Policy, Management & People

Wings Clipped The flight training school that was the focus of a bad IEAA report has closed down. The Wings Flight Training Academy owner said the students were out to get him: “RP Singh is like an innocent-looking rabbit in the forest when you’ve got 10 greyhounds trying to kill him”. I challenge people in trouble to come up with a better quote this year J

Glass The Wanganui Glass School’s low enrolments are stirring discussion in the town.

New Media Centre Whitireia has moved into a new, much more modern, space after exiting its earthquake prone Wellington Media Centre premises.

Treasury BIM The TEU’s Sandra Grey had a post on The Standard last week about Treasury’s BIM – it’s a good opinion piece (here’s a relevant story about mature career changers). Kerre Woodham writes a piece on the same issue claiming that elitism is good – one of her commenters says “university study is a drain on society and serves only to allow communism to find sympathisers”. Hmm.

Fake Quals The Commerce Commission is investigating Genesis Eight International College of Security, a security training operator that wasn’t NZQA registered (RNZ). Apparently the operator plagiarised material from Wintec and TSSL (a PTE)

Extras: Labour’s David Shearer visited Massey; progress on Otago Uni neurological chair fundraising (plus another story); The Press covers Rod Carr’s salary issues; proposed Christchurch heating system might involve CPIT; visit to Waikato by Chinese university partner; export education links with China; new Pasifika centre at Canterbury; an interesting piece on Asian student experiences in NZ (and a more formal article quoting Auckland’s Manying Ip).

Research & Innovation

Kauri Rings Auckland’s Anthony Fowler and colleagues have used kauri rings to deduce how affected we will be by El Nino/ La Nina (SMC, Stuff, NZ Herald, RNZ, AAP, TV3).

Storm Petrels Auckland’s Matt Rayner and others have found good evidence of NZ storm petrels breeding in the Hauraki Gulf – they’re only 35g and it’s hard to find them on land (Fairfax, RNZ).

Population The population research by Natalie Jackson and a student has generated stories on Waitaki population and Tararua/Waitaki along with earlier stories. It’s a good example of how to generate many stories by providing local angles.

Ethics Changes Various Otago and Auckland academics are concerned about changes to government ethics committees.

Extras: Otago Uni’s PhD student looking at time banking, Ken Hodge on master’s competitors and Jill Paris on literacy research in Southland; more on Otago Uni’s HIV research (and again and again); Canterbury links with venture capital; Massey hosting finance research conference; Victoria’s Prof Sir Paul Callaghan on clean-tech; Massey’s Steve Corbett on a story about invention; sticK on KiwiNet’s new portal.

Public Issues

Public Academics The NZ Herald had a piece traversing the issue of whether there are enough public academics in New Zealand. Personally, having trawled through academics’ public comments for the last two years, I can’t see any great problem at all. Many, many academics are engaged in public debate in New Zealand. In fact, I decided last month to do a monthly recognition of a public academic – first one will be in February.

Academic-Bashing? Auckland’s Margaret Mutu has written in Australian academic discussion blog The Conversation about her experiences of “academic-bashing”. Now she overstates it when she says she was nearly “sacked” (Auckland was appropriately supportive of her throughout) but she makes some good points about the public response to her comments about immigration. On the other hand, she did engage in an emotive issue and did not present any particular evidence to support her views (either then or in this latest post), although I imagine the people who emailed her did not present their arguments in as civil a manner as she did.

Brothels Otago Uni’s Gillian Abel and Victoria’s Dena Knight comment on brothel regulation.

Class Size Massey’s Prof John O’Neill criticises proposals to increase class sizes (Manawatu Standard).

Farm Sales AUT’s Rawiri Taonui on farm sales.

Extras: Auckland’s Rhema Vaithianathan on NZ businesses; Massey’s Ted Zorn on the Air NZ CEO; WITT’s Margaret Smith on a Waitangi Day panel; Waikato’s Jagdeep Singh-Ladhar on water allocation (Waikato Times); Massey caring for 22 Rena birds; Victoria’s Peter Thompson on public broadcasting; AUT’s Brian Broom diagnoses a columnist; Massey’s Mike Joy on fish quotas.

Students

Liquor Ban Dunedin City Council is considering a liquor ban in the main student area of North Dunedin.

Olympics Profile of Waiariki Olympic kayakers.

Bullet Problem An Otago Uni student was being held in India after 3 .22 bullets were found in his luggage (Hawke’s Bay Today).

High Rents Auckland students are complaining of high rents – the school leaver that is the focus has to weigh up flatting or living with his parents on the North Shore and commuting. And this is a problem how?

