avoiding-the-quarter-life-crisis%E2%80%A6%E2%80%A6parents-guide-your-children-well/">take maths and science subjects</a> to keep their options open.</li>

<li><strong>PEDA Affair Hits Tertiary </strong>You may have heard of the Pacific Economic Development Agency allocation in the Budget &#8211; $4.8m for a new body in a non-contestable allocation. It will cause National some problems for a while yet. Anyway, <a href="http://www.nzherald.co.nz/education/news/article.cfm?c_id=35&amp;objectid=10654252&amp;ref=rss">Auckland providers are starting to plan bids for the money</a>, which will include &#8220;subcontracting with established training providers for pre-trade literacy and numeracy courses&#8221;. The whole thing may work &#8211; we don&#8217;t have much detail yet &#8211; but the angst around it will distract from any achievements for years.</li>
<li><strong>University Entry</strong> The TEU entered the fray on entry, calling for an open debate about the issue. TV3 had a <a href="http://www.3news.co.nz/Restrictions-on-uni-entry-could-hurt-economy---Labour/tabid/419/articleID/162559/Default.aspx">small story </a>on their site about the issues.</li>
<li><strong>Tight Places</strong> It&#8217;s not just students who are feeling the pinch of tight places &#8211; the TEC <a href="http://www.tec.govt.nz/About-us/News/Updates/Workplace-Literacy-fund---Employer-Update/">closed off access to the Workplace Literacy Fund for employers </a>yesterday.</li>
<li><strong>Low Pass Rates </strong>Radio NZ has a short story about the TEC&#8217;s plans to cut funding to courses with completion rates below 30%, NZ ITP is quoted as saying that TEC should be careful with low enrolment courses (Percentages don&#8217;t always work well  in small courses, but we&#8217;re talking about 70% failure here &#8211; that&#8217;s 1/2, 2/3, 3/4, 4/5 or 5/6 students failing in a small course! There&#8217;s no excuse for that.) and because students can benefits from courses even if they don&#8217;t pass (Maybe, but they benefit a lot more from appropriate courses that they have a chance of passing.). A better argument might be that not funding a course might make it impossible to run a qual, but then again, why would you enrol people for a qual when 70% will not complete components of it? I think the rule would be better applied at programme/qual level but I applaud the TEC for being tough on such issues.</li>
<li><strong>Titanium</strong> The <a href="http://www.bayofplentytimes.co.nz/business/news/bay-group-aims-to-lead-the-world-in-titanium-produ/3916296/">Titanium Industry Development Association (TiDA) has set up shop </a>in the new engineering block at Bay of Plenty Polytechnic&#8217;s Windermere campus. I&#8217;ve been following this story for a while and there&#8217;s great detail in this release &#8211; I wish them well. Wayne Mapp will open the facility next week.</li>
<li><strong>Last Tram to CPIT</strong> Christchurch may <a href="http://www.stuff.co.nz/the-press/news/christchurch/3852163/Tram-may-go-through-polytechnic">extend its trams </a>to run out to CPIT.</li>
<li><strong>The Long March</strong> A University of Canterbury academic has revived the <a href="http://www.comsdev.canterbury.ac.nz/news/2010/100623b.shtml">unpublished memoirs of a NZ missionary kidnapped and held hostage </a>during the Long March of the Chinese Community Party&#8217;s Red Army in 1934. Maybe Russel Norman could protest about it&#8230;</li>
<li><strong>Canty Cuts </strong>Speaking of the University of Canterbury, the TEU and the Academic Board have won a reprieve for library changes. They are part of a wider STAR project that has resulted in 95 redundancies so far and a further 58 proposed, according to the TEU&#8217;s <a href="http://www.teu.ac.nz/?p=10947">latest newsletter</a>.</li>
<li><strong>WorldSkills at CPIT</strong> The <a href="http://www.scoop.co.nz/stories/ED1006/S00084.htm">national final for WorldSkills </a>will be at CPIT this year. It&#8217;s a great competition to allow learners to show what they can do.</li>
<li><strong>Farmers at Massey</strong> Massey is <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle=farmers-come-to-campus-this-week-23-06-2010">bringing in the farmers </a>this week for various seminars and conferences.</li>
<li><strong>ITPs Join KAREN </strong>7 ITPs will <a href="http://www.karen.net.nz/polys-join-karen/">join KAREN over the next few months</a>: SIT, EIT, UCOL, BOPP, Tairawhiti, WITT and Whitireia.</li>
<li><strong>Top Carpentry Apprentice</strong> A Unitec apprentice, Kartika Mutzelburg, has won the Certified Builders&#8217; Assn Third Year Apprentice Challenge in Queenstown.</li>
<li><strong>Lincoln Research</strong> Lincoln has signed a new <a href="http://www.lincoln.ac.nz/News--Events/News/Current/Lincoln-University-forms-close-ties-with-China/">research agreement with two Chinese universities </a>- one from the eastern seaboard and one from a western province.</li>
<li><strong>Waikato Arts Grads Doing Well </strong>A Wintec arts graduate is helping to set up <a href="http://www.stuff.co.nz/waikato-times/entertainment/3848241/Curtains-go-up-on-new-art">one-day art shows </a>in vacant CBD spaces in Hamilton. A University of Waikato Maori and Theatre Studies grad is off to the Jacques <a href="http://www.waikato.ac.nz/news-events/media/2010/06French%20calling%20for%20Waikato%20M%C4%81ori%20graduate.shtml">Lecoq international theatre school in Paris </a>in October. He will focus on physical theatre training.</li>
<li><strong>Unitec  and Matariki Events </strong>Unitec has a <a href="http://www.scoop.co.nz/stories/CU1006/S00306.htm">musical running </a>as well as a <a href="http://www.voxy.co.nz/entertainment/movies-marae-matariki-festival-10/5/53010">Matariki festival</a>. <a href="http://www.stuff.co.nz/southland-times/news/3852242/Kaumatua-looks-forward-as-city-Maori-celebrate-new-year">SIT </a>also had a Matariki event.</li>
<li><strong>Undie 500, Dirtiest Flat and Burns</strong> <em>The Press </em>has penned an editorial on drunken behaviour and included the Undie 500 in its coverage. Turns out that <a href="http://www.stuff.co.nz/the-press/opinion/editorials/3846942/Editorial-Turning-the-tide">Kaikoura turned them away too</a>. Speaking of messy students, some University of Canterbury students won a competition for the dirtiest flat in NZ. <a href="http://www.stuff.co.nz/national/3847279/Flat-takes-out-prize-but-not-trash"><em>The Press</em> </a>covered it, as did <a href="http://www.3news.co.nz/New-Zealands-filthiest-flat/tabid/367/articleID/162610/Default.aspx">Campbell Live</a>. Since we&#8217;re on messy students, an <a href="http://www.odt.co.nz/news/dunedin/112344/student-recalls-little-drunken-burn">Otago Polytechnic student suffered burns </a>after apparently emptying an aerosol into a couch cavity and then lighting it.</li>
<li><strong>Kitty Litter </strong>From messy students to tidy cats, Massey University researchers have found a way to use waste from olive oil production (skins, stones, etc) into <a href="http://www.stuff.co.nz/manawatu-standard/news/3848362/Olive-based-litter-perfect-for-a-glamour-puss">biodegradable kitty litter</a>. They&#8217;re still doing the tests but it looks like a good idea.</li>
<li><strong>Science Symposium </strong>The University of Waikato is <a href="http://www.scoop.co.nz/stories/ED1006/S00089.htm">running a science symposium </a>that aims to find innovative and effective ways of communicating science events to the public through discussions from researchers, workers and organisations working in the field of science. It runs on July 8.</li>
<li><strong>South Island&#8217;s Next Top Farmer</strong>&#8230;will be decided in a <a href="http://www.scoop.co.nz/stories/ED1006/S00088.htm">Lincoln University competition</a>, where innovation is the focus.</li>

