<li><strong>RIP Frank Holmes</strong> Emeritus Prof Sir Frank Holmes, a giant in NZ public policy and economics circles, <a href="http://www.stuff.co.nz/dominion-post/news/politics/5836595/Top-government-advisor-dies-in-Wellington">died yesterday morning</a> at the age of 87 (<a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=207454">NewstalkZB</a>, <a href="http://www.stuff.co.nz/business/5838196/Sir-Frank-Holmes-respected-for-pragmatic-advice">Business Day</a>, <a href="http://tvnz.co.nz/national-news/sir-frank-holmes-dies-4481027">One News</a>). He was a long-time professor at Victoria (22+ years) and founded the Institute of Policy Studies, which I&#8217;d nominate as one of the most successful institutes amongst NZ universities. Comments have been made by <a href="http://www.victoria.ac.nz/home/about/newspubs/news/ViewNews.aspx?id=4717&amp;newslabel=">Victoria</a> and <a href="http://www.scoop.co.nz/stories/PO1110/S00395/sir-frank-holmes-passes-away.htm">Colin James</a> (on behalf of Ross Holmes).</li>
<li><strong>Aoraki No Confidence</strong> Aoraki staff are upset at the Council&#8217;s <a href="http://www.stuff.co.nz/timaru-herald/news/5833200/Slow-reply-upsets-staff">slow response to the vote in no confidence in their CE</a>, according to the TEU&#8217;s local organiser. Generally, I&#8217;d just see this sort of thing as a negotiating tactic, given it happened at a TEU meeting, but the TEU says it isn&#8217;t. Hard to tell without being down there really, but relations certainly seem frayed.</li>
<li><strong>Waiariki Win </strong>Waiariki CE Pim Borren accepted a social responsibility award for the institute and <a href="http://www.rotoruadailypost.co.nz/news/waiariki-chief-leaves-on-a-high-note/1145545/">gave a good speech</a>.</li>
<li><strong>It Was a Pub!</strong> Last week I wrote that a new Canterbury events centre sounded like a pub and <a href="http://www.stuff.co.nz/the-press/news/press-communities/5829482/Student-party-hub-to-border-school">that&#8217;s how The Press sees it</a>.</li>
<li><strong>Kiko Li</strong>&#8230;is the name of the Chinese student killed by fellow Chinese students. One of her killers pleaded guilty, while the second was <a href="http://www.radionz.co.nz/news/national/88933/second-man-found-guilty-of-murder-in-kiko-trial">found guilty by a jury last week</a>.</li>

<li><strong>Quake Stuff </strong>Canterbury phone app to <a href="http://www.stuff.co.nz/the-press/news/christchurch-earthquake-2011/5833591/Shipping-container-retail-hub-to-open">show what buildings used to exist</a> in Christchurch (uses augmented reality). Paul Millar&#8217;s Canterbury quakes digital archive ideas has got off the ground <a href="http://www.stuff.co.nz/sunday-star-times/news/5835303/Canterbury-quake-to-be-etched-in-time">and will launch this week</a> (<a href="http://www.stuff.co.nz/sunday-news/5835790/Everlasting-memories-of-quake">Sunday News</a>). <li><strong>RWC</strong> In one of the most fitting RWC-related stories, Massey has <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle_uuid=8DAC1857-EB81-12D9-EF2E-C7F4C0C6711A">opened a lookout dedicated to Charles John Munro</a>, who <a href="http://en.wikipedia.org/wiki/Charles_John_Monro">brought rugby to New Zealand</a> and had a homestead on Massey&#8217;s campus (now a hostel – homestead history is <a href="http://www.massey.ac.nz/~wwpubafs/_2001/publications_2001/Massey_News/September/sept_24/stories/craiglockhart.html">here</a>). <li><strong>VSM </strong>The VSM Bill will probably pass today. Steven Joyce <a href="http://www.nzherald.co.nz/politics/news/article.cfm?c_id=280&amp;objectid=10754706">made some scathing comments</a> on Monday&#8217;s student protests, suggesting that students had it good and should keep quiet (<a href="http://www.stuff.co.nz/national/education/5689922/Students-should-keep-heads-down-Joyce/">Stuff</a>, <a href="http://tumeke.blogspot.com/2011/09/steven-joyce-threatens-university.html">Tumeke</a>). Anyway, it&#8217;s no biggie either way, as the students&#8217; assn reps still spoke there, while <a href="http://www.scoop.co.nz/stories/GE1109/S00142/students-fighting-back-at-auckland-university.htm">claiming