Extras: Cook Islands student off to AUT, with a recent Otago Uni grad returning; Careers NZ advice to students; Auckland student trialling macular degeneration treatment; Victoria student promoting a jet board while dressed up as a penguin.

It is not surprising that NZUSA wasn’t too worried about shifting funding towards younger students as most student reps are…younger students. The EXMSS VP, however, has addressed the focus on younger users in a good post.
Research & Innovation

HIV Data Otago Uni’s Peter Saxton and colleagues recruited 1,049 gay and bisexual men in Auckland to undergo an anonymous HIV test. 6.5% had HIV and 1.3% of the total population were unaware they had HIV (21% of those infected). This sparked many stories from the media, including One News, TV3 (earlier story), Fairfax (and again), APNZ, AAP, gaynz.com (and here and here) and RNZ. The numbers sound terrible, but unfortunately there is no explanation in the media release about their sampling approach (which may well have introduced a bias) or their population estimate. Without identifying sampling issues and margin of error, we really have no idea of whether the research really “suggests” that 6.5% of gay and bisexual men in Auckland have HIV. So then I went to the free online journal article (refereed, but not linked, to in the media release) and found that the “community settings” where participants were sourced were “a gay community fair day, gay bars and sex-on-site venues” – the first is broad (and made up 80% of respondents), but the second and third would skew the sample. There was also a 49% acceptance rate to invitations to participate, and only 80% of those who accepted an invitation supplied a sample. The paper acknowledges that these factors are study limitations but doesn’t explore them in depth. That said, the survey provides an enormous amount of data that illuminates very real health concerns. My critique is really about whether the statistic at the start of the media release is reliable enough to be the lead, especially when the NZ Aids Foundation then treated it as gospel in their release.

Today’s Spotlight is on Pat Walsh, the Chair of Universities New Zealand (and VC of Victoria University of Wellington). Spotlight is a series of posts where ED Blog asks 5 questions of interesting people in tertiary education (see other posts in the series).

1. What’s the biggest challenge for Universities New Zealand right now?

Continuing to build on our ability to engage with the government on the policy issues affecting universities, including university resourcing. The challenge is to achieve this through demonstrating the multiple ways the work of universities – research and innovation, internationalisation, encouraging greater participation and achievement for Maori and Pasifika peoples, etc – can help the Government achieve its goals for New Zealand.

2. How is Universities New Zealand’s new graduate survey going?

The first survey has been completed and the baseline report will be released soon. Over 65% of students invited to participate completed the survey – just under 9,000 final year students from the eight universities. This is a fantastic result that lays the foundation for the future of the longitudinal survey. Further information can be found on the GLSNZ website.

3. Steven Joyce has tertiary education, science and innovation, and economic development roles. What impact do you think that will have on universities?

There are genuine synergies between these three areas, and Minister Joyce has demonstrated he can manage multiple challenging portfolios. Universities are central to our science and innovation system, as well as the economic development of this country. Hopefully, the integration at a ministerial level will help us unlock the universities’ potential to make an even greater contribution toward helping the Government achieve its goals to the benefit of all New Zealanders.

4. What needs most attention in the research area right now?

The availability of contestable funding. While overall funding for science and innovation remained the same last year, the availability of contestable funds was significantly reduced. This is a real risk as a competitive funding model is a good way of identifying the best opportunities when you have limited resources.

5. What made you smile about the university sector this week?

The sector is preparing for the year ahead at this time and I can genuinely say I am looking forward to meeting some of 2012′s first year students. Encountering their enthusiasm for tertiary study is something that I never tire of and one of the most rewarding aspects of this job.

Youth Unemployment The Reject Youth Unemployment coalition wants to meet Paula Bennett to discuss youth unemployment issues – given it is a leftwing coalition that launched a few weeks out from the election, complained about “the last three years” and is now inviting Bennett to meet via media release, I suspect they may not be that successful in their meeting goal.

$500K Waikato has gained a $500,000 bequest from Zena Daysh – and her ashes will be interred in New Plymouth today. Read the releases – she was quite a woman.

Taratahi Profile The Taranaki Daily News has written a long profile on Taratahi’s presence in the region and you should read it (NB I work with them but it’s still a good article).

New Ministers John Key announced new Ministers yesterday, with Steven Joyce keeping tertiary education (adding “skills and employment” too) and picking up economic development, plus science and innovation – Hekia Parata gained education (all the following stories are pretty generic: NewstalkZB, NewstalkZB, RadioLIVE, Kapiti Independent, APNZ, NZ Herald, NZ Herald, RNZ, BusinessDesk, Idealog, One News, Stuff, NBR, TV3). Reaction came from TEU, Universities NZ, NZUSA, frogblog. Later stories focused on Steven Joyce’s key role, including NZ Herald, NZ Herald and Fairfax.