			<content:encoded><![CDATA[<p> I&#8217;m trying some new things this week, with the <a href="http://www.ed.co.nz/2010/06/16/best-tertiary-websites-itps-1/">website rankings </a>yesterday and today the launch of an occasional series on new tertiary education facilities. I&#8217;m happy to cover any new facilities as long as the organisation can give me some good photos and there is something interesting about the development. First up is Unitec&#8217;s new Plumbing and Gasfitting Training and Assessment Centre, <a href="http://www.unitec.ac.nz/pop_ups/eventotron.cfm?NEWS_ID=64119b95-0416-4f5b-a20d-cf8d3e64047d">opened by the local MP</a> in late May. Unitec frames it as &#8220;another step in cementing its place as the number one provider of trades training&#8221;. I&#8217;m sure some other people will see themselves as number one, but competition is healthy!</p>
<p>The new training and assessment centre will, at a cost of $1.6m, provide plumbing and gasfitting students with the necessary training required in a real-world environment using the latest learning technologies. Professional plumbers and gasfitters will also be able to use the centre to fulfill the ongoing continued professional development that they require to maintain their annual practising licenses.</p>

<p>The new centre has special booths set up for students to learn as if they’re working on the job, and virtual welders to help with learning in a safe environment. You can see the layout quite well in the next couple of photos, getting a sense of the modular nature of the space, the range of work that can be carried out and also the support from commercial partners.</p>

<p>Executive Dean for the Faculty of Built Environment, David Nummy, says the establishment of the centre is only the beginning of a major upgrade for his faculty. Nummy says the vision his faculty has for the future is to provide a flexible training space that can be easily changed to accommodate the various trades students are studying. For example, a space that plumbing students use one day can easily be converted to accommodate automotive students the next day.</p>
<p>The picture below shows a lot of sponsors&#8217; material, but once you strip all that out you have a series of frames ready for plumbing to be installed.</p>