that this was about regular students</a> (and it did attract many regular students). <a href="http://www.radionz.co.nz/news/national/86234/students-protest-against-voluntary-membership-bill">RNZ reports</a> about 200 people at Auckland occupying the top floor of the business school, Police using bolt cutters to get in and arresting one man (<a href="http://www.3news.co.nz/Protest-student-arrested-had-trespass-notice/tabid/423/articleID/227378/Default.aspx">TV3</a> reports he was given a trespass notice 2 weeks back – he&#8217;s a Unitec student), and then the protestors going to the Police station and sitting down on the road outside for a bit. <a href="http://www.newstalkzb.co.nz/newsdetail1.asp?storyID=205548">NewstalkZB</a> reported 300 and the <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10754503">NZ Herald</a> had 250, and also noted the protestors were at the business school for 5 hours, VC Stuart McCutcheon offered to meet the protestors, the protestors surrounded a Police car after their colleague was arrested and went back to the Uni for pints and pizza after going to the Police station. <a href="http://tvnz.co.nz/national-news/students-rally-fight-union-bill-4420409">TVNZ</a> and TV3 (<a href="http://www.3news.co.nz/Waikato-students-rally-against-VSM/tabid/419/articleID/227316/Default.aspx">here</a>, <a href="http://www.3news.co.nz/VIDEO-Students-protest-Voluntary-Student-Membership-Bill/tabid/419/articleID/227343/Default.aspx">here</a> and <a href="http://www.3news.co.nz/Students-lock-themselves-in-uni-to-protest-VSM-Bill/tabid/423/articleID/227354/Default.aspx">here</a>) have video for your viewing pleasure. There were also &#8220;dozens&#8221; of protestors at Waikato (TV3 footage shows 5 or so) and 50 at Otago Uni, according to <a href="http://www.stuff.co.nz/national/education/5686932/Students-protest-membership-bill">Stuff</a>, who reported that only 60 protectors barricaded themselves in at Auckland (that number was from McCutcheon and looks far too low). The <a href="http://www.odt.co.nz/news/dunedin/179621/fears-campus-life">ODT</a> had &#8220;more than 40&#8243; protesting at Otago Uni, and they lit a VSM effigy and heard a speech from the Greens&#8217; Gareth Hughes. The Waikato Times reported <a href="http://www.stuff.co.nz/waikato-times/news/5688757/Waikato-students-silently-protest-bill">20 protesters at Waikato operating silently</a> to symbolise how VSM will silence them, with students coming up to ask them what VSM was. Looking at the numbers, the protests aren&#8217;t huge and students&#8217; associations have not been able to mobilise big numbers so far over VSM, but they are planning more protests for Wednesday, when the Bill is scheduled to pass. <li><strong>Pike River </strong>In a small country, a tragedy like that at Pike River affects everyone in some way. For the tertiary education sector, many of the mine workers did some training through Tai Poutini Polytechnic and the graduate chefs there have helped in feeding rescue workers and others. I <a href="http://www.tppweb.ac.nz/pdf/press/09-06-11%20winner%20by%20tertiary%20industry.pdf">gave TPP an award last June</a>, on behalf of ITPNZ, for their work in organising assessments of overseas&#8217; workers qualifications at Pike River Coal. Some of those same workers may well have been trapped in the mine. Many readers will have their own personal and professional links to those involved in the tragedy and I&#8217;m sure all of our thoughts are with the families and friends of those who have been lost.</li>
<li><strong>Pike River 2 </strong>University of Canterbury geologist David Bell commented on RNZ about <a href="http://www.radionz.co.nz/news/pike-river-2010/62516/second-explosion-ends-all-hope-for-miners">gas build-up in the mine</a> (and in <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&amp;objectid=10689953">NZ Herald</a>). An Otago Uni geologist commented on <a href="http://www.odt.co.nz/news/national/137846/inherent-dangers-hard-deal">the risks of coal mining</a> (interesting piece). A Victoria Uni academic <a href="http://www.radiolive.co.nz/Robots-deployed-in-Pike-River-Mine-Rescue-Operation/tabid/506/articleID/17523/Default.aspx">comments on the use of robots</a>.</li>