Raukawa Funding Cut Te Wananga O Raukawa has had a $1.9m funding cut for next year after a second year of poor course completions in 2010 – they went from 42% to 43% (updated story and again). The new target is 55%, the level at which PTEs are offered zero funding. The wananga is claiming they should be measured according to their Kaupapa but the other two wananga get course completions in the 70s and 80s. Personally, I haven’t seen any credible argument to explain why they should be allowed to continue their low performance. I covered the issue back in August.

This post summarises ACT’s proposals and highlights (in italics) areas for analysis in future posts in this ED Blog series. (For quality comments on charter schools, check out Eric Crampton, Rob Salmond and Stuart Middleton).

Purpose

The purpose is to lift “educational achievement in low decile areas and disadvantaged communities where educational underperformance has become the norm”. The aim is that greater flexibility will lead to improvements. The system will be trialled “in areas such as South Auckland and central/eastern areas of Christchurch” Once successfully established and, as funds permit, other areas will be included. The approach is modelled on the KIPP schools in the US and, to a lesser extent, “free schools” in the UK.

The goals are pretty apple pie, but the issue is whether the approach will achieve it. I’ll check out overseas models in future posts. There are also network effects to consider in developing new schools.

Legislative Basis

The system will be enabled under the Education Act 1989 using sections 155 (Kura Kaupapa Māori and 156 (designated character schools).

I’ll run through how these sections are currently used in a future post. It may surprise you.

Missions

Missions “would typically be some or all of the following: a rigorous academic focus; a traditional curriculum; faith based; to serve a target population of students; based on specific governance principles (eg Te Aho Matua); or to focus on a particular language, vocational training or other area of specialisation”

This set of missions is quite limited and quite, shall we say, conservative. I’ll explore a wider range of missions in a future post, but no-one should worry about this list too much. It smacks of a list put together in a hurry that will inevitably broaden as it is discussed.

Operation, Governance and Accountability

Charter school groups may be not-for-profit, but it is unclear whether they can be for-profit – charter school groups can, however, certainly contract out management to for-profit groups.

Charter school groups will be responsible for all aspects of school operations. They will be free to:

set the length of the school day and year;

set their own teaching practices;

raise their own revenues;

make their own staffing arrangements; and

use any approved curriculum/qualification.

Schools could be standalone or operate as part of a network.

Students must be accepted irrespective of academic ability and geographic intake boundaries may only be set if they don’t restrict the chances of disadvantaged students. Where demand exceeds supply, a ballot may be used.

Schools could utilise “public designation powers to facilitate Resource Management Act consents”.

Schools will be accountable to their sponsors and to ERO – a contractual relationship with sponsors will be required to cover student achievement, financial and operational goals.

I will explore the public/private debate, as well as how freedom from some regulations might be used. Selection of students is a vexed issue in all schooling, and that will be explored, but I should note that a ballot approach is the same as for other schools (S11F(2), Education Act 1989). The involvement of sponsors is underdone in the agreement.

Funding

Schools will get normal operational grant funding and may get targeted funding for disadvantaged groups. They may be eligible for capital funding or equivalent operating funding if they choose to rent, but some or all capital may come from private sources. No tuition fees may be charged.

The funding description is a bit underdone, as it could be taken to exclude salaries funding – presumably it is intended that charter schools get all normal school operating funding. Any charter school operator would be mad to build facilities, rather than rent, given the negative reaction from the left to this policy and the high risk it would be reversed under a left-wing government.

This is the second in a series of posts to explore the issues around charter schools in New Zealand in an informative manner. You can find out about my relevant interests, purpose for the series and other posts here.

I’m starting a series of posts on charter schools in New Zealand, a policy announced yesterday in the ACT-National coalition agreement. My aim in the series will be to explore the issues around charter schools in an informative manner. I personally support the idea of charter schools, but not at all costs, so I’m looking forward to refining my thinking as I go along. I belong to the Education Forum, which generally supports the idea of charter schools. I also did some work in the 90s on an international comparison of private school regulatory frameworks and an analysis of innovation in the schooling sector. Now you know my starting point, but I hope you’ll find the series useful as my goal is to improve the quality of debate, not propound my point of view. Apologies in advance to my readers focused on tertiary education, but the series should still have some relevance.

The charter schools policy was released about 24 hours ago and we have had a deluge of stories on it, but most people have cherry-picked a few facts that support their initial position. Blog posts have been written by The Dim Post (and again), Kiwiblog, Offsetting Behaviour, Just Left, Teaching the Teacher, Keeping Stock, Not PC, Gordon Campbell (the most thoughtful) and Homepaddock. Media releases have been put out by NZEI, PPTA, the NZCTU, the NZ Teachers Council and the Maxim Institute. And there a few news stories but most of them simply connect up quotes from politicians and unionists – here’s one example.

