Policy & Management

Whitireia Buildings Whitireia has pulled out of a $3m contribution to a performing arts development in Porirua, both because they’ve moved their course into Wellington and approved a $20m development at Porirua for classrooms etc to replace prefabs. It’s upset some people in Porirua, but it’s hard to fault the priorities.

Industry Training The MOE will be getting a strong submission from Horticulture NZ on the industry training review.

Congrats Richard Richard Handley, WITT CE, has been congratulated by iwi on meeting Treaty responsibilities.

Titles Race? Ha ha, last week I suggested that Auckland’s appointment of 13 Distinguished Professors might start an arms race around titles and now Lincoln has named one! To be fair, the decision would have been made before Auckland’s release, but it does look like a developing trend anyway.

VSM Hearing Te Mana Akonga has apparently gained a Waitangi Tribunal hearing into its claims about VSM legislation.

Tough Competition The Spirit of Adventure is running a special trip for unemployed 17-20 year olds.

Raukawa App Te Wananga O Raukawa has had some bad news recently but I just came across this cool app they have, eWai, that has waiata tawhito on it. If I have it correctly, they are the traditional chants heard on marae.

Extras: Victoria now has the triple crown of business school accreditation; Methven summer school enrolments; new construction and student facilities at UCOL Wairarapa.

Public Issues

Aviation Oddity The person who allegedly impersonated Massey’s Frank Sharp, head of the aviation school, in an email that was entered into evidence at a coroner’s inquiry into an aviation accident has been revealed. It turns out that Peter Kirker, a CAA employee (he resigned last week), may have sent the email but the charges will be defended. This is very odd, but has got media coverage from RNZ, NewstalkZB, APNZ, APNZ, One News, NZN, Dom Post, Fairfax and Fairfax.

New Ministers John Key announced new Ministers yesterday, with Steven Joyce keeping tertiary education (adding “skills and employment” too) and picking up economic development, plus science and innovation – Hekia Parata gained education (all the following stories are pretty generic: NewstalkZB, NewstalkZB, RadioLIVE, Kapiti Independent, APNZ, NZ Herald, NZ Herald, RNZ, BusinessDesk, Idealog, One News, Stuff, NBR, TV3). Reaction came from TEU, Universities NZ, NZUSA, frogblog. Later stories focused on Steven Joyce’s key role, including NZ Herald, NZ Herald and Fairfax.

Raukawa Funding Cut Te Wananga O Raukawa has had a $1.9m funding cut for next year after a second year of poor course completions in 2010 – they went from 42% to 43% (updated story and again). The new target is 55%, the level at which PTEs are offered zero funding. The wananga is claiming they should be measured according to their Kaupapa but the other two wananga get course completions in the 70s and 80s. Personally, I haven’t seen any credible argument to explain why they should be allowed to continue their low performance. I covered the issue back in August.

New NZUSA Prez NZUSA has elected its first ITP President ever – Pete Hodkinson of Unitec. They also recently appointed Alistair Shaw as Executive Director.

Policy & Management

Joyce’s Roles The NZ Herald reckons that Steven Joyce can “expect to leap to a front-bench position and the economic development and science and innovation portfolios as well as hanging on to tertiary education”. That’s been my pick for some time too.

Ad Complaint Unitec had a complaint made to the Advertising Standards Authority about one of their ads. The complaint wasn’t upheld, but it claimed that “”Trade skills are in demand. Join the supply. Get a headstart with apprentice training.” was misleading as the building industry was very tight. Unitec welcomed the decision. It’s probably good to test tertiary education marketing claims from time to time though. Here’s the actual decision.

BEST Year The Best Leadership Academy is celebrating a year of operation.

Weatherston Work Otago Uni has deleted some work by former tutor and convicted murderer Clayton Weatherston from an online archive. The father of his victim is happy but I don’t think that it was a good idea to delete the work.

Trademarks Issues Le Cordon Bleu cooking school, soon to start in Wellington, has had a trademark application turned down.

Lincoln on Environment Lincoln University has released the findings of its 6th biennial survey of Peoples’ Perceptions of the State of the New Zealand Environment (link to report). Peter Dunne welcomed the findings.

Quake Scholarships Canterbury is funding six PhD scholarships on earthquake research in 2012, after supervisors proposed topics. Students now need to apply for them – it’s a different approach, which I like.

Wintec Bomb Threat There was a bomb threat at Wintec’s CBD campus yesterday morning and another one later in the day, but nothing was found after evacuations (wrap-up story).