<li><strong>Waikato Uni Signs MOUs&#8230;</strong><a href="http://www.scoop.co.nz/stories/ED1011/S00097/waikato-uni-forms-links-with-top-chinese-universities.htm">with two universities in China</a>, apparently both in the top 25 &#8211; the focus will be on management and law.</li>
<li><strong>New Grad School</strong> Plant and Food Research has combined with the University of Auckland to establish the <a href="http://www.scoop.co.nz/stories/SC1011/S00080/nz-plant-food-science-boosted-by-new-joint-graduate-school.htm">Joint Graduate School in Plant and Food Science</a> (also <a href="http://www.radionz.co.nz/news/rural/62589/university-and-institute-join-forces-to-attact-young-scientists">RNZ brief</a>). The goal is to double the number of masters and PhD students enrolled in these fields to at least 100 students by 2015. It&#8217;s a superb idea and I wish them well.</li>
<li><strong>WITT Council Fees </strong>There&#8217;s a <a href="http://www.stuff.co.nz/taranaki-daily-news/news/4385177/Union-rep-slams-Witt-council-pay-rise">debate at WITT after the Council put up its fees</a>. The increases are due to the Minister increasing possible fees substantially when he reduced the size of ITP Councils. The union is against it &#8211; the backdrop is the dragging-on MECA negotiation to which WITT is a party &#8211; and the CE also advised against it. For the millions and millions that WITT has cost this country over the last decade, I don&#8217;t begrudge a few dollars of it leads to a good Council, which they have usually lacked (this one seems to be doing a good job).</li>
<li><strong>EIT EER</strong> EIT had some <a href="http://www.hawkesbaytoday.co.nz/local/news/eit-scores-high-marks-in-external-evaluation/3930648/">nice coverage of their very positive external evaluation and review report</a>. I reviewed it a few weeks back for <a href="http://www.edinsider.co.nz">ED Insider</a> and was very impressed with EIT&#8217;s performance, as I had expected.</li>
<li><strong>Wintec Fashion </strong>Wintec&#8217;s fashion students have <a href="http://www.stuff.co.nz/waikato-times/news/4379888/Students-speak-out-in-style">just had their end of year show</a> (nice pictures). NorthTec students are <a href="http://www.voxy.co.nz/national/northtec-fashion-and-design-students-gearing-debut-show/5/73236">preparing for their fashion show</a>.</li>
<li><strong>Biological Computer Modelling</strong> &#8230;is what one of the <a href="http://www.stuff.co.nz/auckland/local-news/waiheke-marketplace/4380289/Fellowship-offers-a-real-boost-to-Alexei">Rutherford Discovery Fellowship winners</a> from Auckland Uni will be doing.</li>
<li><strong>Campus IT </strong>Canterbury Uni is <a href="http://www.istart.co.nz/index/HM20/AS3/AR214008">using web-based HR tools</a>, while an Auckland Uni IT guy commented about <a href="http://computerworld.co.nz/news.nsf/news/cloud-the-new-internet-and-tension-between-it-and-users">whether personal gadgets should be supported in the workplace</a>.</li>
<li><strong>Great Employer </strong>Unitec has won the <a href="http://www.beehive.govt.nz/release/mainstream+awards+announced">Mainstream Employer of the Year Merit 2010 award </a>(I think that means third place). The awards recognise employers in the state sector for going the extra mile for staff with significant disabilities.</li>
<li><strong>Short Bits </strong>NorthTec&#8217;s Kaitaia students have built a house and are <a href="http://www.voxy.co.nz/national/carpentry-students-have-house-show-their-efforts-kaitaia-campus/5/73187">now looking to sell it</a>. <a href="http://www.scoop.co.nz/stories/GE1011/S00128/journalists-sceptical-about-rules-on-suicide-reporting.htm">Research on suicide reporting</a> (Otago Uni). CPIT&#8217;s <a href="http://www.stuff.co.nz/the-press/lifestyle/food/4378727/CPITs-Top-Trainees">top chef trainees</a>. WITT&#8217;s <a href="http://www.stuff.co.nz/taranaki-daily-news/news/4378550/Uniting-smiles-of-Aotearoa">end of year art exhibition</a>. Waikato Uni&#8217;s new population-focused institute is <a href="http://www.stuff.co.nz/waikato-times/business/4379820/Ageing-population-to-tip-labour-balance">getting some press</a> (and <a href="http://www.radionz.co.nz/news/national/62577/govt-urged-to-encourage-young-maori-families-to-return-from-australia">radio</a>). The US ambassador <a href="http://www.stuff.co.nz/auckland/local-news/rodney-times/4381942/Rock-stars-see-US-visitor">visited AUT and Massey</a>. <li><strong>Educational Performance Information</strong>