In this first post, I want to explain what a charter school is, what ACT’s election policy did and didn’t contain, and start discussing the importance of context. In future posts, I’ll review the new policy and look at what we can pick up from international experiences, including relevant research. The series will continue over an extended period.

What is a Charter School?

A charter school can be whatever you like and people will inevitably point out that all schools in New Zealand have a charter. That said, there is reasonable agreement about what a charter school is in educational policy circles. The following para condenses a Wikipedia definition, according to my view of international usage of the term.

Charter schools receive public money but are not subject to some of the rules, regulations, and statutes that apply to other public schools in exchange for some type of accountability for producing certain results, which are set forth in each school’s charter. Charter schools are opened and attended by choice. Where enrolment in a charter school is oversubscribed, admission is frequently allocated by lottery-based admissions systems. Some charter schools provide a curriculum that specializes in a certain field — e.g., arts, mathematics, or vocational training. Others attempt to provide a better and more efficient general education than nearby public schools. Some charter schools are founded by teachers, parents, or activists who feel restricted by traditional public schools – others are established by non-profit groups, universities, and some government entities or companies.

This wasn’t in ACT’s policy!

If you go to ACT’s website, you’ll find no direct mention of charter schools in the education policy (although they did mention school boards setting teacher pay directly and other deregulation), but it is in Don Brash’s campaign speech on education (alas, I read all the parties’ election policies and statements for my ED Insider site). I’ve excerpted some key sections below.

The third priority is to allow successful and established state schools such as Auckland Grammar, Epsom Girls, Rangitoto, McLeans, and Christchurch Boys’ to become Trust Schools. Such schools would be exempt from the usual constraints of Ministry management and given control over their own affairs.

…In addition, there should be no reason why educational entrepreneurs such as David Selfe, let’s call them edupreneurs, should not be able to set up completely new schools to attract government funding. These proposals may seem radical, but in fact the danger is not that New Zealand might stray too far from orthodoxy by adopting choice, competition and entrepreneurship in education. The real danger is that we will be left behind.

…Ladies and gentlemen, the ACT Party presents a clear choice on education this election. We can choose to continue with the status quo. We can choose to ensure that there is limited choice, limited innovation, and that only the few can access it. If that’s what you want, then any other party will deliver it.…It is a choice to be able to see your child’s share of the education funding go to the school that you choose… You needn’t pay twice, and those who can’t afford to pay once would have choice too.…It’s a choice to let successful schools manage themselves as trust schools. It’s a choice to let groups of innovative teachers set up new schools like Corelli and Tū Toa.

Now I’m sure some people will say that “charter schools” is not mentioned in the text above, but anyone familiar with schools policy issues would recognise that what Don Brash talked about could be characterised as charter schools according to the definition above. To be fair to those surprised by the policy, not many people paid much attention to Don Brash’s speeches J

Context Is Everything

Any educational initiative should be judged by the context in which it operates and that’s even more important when we start looking at international comparisons (the Teachers Council’s Peter Lind makes this point). When I talk about context in this series, I’ll refer a lot to the “regulatory framework”, which is shorthand for all of the policies around curriculum, staffing, facilities, student welfare and the many other areas where schools face regulation of some sort. It is crucial that we consider what will and won’t change in any charter school initiative, as it will impact upon results.

In the US, charter schools have often been a reaction to local education systems that can be maddeningly bureaucratic. In NZ, we wouldn’t put up with the “rubber rooms” of New York City, where teachers alleged to have done a bad job were required to turn up and…do nothing. The rubber rooms have since been removed but there are plenty of other stories of bureaucracy in the US – in such an environment, freeing up the regulatory framework to allow new charter schools to operate has been appealing to many people.

In New Zealand, we don’t have quite the same bureaucracy as in the US. We have quite a bit of devolution to local boards of trustees and our curriculum is quite open – there are no prescribed textbooks as in the US. We do have considerable central control over property and staffing, and those are areas where charter schools are likely to have greater freedom – more on that later.

Differences in the regulatory framework (both for general and for charter schools) lead to quite different charter schools. Over the coming months we’ll hear more about the systems in different US states, Sweden, the UK and elsewhere. We’ll also probably hear about existing legislation that allows for different types of schools to develop in New Zealand, like designated character schools or kura kaupapa Maori. In all those cases, we should be alert to the context, rather than just lauding or denigrating the results.

Let’s Not be Too Serious

The NZ Herald highlighted a reader comment that brings some light relief to a rather political topic: “It can’t hurt to try it out a little first. As long as we don’t end up with the ‘Woodstock Bourbon School For Boys’.”