VSM Etc The ODT suggests that students’ association have been overstating the impact of the VSM Bill. An ACT candidate in Palmie contests students’ association arguments. Te Mana Akonga complained about a Treaty breach.
VSM Bill Passes ACT’s Heather Roy celebrated her VSM Bill passing, providing freedom of association for students, as did Act on Campus and the Young Nationals (NewstalkZB, RNZ, NZ Herald, TV3). Speeches by Heather Roy and the Maori Party’s Rahui Katene are online. Keith Ng at Public Address had a great “pox on both of your houses” post about the issue. Labour’s Sue Moroney thinks that students should watch out. NZUSA started a campaign to fix the VSM law immediately after the Bill passed and Labour pledged to reverse it when they get into office.

VSM Bill Lead-up In the lead-up to the Bill passing, there were a few jousts in the media and at Parliament. The Greens’ Gareth Hughes said the Minister should keep his head down (EXMSS VP). NZUSA reckoned that National MP Michael Woodhouse had opposed VSM in a video at Otago Uni and should cross the floor (this may be one of the first times anyone has even written a media release about Michael Woodhouse). Labour’s Grant Robertson supported NZUSA, as did OUSA. The ODT quoted Woodhouse saying the video was edited and he had no intention to cross the floor (the story’s a good one). NZUSA also had a protest at Parliament where about 100 people seemed to attend, going by the photos, and various MPs spoke – Scoop has photos plus releases from NZUSA and the PPTA (Stuff, RNZ, ODT, TV3). NZUSA also listed various amendments voted down during the debate. A protest at Auckland only attracted 20 people and an effigy went unlit. MANA’s John Minto was repulsed by government abuse of students (ie the VSM Bill, not Steven Joyce’s secret dungeons). There’s also a review of Monday’s protests on the Workers Party site. David Farrar gave a detailed review of the VSM debate and previewed the third reading.

Unitec-MIT Collaborate I was sent a media release yesterday with the heading “Unitec and Manukau Institute of Technology strengthen their relationship to benefit Auckland” And the release was about as boring as the heading. They announced a collaboration but gave no details about how it will work and what it will do. Instead, most of the release was about projects done in the past, often with other wider groups. So, that’s probably why no mainstream media covered it.

Mapua Toxicity The report on the clean-up of the toxic site at Mapua has been released – it was done by Otago Uni’s David McBride and others.

Surveillance Bill Otago Uni’s Andrew Geddis on the proposed surveillance bill.

Design Exhibition Massey has their big design exhibition opening tonight (The Wellingtonian) and it looks like a cracker – I think they should invite bloggers J

SAS Death Auckland’s Stephen Hoadley said the SAS seems to be doing more than the government lets on while Otago Uni’s Najibullah Lafraie is concerned about the nature of the raid.

Canterbury Demolitions Canterbury is demolishing two buildings – the Mushroom (which looks quite cool) and Siemon buildings – after quake-related damage (The Press). David Do went on TV3 to present NZUSA’s alternative to the VSM Bill. Auckland VC Stuart McCutcheon said that students misdirected their protest.

RWC In one of the most fitting RWC-related stories, Massey has opened a lookout dedicated to Charles John Munro, who brought rugby to New Zealand and had a homestead on Massey’s campus (now a hostel – homestead history is here). You might think they’ve brought out a wooden desk for the ceremony but that’s actually a steel sculpture, which is cool.

VSM The VSM Bill will probably pass today. Steven Joyce made some scathing comments on Monday’s student protests, suggesting that students had it good and should keep quiet (Stuff, Tumeke). NZUSA’s David Do is promoting an alternative. There will be protest events at Victoria, Massey and Parliament today.

VSM Protests There was a medium sized noisy protest up in Auckland yesterday about voluntary student membership (as well as fees and democracy on campus). It wasn’t organised by the students’ assn, but by the We are the University group (Facebook page, website) which has a few Worker’s Party, Socialist Aotearoa and Unite influences. Anyway, it’s no biggie either way, as the students’ assn reps still spoke there, while claiming that this was about regular students (and it did attract many regular students). RNZ reports about 200 people at Auckland occupying the top floor of the business school, Police using bolt cutters to get in and arresting one man (TV3 reports he was given a trespass notice 2 weeks back – he’s a Unitec student), and then the protestors going to the Police station and sitting down on the road outside for a bit. NewstalkZB reported 300 and the NZ Herald had 250, and also noted the protestors were at the business school for 5 hours, VC Stuart McCutcheon offered to meet the protestors, the protestors surrounded a Police car after their colleague was arrested and went back to the Uni for pints and pizza after going to the Police station. TVNZ and TV3 (here, here and here) have video for your viewing pleasure. There were also “dozens” of protestors at Waikato (TV3 footage shows 5 or so) and 50 at Otago Uni, according to Stuff, who reported that only 60 protectors barricaded themselves in at Auckland (that number was from McCutcheon and looks far too low). The ODT had “more than 40″ protesting at Otago Uni, and they lit a VSM effigy and heard a speech from the Greens’ Gareth Hughes. The Waikato Times reported 20 protesters at Waikato operating silently to symbolise how VSM will silence them, with students coming up to ask them what VSM was. Looking at the numbers, the protests aren’t huge and students’ associations have not been able to mobilise big numbers so far over VSM, but they are planning more protests for Wednesday, when the Bill is scheduled to pass. Other coverage is from NZN.