<ul>
<li>TEC <a href="http://www.tec.govt.nz/Learners-Organisations/Learners/performance-in-tertiary-education/">released education performance information </a>yesterday &#8211; there was also a <a href="http://www.tec.govt.nz/About-us/News/Media-releases/information-will-benefit-tertiary-students/">TEC media release </a>and <a href="http://www.beehive.govt.nz/release/greater+accountability+tertiary+spend">one from the Minister</a>. I liked the Minister&#8217;s ending statement: The Minister reaffirmed that, over time, the government wants to see publication of performance indicators and performance-linked funding to include employment outcomes for students. &#8221;Ultimately the vast majority of students are studying to improve their employment prospects.  It&#8217;s important that we develop timely ways of showing them which pathways through study are best at achieving that.&#8221;</li>
<li>Sector groups have responded to the release. The TEU takes the view that any low performance is <a href="http://www.scoop.co.nz/stories/ED1009/S00038/league-tables-obscure-what-we-already-know.htm">simply a matter of the students targeted and delivery style</a> and the government should support providers to improve. Universities New Zealand noted the <a href="http://www.scoop.co.nz/stories/ED1009/S00036/government-data-show-universities-performing-well.htm">high level of uni performance</a>. NZUSA noted data gaps and seems to <a href="http://www.voxy.co.nz/national/performance-data-under-performs/5/62202">want more, and more coherent info</a>. NZ ITP suggests that the <a href="http://www.scoop.co.nz/stories/ED1009/S00032/itps-responding-quickly-to-new-performance-measure.htm">data will help improve performance</a>.</li>
<li>Of course, providers have also responded to the release. <a href="http://www.scoop.co.nz/stories/ED1009/S00040/mit-delivers-best-overall-results-in-reports.htm">MIT is the best </a>because it is &#8220;the only institute ranked in the top five across all indicators of success&#8221; (they have done well, but their measure might be a bit creative!). Whitireia Community Poly brings together their recent EER report and the stats to argue that <a href="http://www.scoop.co.nz/stories/ED1009/S00042/two-national-reports-same-result-great-teaching.htm">their teaching is great</a>.  WelTec said they did well and that <a href="http://www.scoop.co.nz/stories/ED1009/S00031/wellington-institute-of-technology-rates-highly.htm">lower course completions were a 2009 aberration</a>. The Open Polytechnic has <a href="http://www.openpolytechnic.ac.nz/aboutus/newsandevents/epi">defended its extramural delivery mode </a>in the face of some poor qualification completion stats &#8211; at the link they also have links to more info. They state that many students just enrol to do one or a few courses. <a href="http://www.massey.ac.nz/massey/about-massey/news/article.cfm?mnarticle=performance-indicators-dont-measure-quality-08-09-2010">Massey made a similar case </a>about its stats. Massey extramural students felt that <a href="http://www.scoop.co.nz/stories/ED1009/S00045/university-performance-information-damaging.htm">the numbers mislead and confuse </a>(no, they expose the lower results of extramural study &#8211; what is done about is is a different matter). UCOL is <a href="http://www.scoop.co.nz/stories/ED1009/S00035/ucol-committed-to-improving-ratings.htm">committed to improvement </a>after some poor completion rates and puts out a lot of detail. Unitec <a href="http://www.unitec.ac.nz/pop_ups/eventotron.cfm?NEWS_ID=bf9de7f0-8703-4707-a045-8ecafbfa0588">welcomed the results </a>and also provided extra detail.</li>
<li>The ODT has <a href="http://www.odt.co.nz/campus/university-otago/125374/otago-ranks-top-tertiary-performance">good coverage of TEIs in the surrounding area</a> while the Timaru Daily Herald <a href="http://www.stuff.co.nz/timaru-herald/news/4110075/Mixed-results-for-Aoraki-in-new-rankings">covers Aoraki</a>.</li>
<li>The Greens&#8217; Gareth Hughes thinks <a href="http://www.scoop.co.nz/stories/PA1009/S00132/bottom-of-the-league-table-for-joyce.htm">we should spend more money</a>. Grant Robertson made what I think is the <a href="http://www.scoop.co.nz/stories/PA1009/S00128/performance-data-cant-hide-lack-of-investment.htm">most constructive media release </a>I&#8217;ve yet seen from him. <li>The University of Canterbury has pushed off the student start date to 20/9, with staff back on 13/9 &#8211; their <a href="http://www.canterbury.ac.nz/faq.html">FAQ </a>is great and includes no central library access for the rest of the semester due to the collapse of shelving.</li>
<li>CPIT closed until further notice after yesterday&#8217;s big aftershock but is now planning to <a href="http://www.cpit.ac.nz/">open to all on 13/9</a>.</li>

<li>The beautiful 7-storey high rise brick building Manchester Courts, which is likely to be demolished, is the home of an ITO&#8217;s Chch office &#8211; the Retail Institute. <a href="http://www.careerforce.org.nz/">Careerforce ITO </a>got back to work on Monday, while I hear BCITO staff have been offered time off to help older people secure their homes.</li>

<li><strong>Fee Increases </strong>Massey&#8217;s fees rises are <a href="http://www.stuff.co.nz/manawatu-standard/news/4103486/Massey-students-face-even-bigger-fees-bill">not welcomed by students</a>, while NZUSA has <a href="http://www.radionz.co.nz/audio/national/ckpt/2010/09/07/student_association_blames_government_for_levy_increase">blamed the government for fee increases</a>.</li>

<li><strong>Superb Competition</strong> Victoria University has just finished <a href="http://www.scoop.co.nz/stories/ED1006/S00077.htm">a great project involving one of my old lecturers</a>. Vic students led each of 68 teams made up of students from throughout the world who met online and developed business proposals. The winning team had a plan for Kenyan villages to create cosmetics out of a grain. It&#8217;s just a wonderful idea for the international business facilitation course.</li>
<li><strong>Demand to Fall </strong>Steven Joyce was reporting on Budget issues ot the Education and Science Committee at Parliament yesterday. <a href="http://www.guide2.co.nz/politics/news/demand-for-tertiary-study-likely-to-fall-says-joyce/11/17422">NZPA </a>and <a href="http://www.radionz.co.nz/news/stories/2010/06/23/12480a803a37">Radio NZ </a>both posted stories, focusing on his argument that demand was going to fall in the next year or two, which would relieve access pressure. Grant Robertson later asked an oral question in the House and put out a <a href="http://www.scoop.co.nz/stories/PA1006/S00368.htm">rather exaggerated media release </a>as a result. Stuff ran <a href="http://www.stuff.co.nz/national/politics/3847167/Open-university-entry-for-over-20s-ending">a story on the issues </a>this morning. I was also at the committee session and will report in <em>ED Insider</em> as part of a weekly report on Parliament. Initially, I&#8217;d say the facts of this issue matter less than the key messages and tone each side is trying to convey.</li>
<li><strong>WITT Enrolments Down</strong> In a curious coincidence, <a href="http://www.stuff.co.nz/taranaki-daily-news/news/3847179/Student-sign-ups-slip-behind">WITT&#8217;s enrolments are 10% down </a>on the same time last year, but they&#8217;re still confident of getting to 100% by year end &#8211; last year they did 100.3%. In discussions about high ITP enrolments, it&#8217;s worth remembering that 10/20 had under 101% enrolments last year and only 5/20 went over 103%.</li>
<li><strong>Unis Need Money</strong> Pat Walsh, Victoria University VC, had an opinion piece in yesterday&#8217;s Dominion Post arguing that <a href="http://www.stuff.co.nz/blogs/opinion/3844254/Tertiary-funding-focus-flawed">money should go to universities rather than interest-free student loans</a>.</li>