CPIT Strike About 200 TEU members at CPIT have gone on strike until further notice.

NZCECE Sale Listed early childcare education operator Kidicorp has bought its biggest competitor, ABC Learning Centres, including PTE NZ College of Early Childhood Education (coincidentally, one of ED’s first clients many years, and two owners, ago).

Conspiracy Otago Uni’s Bryce Edwards, part of an anti-Labour conspiracy according to Trevor Mallard, is now calling for ACT to dissolve – there are seven layers of meaning here.

Building Careers BCITO has taken 30 career advisers out to building sites to promote building as a career. Good idea.

ITI People Independent Tertiary Institutions members unanimously re-elected Tim Cullinane (New Zealand Management Academies) as Chair, Sue Allard (Natcoll Design Technology) as Deputy Chair and Allan Officer (Laidlaw College) as Treasurer. ITI represents 15 large PTEs which collectively educate almost 20% of students in the sector.

Biodiversity Massey’s Prof Marti Anderson has a cover story in Science covering biodiversity – she’s shown that species turnover is much the same in temperate and tropical regions.

Buses…are a problem for some Bay of Plenty Poly students, who can’t get to class on time.

Blender Win The Smoobo blender, which we profiled a while back, has won third place for Massey student Roseanne de Bruin at the Electrolux Design Lab competition in London. Great job! She got on TV3 too.

Rutherford 10 Rutherford scholarships were given out and Auckland, Victoria, Otago, Canterbury and Massey have all marked their recipients’ win. Read the institutional releases to find out about upcoming talent.

Trades Stuff Good piece here on a Trades at School initiative and here on the training of apprentices.

VSM The VSM progress in Parliament provoked some more comments. Student Choice’s Lauren Brazier had an opinion piece in the NZ Herald. The Treaty claim was commented on by Kiwiblog and Heather Roy – the latter analyses the claims’ worth. (Waatea). Dave Crampton from EXMSS then commented on Roy’s words in Parliament.

Wgtn Quake Victoria’s Geoff Thomas comments on the likely problems for houses from a big quake in Wellington.

Drugs The Massey report on drugs has sparked some comment about drug-driving, ecstasy availability and links between the Kiwi OE and ecstasy use.

VSM The VSM Bill passed its committee stage Earlier in the day students called for a compromise, but they had already lodged a request for an urgent Waitangi Tribunal claim over the Bill (RNZ, NewstalkZB). Later last night the Bill passed its committee stage and is likely to pass its third and final reading on Sep 28 and NZUSA put out a response. I really can’t see how it won’t become law after a third and final reading on Sep 28. That would mean implementation in Jan 2012.

Maori Research Institute The Te Arawa branch of the Federation of Maori Authorities is exploring the development of a Maori Research Institute. Sounds interesting.

Margaret Mutu…apparently said she couldn’t be racist because Maori don’t have power in NZ, but I suspect the Auckland academic was misquoted a little and was not really referring to herself. Anyway, the latest comments outraged lots of people. Don Brash supported Mutu’s freedom of speech. Here’s a long blog post on the issue that may be of interest.

Brain Drain? 560 researchers have claimed there needs to be more support for researchers or they’ll go offshore – a review in the area has just started.

Nanotechnology Idealog has done a good story on nanotechnology regulation and risks, drawing on Victoria and Otago Uni academics’ comments.

Correcting Corrections Yesterday I ran a link to a media release about quals for prisoners, but someone has decided that those figures just pull the wool over your eyes – you decide who’s right (I can’t be bothered).

RWC CPIT students helping out with a rugby museum. Vic student is part of RWC choir. Massey’s kicking robot and Auckland’s lectures. Massey’s Malcolm Mulholland on flash mob haka. Massey economist Sam Richardson on ticket sales and prices (Stuff). Auckland’s Mike Lee and AUT’s Craig Dickson comment on legal restrictions around the RWC.

Literacy Good on ex rugby player Matua Parkinson for talking at WITT about his struggles with literacy.

Kilimanjaro A master’s student climbed Mt Kilimanjaro to raise money for Christchurch.

Celebrating Cauliflower HSI has given budding secondary school chefs an ingredient to make magic with: cauliflower.

Trades Academies Nelson trades academy situation is a bit confused after Nelson College went out on its own while the government wants everyone to share. UCOL’s trades academy responses (and in Wairarapa). Otago Poly trades academy in Cromwell.

Alcohol Canterbury’s Eric Crampton finds that the costs of alcohol use are often inflated (well worth a read). Otago Uni’s Jennie Connor criticises research showing health benefits from alcohol.