<li><strong>Fujimori Out of Favour </strong>Lincoln University has <a href="http://www.odt.co.nz/news/national/112108/university-revokes-jailed-former-president039s-degree">revoked the honorary doctorate </a>it gave to Alberto Fujimori, former Peruvian President, after his April conviction on charges relating to killings and kidnappings. Good on them, although I wonder about the decision in the first place &#8211; the events that he was convicted of could easily have been imagined in 1998, when the doctorate was granted, as he had forcibly put down the Shining Path rebellion. That was the time to worry about the University&#8217;s values, which he is apparently now deemed to have transgressed.</li>
<li><strong>Homeopathy Scandal</strong> There is uproar over a <a href="http://www.stuff.co.nz/dominion-post/local/3847031/Victoria-tries-to-dilute-homoeopathy-problem">2-hour homeopathy lecture </a>being offered by Victoria University through its continuing education group &#8211; well, the Dom Post seems upset and the Science Dean says it has &#8220;no support from his faculty.</li>
<li><strong>SIT Courses Cut?</strong> The TEC is moving to stop funding for courses with completion rates under 30%, according to this <a href="http://www.stuff.co.nz/southland-times/news/3847326/Some-SIT-courses-could-be-chopped">report of an SIT Council meeting</a>. Sounds like a good idea to me &#8211; if 70% fail, you&#8217;re stuffing up something over entry standards, teaching or assessment and wasting people&#8217;s time and money.</li>
<li><strong>BOPP OK</strong> Bay of Plenty Polytechnic has done well in the <a href="http://www.boppoly.ac.nz/index.cfm?objectid=61D1A5AD-BD45-B811-6EF95E3BF810DB38&amp;utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed%3A+News-BoPPolytechnic+%28News+-+BOP+Polytechnic%29&amp;utm_content=Google+Reader">first external evaluation and review in the ITP sector</a>, getting a highly confident rating.</li>
<li><strong>Is Curriculum History?</strong> Two Maori university academics are calling for<a href="http://www.scoop.co.nz/stories/ED1006/S00078.htm"> a review of the school history curriculum </a>to fill gaps that it has  in Maori history.</li>
<li><strong>Science </strong>I was wondering why Sir Peter Gluckman was giving a speech on <a href="http://www.scoop.co.nz/stories/SC1006/S00042.htm">250 years of NZ-UK scientific cooperation </a>in London, but then I read the opening para and realised he was really over there for the 350th anniversary of the founding of the Royal Society. I guess scientists are much like politicians finding any excuse to go to a sporting event.</li>
<li><strong>Good Books </strong>AUP is having a good week, with <a href="http://www.auckland.ac.nz/uoa/home/about/news-events-and-notices/news/news/template/news_item.jsp?cid=288657">four books in the New Zealand Post Book Awards</a>.</li>
<li><strong>Maori Dance </strong>There&#8217;s a Unitec involvement in a <a href="http://www.scoop.co.nz/stories/CU1006/S00299.htm">Maori contemporary dance festival </a>at Te Papa this week.</li>
<li><strong>Quantum Memory </strong>A University of Otago researcher is part of a team that has developed the <a href="http://www.voxy.co.nz/national/otago-researcher-major-physics-breakthrough/5/52983">longest quantum memory of light</a> (yet). You may not understand the value of that (I didn&#8217;t), but the media release tells all and is worth a quick skim (hint, it helps supercomputing and communications).</li>
<li><strong>MIT Cakes</strong> A nice story here on <a href="http://www.stuff.co.nz/auckland/local-news/manukau-courier/3844544/Proof-in-the-puddings">MIT students making amazing cakes </a>- I wish I could do it! And another nice story on MIT&#8217;s <a href="http://www.stuff.co.nz/auckland/local-news/western-leader/3844771/Gardeners-could-grow-careers">community gardening courses</a>.</li>
<li><strong>Scarfies at Risk ?</strong> Otago&#8217;s Channel 9 <a href="http://www.ch9.co.nz/content/do-you-think-university-trying-do-away-traditional-%2526quot%3Bdunedin-scarfie%2526quot%3B%3F">did a vox pop </a>on whether the University of Otago was trying to do away with scarfie culture.</li>
